Mr . Brad y sai d first I would like 10 honor Tracey Minoggie . Trac ey has been a firefig lu er si nce July or
1996 . For the fir st fi ve yea rs she was on the lin e as a firefighter a nd the las1 two years she ha s been the
Safe ty Educat ion Coordinato r. She le ac hes sa fety classe s to ci tizens. bus inesses and sc hools . Thi s wa s not
an ass igned posi ti on, he sa id , Tracey had tv ea rn thi s posi ti on and it wa s compe titi ve. She had to apply fo r
it, 1ake tes1s nnd she was promoted to Safety Ed uca tion Coordinator. Tracey also wrote a grant to FEMA.
She orga ni zed the report, co mpiled sta tis tics and proved to FEMA the need for an educational grant.
Englewood w.is subsequ ently awarded over $24 ,000 .00. She uses th ese fund s to teach children and seniors .
. ';he is noted fo r her compass ion and love of th e job. Tra cey was married in November to Do n, he s11i d. and
we want to co ngnu ul ate you Tracey. Ms . Minoggie was given a rou nd of ap plause.
Mr . Brady said we woul d now like to honor Douglas Ne ss an . He was hired by th e Englewood Poli ce
Department in April of 1973 as one of the original members of a ca det unit. In May of 1974, Officer
Nessan was prommed to the position of police offi cer . He was assigned 10 the Detective Bureau from 1986
to 1990 and was ac ti ve ly in vo lved in a number of high profile inve stigati on s, in addition to hi s as signment
to the Properly Crimes Unit. Officer Nes sa n returned to !he Patrol Unit in 1990 where he remained until
1996. He was se lec ted fr om among a number of applicants as one of th e ori ginal members of the new ly
fanned fmp act Team. The Imp ac t Team is a very high profile , problem ori ented , polici ng unit th a1 req uires
major problem solvi ng skill s and a sign ifi ca nt amount or co mmun ity in1erac1ion . Offi cer Ness:m has
received ove r 70 commendati ons from s uch so urces as the United State s Attorney's offi ce. the Arapahoe
Cour,ty Di strict Attorney's office a nd mult iple metropolilan law enforcemen t agencies ... not to mention
citizens or this co mmuni ty, his peers and su pervi sors. He was re cognized by the Co lorado
Intergove rnmental Ri sk Sharing Agency for 20 years of safe drivin g. In September of 200 1 Officer Nes san
rece ived th e Department of Safet y Se rvices Police Se rvice Award fo r hi s un se lfi sh co ntrib u1i on to the
family of a Florence. Co lorado po lice officer who was shot in the line or duty . Throughout hi s 30-year
ca reer , Officer Nessan has maintained th e highe st leve l or dedi catio n and profess ionalis m as a member of
the Eng le\\ood Departme nt of Safety Services. Office1 Nessan was give n a round of app lau se .
Mr . Brady said I woul d now li ke to hono r the Englewood Citi zen or th e Year. Mr . Ri chard Burton. Mr .
Burton, a lifel ong Eng le wood citi ze n, is in vo lved in many things in our com munit y as we ll as within the
State of Co lorndo. He is an empl oyee of the Cit y of Englewood, the father of lhree children and he is
marri ed to hi s chil dhood sweet hea rt , Vicki e. Hi s co mmitment to traffi c safety and occ upan1 pro1ec1ion is
far reaching . Mr . Brady noted th at it is not often that a citi ze n is so driven to publi c safety . The amo unt of
time , 1he energy and e,pense that he devo1es in assi sting law enforcement with his promot ion of sa fet y,
courteous driving and the va lue of occ upan t proteClion is trul y commendable. His vi sion of promoting
traffic safety al so ex tended to the race fa ns of Co lorado National Speedway, as a Labor Day weeke nd event
fo r three years. with phenomenal success. Hi s vi sion and part ners hip has benefited everyone and is grea tl y
appreciated by all th ose who have witne ssed his co mpassio n for traffic sa fety . We'll probab ly never kn ow
how many li ves have bee n alt ered by hi s co mmitme nt 10 1raffic safety , he said, bu t we do know it is wort h
th e expense. lim e and energy. Ri ch.1rd Burt on is a NASCAR driver, a Co lorado State Patro l Po ster Chi ld . a
pro moter of th e Englewoo d Neig hbnrhond Watc h Speed Pledge Progr:11n and an ex tra ordin ary ci ti zen or

JO-d ay notice . So Cit y Co uncil is th e o nl y one really affected, or, on occasion, any other age ncy or

once a week, she said . and with Council meeting twice a mo nth it is not possib le to fit that IS•day

which keeps i:.s ucs in the forefront and I think that is the key thing . It would all ow us to ha ve the fir st
reading and then at the nex t sc heduled Council meeting we co uld hold the publi c heari ng , instead of
waiting an entire month . lt n,anages City business in a more timel y manner and . I might also add, it
shonens the development appli ca ti on process . As we di sc ussed last week . ACE was one of the grout's that
recentl y di sc ussed the fact that time is the most costl y elcmenl of development. So. she sa id , for those
reaso ns we recommend that Council approve thi s counci l bill . Arc there any questi ons?

School fo r 1heir band progra m. ll will be held lhis Wednesd ay, bc 1wcen 2:30 and 8:30. Jus1 slop down
there, she sa id, there arc a lot of fine things that have been donat ed by different busi ne sses in our
co mmunity and it really helps the band program.
