Th ere was an offi ce r standin g on some thin g behi nd th e six-foot fe nce with th e assa ult rifl e drawn . I looked out my bedrt'f , win dow and he told me to go back into my apa rtm enl. Our apartmenl s are very small, she sa id , so tha t every roo m in th e ap artm ent ha s an out side wa ll . My apa nment happe ns to sti ck out over th e park ing lot, so the fl oo r is also exposed fro m underneath . This we nt on for over three and a half hour s. She said we were not all owed to leave and we were not war ned th at thi s was go ing to hap pe n. What I am wo nderi ng. is if th ere is so me way that tenan ts ca n be notifi ed. in advance . when assa ult rifle s are goi ng to be surround ing us and holding us. basicall y. hos tage in order to evi ct a tenant? There were mher peopl e who were going to co me with me. she sa id, but th ey are afraid or retaliati on. One gentleman had made a co py or a vid eo lapc th at he had or all of th ese rifl es and th e esca pade that was going on, but he chicken rd out and he is not goin g to prese nt th e video. Need less to say. thi s was quile fri ghteni ng. I have li ved quite a few places. includin g dow nt ow n Denve r :md I ha ve ne ve r see n anythin g like th is . And then after it wa s all taken care or, the man who was ev icted was bro ugh t back, unhand cuffed and he had no gun . so I don't kn ow wh at start ed all thi s. Whether it was a phone ca ll from a neig hbor who didn't kn ow what they were talk ing about or •vhat, but obvi ousl y th e SWAT Team had time 10 plan what was. pretty mu ch. an ,mac k. That was fo ll owed up wi 1h an IMPACT Tea m that ca me out. I was not aware, she sa id, 1hat Eng lewood had th at kind of thing, but that was reall y neal that the IMPACT Team showed up. Bui by then just about everybody th ere was comp letely traum ati zed. We do have children in the building and we have di sabled people and retired peo ple . There were a lot of peop le there and all thi s over a tenant who did not pa y rent. I can't rea ll y sec. she sa id, that it merit ed jeopardizing our lives, li 1era ll y. Mayo r Brad shaw said our Director of Safe ty Service s is prepared to respo nd to yo ur ques ti ons and concerns. And that wa y. we will underst and bener what went on. She thanked Ms. Edward s fo r rai sin g th is co nce rn . Director Olson said. Ms . Edwards, fir st of all yo u are under an ex treme mi spe rceptio n of what happe ned. We do not evict peo pl e. That is not th e job of th e Cil y of Englewood 10 evict peop le from the ir ap artm ents . The rea so n we we re there , he sa id , is because we go t a ca ll at abo ut 10:30 . on a Friday about two weeks ago, abou l a man with a gun . It was turn ed in by one of yo ur fe ll ow tenants. as I reme mbe r. So we responded to 1hat. We were aware that thi s pe rso n was apparent ly pro 1c~1 ing hi s evicti on. As ii turned out, h,. .s~id, thi s gent lema n has a long criminal hi story wit h us. He was pro t~~ling hi s eviction and we were l•J id that th is guy might have·. gu n. So thi s was not a planned attack. We wc nl over there, because we had r :ce ived thi s w·1rn ing . He n-.1ted that th e whole inrident 100 k about 45 minute s, not three hours . I wa s there and obse rved the whole th ing. Ou r job was to try to g~t the res t of th e tena nt s back in, beca use we had th is gentl ema n out sid e and we did not know if he had a gun or not. So we we nt 1hrough our normal tac ti cs or surrounr;ng and protec tin g the re st of th e citize ns and try in g 10 ge t him to vo lunt ari ly co me on out . Ultimatc,J . he did. Th e gentlema n, who mad e 1he videota pe, ada mantl y refused to go back in side. He was right be low thi s indi vidu al. We have al so had intera ctions with him . as we ll . on a crim inal basis . Bu: we do respond to incide nt s where we have bee n told , by so mebody else. 1h01 th ere is an in dividua l with a weapo n who is out on th e porc h. yelling and sc rea ming and is ap pare ntly thr ~a tenin g other people. So , he sai d, I am so rry if yo u were traumati zed by thi s. I don't think th is is so mc1hir yo u will sec very ofl en. Th is is a rel ati vely rare incident. It was not just the SWAT Tea m. There was also a regular complimen1 of po lice officer s thal we re on dut y. Thi s wa s nOI pl anned . That is what happened . So again , he said, I am so rr y if yo u were trauma ti zed by ttus, but it was a standard proc edure and it was so methin g that occ urred on th e spur of the moment , as many in cid ent s do. If yo u ha ve any more que stion s on tha t, he said, I will be ha pp y 10 1alk to you about it toni ght. We will also talk to any othe r co ncerned res id ents. But again, he said , we are not in the mode of evi ctin g so mebod y, 1ha1 is not what thi s organ iza tio n docs. Ms. Edwards asked if there was so me way to clear the other peop le out of th e way . Director Olso n sa id no. there isn t, becau se when you ha ve so mebody on the porch with th ei r doo r ope ned. eve n th ough he does n't have anythi ng in his hand . he co uld have a rifle or whatever, right behind the ope n door. The sa fe st thin g for you , he sa id , was exactl y what happened . We were trying 10 get peop le back into the unit, so we co uld iso late the one unit and the one gentleman. Now, the one office r that you sa id wa s talking 10 him has known thi s individual for years and has dealt with him on a vnriety of iss ue s. So, he sa id, this is nol an unknown ind ividual 10 us. He does have a hi story with us and that is why th ere was a one on one, persona l conta cl, between the offi ce r behind the fence ... and t was ri ght be hind him ... and !he indi vi dual in th at a partment bu ilding . Ms. Edwards asked if anybod y checks the validity of the ca ll that co mes in that says so meone has a gun. when they don't ha,·e one. Director Olso n said we chec k th e valid ity by ac tuall y going to the sce ne and verifyi ng whether th at is true or not We hav e to respo nd, he said, especia ll y when we get so meone who is an anonymo us repo rting party and the y say th ere is a man with a gu n, 1ha1 eleva tes the pri orit y and th e onl y wa y to check th at out is 10 se nd ofli r .. r, 10 the sc ene. We did identify him very rapidly and th e situati on wa s re so lved very rapidly. without any inj urie s, wi tho ut any shots be ing fired or an y other hea vy-d ut y sce nari o. We are trying 10 figure out. she sai d, where we are go in g to accom modate anot her 300 people. We have that big empt y Office Depot bu ilding across the stree t and it cert ai nly makes sense fo r us to ronsider th at. So we are negotia ting with them We also received a very nice offer fr om th e Cit y and we appreciate that offe r, in term s of th e di fferent th in gs yo u can try lo offer us. So, Ma yor Bradshaw sa id , we can extend it as lo ng as th ere is a reali sti c cxpeclatio n th at we wi ll meet those da tes.
