Council Members Nabholz, Moore, Garrett, Wol osyn, Grazulis None Mayor Bradshaw Council Member Yurc hick (ii) Mayor Bradshaw said on Saturda y we had the Metro Mayors Caucu s meeting here and that is 31 ma yors from around the Denver area. We had a lengthy di scussio n about what is going on in the Stale House and there are so me very scary bills coming down . I would like 10 just highlight so me of them for yo u. First of all, she said, we are always going to hear about budget , budget , budget~ from the Stale and so me of ou r programs that we hold near and dear arc getti ng cut. Bui the iss ue that scares me the mos l, she sa id. is the amount of legi sla ti on coming oul on concealed weapons. With Council approval I will get a leller off and I have made phone calls . The bill 1hat concerns me the mos t is 1he one that Senutor Dyer is carrying. I know they were having so mething thi s af1crnoon at I :30. She asked Director Olson if he had any informa ti on on that. Director Ols on said last week I testified before the Judi ciary Commi ttee on be half of the Colorado Police Chi efs and also as a repre sen :1tive ':>f Englewood. So he is carrying it forward and it is going to the Se nnte again fo r another hearin g on the fl oor. M.iyor Brad shaw noted ii is so close, it is a one \'Ole difference . If any or you know Senator Evan!!, she sa id. give him a call . We do need 10 put 1he pre ss ure on th ose people, she sa id . Jsn'1 Senator Dyer the ch:!irman ? Director Olson .;aid the problem is 1ha1 he is the chairman and he is ab.a ca rryi ng the bi ll fo rw.i rd . He explained that it is .i total preempti on bill, :;o it el iminates .iny law s 1ha1 we have that arc more s1ringcnt than the St.ite law . Mayor Brad shaw sa id the other one that is scary to me is Senate Bill No . 7-1 and it is sponsored by Senator • • Andrews . What it is going to <lo is it is going 10 take away the vole th at we had and divert a porti on of the • curren t RTD sa le s ta x to a conges ti on relief fund for use on State hi ghways and co unty transportati on projects. What wou ld happen is it would decrease the RTD sa les tax by 16% and, she poin1cd out. 1hey arc already show ing a hu ge loss as it is . II wo uld decrease their budget by about $45 million a year. RTD sales tax funds ha ve been approved by \'Ciers on three se parate occasions ... in 1973, 1995 a nd 1999 . What I see • • • Englewood City Council January 21, 2003 Pugc 11 is so me mo\'cmcnt in thi s lcgi sla 1ure 10 und o ,ate s 1ha1 have bee n pub lidy tak en, she snid. ;i nd I rc:1 lly th ink th at th at is c.~1rcmcly inap pro priat e and peop le need 10 speak out on that Those arc th e two th at co ncc1 n me th e most. Mayor Brad shaw said the other iss ue we talked abou t wa s th e TEA -2 1 Reauthori za ti on and we did l:tlk about 1hi s wi1h Dia na DcGeuc wh en we met wi lh her . The organizali ons are be ing asked 10 sig n on with thi s reauthorizati on principal by the COOT meeting on Fe br uary 20th , she sai d, so l will just go ahead and s e1 a leller off and say th at we support that. Mayor Bradshaw sa id I think that those arc the major highlight s. Th e oth er thin gs 1ha1 are coming up are th e bud gel crunch. or course. and growth . We spent a lot of time Satu rd ay talkin g about gro\\1h . We h3d Melro Vi sion 2020, now we have Metro Visi on 203 0 and they arc say ing the growth is not going to be as great as the y thought it wo uld . So we are falling ba ck and in stead of expanding the gro\\1 h area . it looks like we will be falling back, more to where DRCOG is at thi s point. Whi ch I lh ink is nic e. We nll need to speak with the sa me voice . Regarding tra nsportation ... the Col ora do Muni cipal Le ag ue is. of co urse. against an y of the le gis lation that will reduce any of the funding for T -REX, just as we arc. I just think it is a ste p back . I work in a field at the Communit y College le ve l, she sai d, where we ha ve just been decima ted . There were 20 layo ffs before Christmas and th:y are looki ng at fi ve more , full-time staff members . It is just sa d. because when our economy goc~ so uth everybody goes back to college to be re - educated and now they are cutting, so I have classes of '.15 and 42 and th3t is okay ... I will do it. but I don't know wheth er it is fair 10 the students payi ng the tuit io n. Ma yor Brad sha w said the other th ing is that there is a health care iss ue th at is coming up and it is for small busine sses, peop le with under 50 empl oyees . She said City Manager Scars ca n probably help me o ut with th is , because we hea rd about thi s at the Arapah oe Ma yor's & Manager 's breakfast.
