(b) Bruce McDowell, 3250 South Elat i Street, said I just have a co nce rn . I sat in on your Stud y Sess ion and wh en Council considered the proc lamati ons it we nt pretty quickly. I just wanted to share that I thought. ma ybe . the piece on the uninsured we nt a linl e too qui ckly . My guess is that yo u all pro babl y have insurance. How do you feel abo ut being without ? II is not a good feeli ng. is it ? I have in suran ce and I fee l good about that. he said , bu t I believe it is a cri sis in thi s na1ion today and I don't thi nk it should be pa ssed ov'!r quite that lig htl y. I have n'! see n th e proclamati on. so I don't know what all was the re. but I think th ey were just Lr ying to ra ise aw areness and it just does n't S<.'em like tha1 happe ned . If a prope rty has not changed hands, since J9eO , 1hey are not required to put in a mel er. Mayo r Bradshuw introd uced Siu Fonda , Director of Utilities. Director Fonda sa id they arc nol req uired 10 go on a meter until the property changes hand s. Back on Dece mber 20, 2002 I was here a:.!\.ing Counc il to Lransfcr a parcel of ground to the Englewood Environmenlal Foundation, so 1hat we cou ld go fo rwa rd wit h our redevelopment of the old Ci ty Hall si te. Subseq uent to Co un cil doing tha t. we did our ti1l c co mmitm ent and the title commi tmen t ca me back and said we were doing rea ll y good. except that part of wha 1 we transferred is owned by the Urba n Renewal Authority. So we met with Cit y Att orney Brotzman . And it was de term ined that the way to clean up the title, at th is poi nt , would be to ask Cou ncil to accept 1he parce l back from EEF. There are three pieces 10 this, he sa id. Fi rst, I will ask yo u to approve Counc il Bill No. 13 and then Mark Graham will be here for the seco nd one , Cou ncil Bill No. 14. Mr . General Dlscusslon (a) Mayor's Choice (i) Mayor Brad shaw said we did have so meo ne speak this evening about the unin sured proclamation . Basica ll y, the Ci ty receives five 10 ten proposed proc lamations a week, depending on rhe time of the yea r. What we ha ve decided to do. as a Council , is get the informati on ou t and let the Council members deci de which ones they wa nl to suppon . I wonder, she sai d, if Council would like to reconsider 1hc uni nsured proc lamation. Council Member Wol osyn said I would like to make a comment. I know it was suggested that we dismissed ii quickly. but we do read these ahead of time . I might as well spicak honestly, she sai d, abo ut what I think about the proc lam.ition system . Sometimes I think it so n of fl atte ns comple x iss ue s and it is al most just a band-.iid . I think the uninsured issue is very complex and I don't often feel co mfonable just putting out a proc lamation on some issues like that, she said . Th at is where I am comin g from. We rcspec 1 each other and pasc; all sons of proclama1io ns and , for each of us, it is probably fo r different reasons . We do receive our p.ickets on the Thursday pri or to our meetings and we spe nd the weekend reading through it and making dec is ions about how we feel abou t ce rtai n issues before we come to the meeting . So, if it looked like we w~re onl y giving it a moment's noti ce at the meeting, it wasn't just th3t ... al least from my perspective. Thal is my qu estion . If it addressed the iss ue and did something fo r the iss ue I would s upport it 1()()%, Mayo r Bradshaw nolcd that two weeks ago Co uncil cons idered two proclamatio ns. One was o ppo si ng the war in Iraq and the other was regarding overpopulatio n. But. she noted, we decided not to s upport either of th ose. So, she said.
