proc lamation be.fo re Counci l is a proc lam ati on recogniz in g the trem end ous efforts of the eleve n peop le th at
are li sted. Many, m:my other people have contributed 10 thi s projec1 in big. and maybe more moderate
wnys, but thi s ha s rea ll y been an exceptional tea m effort. ft ha s not been my experien ce, in fact, that
different departments get alo ng as we ll . It is very unusual. I think , for that to occu r in so me orga ni zatio ns.
I think it speaks to the co ll aborative nat ure of thi s "'rganization, he sa id . We ha ve done a lot of compari so n
over 1hc ter m of 1his project 10 oth er initiative s. ta lking about capital costs and diffe rent thin gs, but I think
the one mos t 1ellin g part of thi s proj ec t th at"s unique , is that most organi za ti ons takin g on such a big effo rt .
hire a hu ge num ber of back fill staff to all ow th ,: learn membe rs to do their utmos t on th e project so tha t the
re gul ar wo rk gel s done. We did not hire a si ngle ou tside per so n to co me in ... th ese fo lk s did their normal
wor k in additi on to under taking 1h : ... hu ge effort. I estimated, among th ese pcu plc. th al at least fi ve to six
th ousa nd hours of addi 1ional work went int o th is project beyond th e nor mal 40-ho ur work week . And, he
nmcd, that will continue, beca use, not onl y are we li ,·c ri ght now but as with norm al sys tem
imp lcmen1 ,1 ~ms. th ere is a lot of fine tun ing th at goes un . This is go ing to go on for qui te a while , so we
rea ll y apprecia te that Cou nci l is taki ng the lime to ack nowledge the incredible efforts of thi s very dedicated
group. Thank you. he sa id .

Cou ncil Member Nabholz said this woman has done so much during her years of se rving on Keep
Engl ewood Beautiful. As she put in her le u r ... from getting pl ants, fl owe r and vege table seeds, lo
adopting a bus slop in fr ont of her house. She was always there and she overca me some serious diffi culties
and obstacles in our Commun ity Room wilh her heari ng problems. We had to work on thi s, Ms . Nabhol z
said, bul I don 't think it ever was suitable . as she stated in her lencr. So I think it is somethin g we need IC'
take a look at for future members that poss ibl y ha ve hearing diffi culties . We need to make sure th at whe n
we put someo ne on a board or commission that we hav e a roo m where they can hear. She wa s an absol ute
asse t to th is Commission .

on Co uncil sel ls fe nce s? Thi s Ordinan ce is going 10 en co urage more privacy fencl!s. I ha ve been down
plenty of alleys doin g lin er surv eys fo r Kee p Englewood Beautiful. If yo u ha ve ev er been do wn an alley
where there are nothing bu1 so lid pri vacy fences, all the wa y down the all ey , it is actuall y quite startling .
Th is ordinan ce would en co urage that. Then I thought that ma ybe Council doesn't under stand the thinking
of people wh o ha ve 1hose ve hicles. Perso nally , I ha ve two vehicles that ... like my dogs ... the y have no
li cen se. The y ne ve r jump the fen ce, th ey don't bark al the neighbors, they ha ve neve r atta cked thr.
mailman, and they sit qui etly . One of them is a tru e cla ssic vehi cle. I bou gh1 it wh en I wa s 19 years old , I
drove it for quite a fe w years and eventua ll y i1 got to th e point where ii needed fairly expensive repairs. bul
by that time. I wa s married with ch il dre n. So with oth er pri orities, it go t p:trked. It is still parked as I am
pay in g for coll ege, but. hopefu ll y. in a co uple of year s when that is done, I will be able 10 afford to bring it
back out and start working on it again . I ha ve another ve hicle that I inheriled fr om my father when he
pa ssed awa y. I re all y didn 't ha ve a panicu lar use for it at the tim e. but I felt ob!igatcd bec.-au se he felt
stron gly about it. I tho ught that perh aps I should han g on to i1. As it turned out , it wa s an advanlage for rny
mother . We pu t it at her house. She pays fo r comprehen sive in suran ce. It cos ts her $30 .00 a year or
so methin g lik e that and it gives her a multi -c ar di sco unl. whi ch reduces her car in surance by over $2 00 .00 a
year. He poin ted out that $200 .00 to a perso n on a fi xed in co me is not small chan ge. Like I said , I think it
is en co uraging th e wrong 1hings. We loo ked at thi s duri ng my te nu re on Code Enforccmcnt. .. we loo ked at
thi s iss ue a number of time s and as you nOl ed . Code Cnfo rce ment still agrees that the curre nt ordinance is
perfectl y adequate. as~umin g it is en fo rced . And therein lie s part of th e pro bl em. The c urre nt ordinan ce is
not being enforced . r m not sure how a more strin ge nt one is go in g 10 so lve th e problem . r m not blami ng
Code Enforce me nt fo r thi s. I ha ve a neighbor who ha s three car s und er cover in hi s yard . I-l e ha s been 10
co urt and he sti ll ha s three ,:u s und er cove r in his yard. He ha s a cu upl c of truck s that ob viously aren'1
li censed and they are still sittin g th ere 100. So the ina bilit y to enfo rce the curre nt on e doesn't reall y bode

any ca r in the ne ighborhood . Wh at difference does it make wheth er it has a licen se on it? Wh y is the Ci ty

are. Maybe y0 u are . Or the in surance. Wh at is this issue with the li cen se and insurance? Why do yo u call

are regard ing dcfinil ion. The fi rst one i~ th e defini tion of carpon . We have had an established definition of
ca rport wi thin the Zo nin g Ordina nce and that defi niti on is "a sp:1t·c fo r housi ng or sm rn gc of motor ve hicles
;md enclosed, on not more than two sid es. by walls:· Under the propo se d Title 15 ame ndments th at
definition is "a stru cture wi1h a roof. but lack in g a side wa ll." Ju sl so there arc no ques ti ons of
in1e rprct.11 io n, she sai d, thi s propo sed definiti on m Tit le 15 , co uld sugge st that so me one co uld ha ve a

Counci l. Normall y I wo uldn 't speak in from of the Ci ty Coun cil, but . honestl y. I th ought th ere might be
some kind of repercussio ns with Code Enfo rce ment. I am a car co ll ector. I have very va lu able cars ... 1hcy
arc ve ry old ca rs. One of my vehicle s th at so ld fo r $6,000.00 brand new, is r.ow worth ove r $25,000 .00.
And th at is just one vehicle . I have ove r $100,000.00 worth of ve hicl es . They arc all li ce nsed and th ey arc
all parked aro und the house . I ha ve a few pictures I wo uld like 10 pa ss around , he sa id . The se arc pi ctures I

the Code Enforcement people to put a cove r on it. They arc a busine ss. he sa id . and I don'! understand why
a private lax.payer has to pay to put covers on their cars . bul a ro lli..:d ove r vehicl e, wi th flat tires, doesn't
ha ve to ha ve th at. And they haven't had 10 cover it for fi ve yea rs. The next se t of pictures is of another

reading. The meeting that was missed, was after first reading . So. they co uld ha ve made

fir st reading .

have all these regulations. You simply have the zoning and licensi ng regulations followin g down upon you
to regulate that.
