a) Kevin Me bust said I am one of the coac hes for the Fl ood Middle Sc hool Techno logy
Tea m. We an: just rig hl over the hill and we arc here 10 share so me exciting news. Most im po rtantl y, we
arc the 2003 S:ate Champio ns for th e Technology Club of 1hc Slate of Co lorado . He said I am proud to
have brought three me mbe rs here wi th me tonig ht . We wou ld like to tell yo u a little bit about the
Techn ology Club . I wo uld lik e 10 have th ese fine stude nts speak to yo u fo r a fe w minut es. We arc goi ng to
show yo u a short cl ip of so me of the wor k we have done and th en. I'm goi ng 10 ask you 10 participate ... I'm
goi ng to ex tend to yo:.i an in vi tati on lo partic ip ate in our endea vors. One of !h e thin gs th at we have been
afford ed the opportunity to do, as Slate champi ons. is to travel 10 the state of Flori da to compete in the
Nati onal co mpctir.i on in Orlando. Florida . Our Tec hnology Club w~s fo unded at our sc hool last year. Las t
year, we too k fourth pl ace with ten medals . Thi s year, our te am of fifteen students brought home thiny-
threc medal s. Each member medalled an.:I we were , in fo ci, the best team in the entire State of Colorad o.
Some of the things we do arc prob lem so lving events . This year the student s we re g!ven a bag of supplies
and asked to constru ct a dev ice out of rubber band s. straws and pape r clip s th at wi ll fling a poker chip
acro!is a roo m as far as you can. Th ey arc called''> do tas ks where they arc asked to de sign bridges out of
wood and these: bridge s are tested to see how strong they arc . They arc ca lled to do challenges n
computers where they so lve problems given to th em that day. So basical ly, the se students take what they
learn in our club and co mpete against other stu dents on a state level and a nnti onal level. But instead of
hearing this from me , as a coach. he sai d, wha 1 I woL;ld li ke to do is to allow some of ou r s1udc-.n1s to tell
yo u what they parti cipated in, what they le arned and why they arc lookin g forward to going to the Natirinal
co mpetition in Florida .
Levon Fuhr sa id I ha ve been here fo r two yr.a.rs. This will be my last year on the Flood Tec hnolon Team
and o ne of my events is doi ng what yo u all arc doi ng ... ha vi ng a chapter meeting . Well , our cha;.,lcr
meeting is kind of like this only we have a lot less members nnd we too k fir st wi th that. I wo ulo like to ~,y
that this whole experi ence has been grei!t for me and I have gone to three of these National Conkrcnces.

Nicholas Nabholz suid thi s experience fo r TSA, our Flood Tech Team, has bee n reul!y fu n. One of my
event s was manufacluring challcr1 ge, wt-ere yo u had 10 come up wi rh a new inventive and innovati ve !dea.
Mine wa s a back massa ger, a little hand hel d back massage r shaped in kind of a double L. It had four go lf
balls , and was named Back Nine . t think 1he reaso n why I go t gold is be cause it worked on everybody
prett y good as compared wi th the other thin gs Thi s experience ha s been really good fo r the pas l year that
J have bee n in TS'A . rm goin g to go through it in High Sc hoo l, he sa id, beca use it is a really good program

Lisa Fuhr sa id this is my fir st year in TSA . I was ki nti of nervous, b11t my brother e nlered it, so I 1hought , it
might be som ething I want to do when I grow up , so I decided 10 joi n. My events we re inve nti ons and
innova ti ons. I did OPS mapping, Globa l Pos iti oning Sate llile . a nd I i.ook si lver in th at. The n 1 just took a
subj ec t and I had to do a repo rt on it. Then I did leade rship cha ll enge . We Wl ; given a pro bl em and we
ha d 10 writ e 0 111 a plan. Our problem was th at our 1eachc r had a "no club zo ne ". so we had 10 try 10
pct:.ll!lde our principal to get back our club s. We too k secon d in that again . In Pin Des ign, we had to
design a pin fo r Co lorado and I took bronze in that . I think thi s e,'(!'(:ricnce is rea lly so meth ing th at
everyo ne shoul d partic ipate in , because technology wi ll he lp you through out yo ur whol;: life. Yo u ca n't

name . As a pe rso n who live s in Eng lewood and works in Englewood, I wou ld be the one who would pay

ea ch one of these . I find this to bt. something really hard on busine sses wilh part-time ~mp loyees, he sa id,

di sc uss ion at th at work ses sion. It seemed lik e i:veryo ne pretty much had their minds made up ·hat thi s wa s

one to do ... tha t wa s not reall y the reaso n I did it. There we re th ree different op1ions th at seemed viabl e and
we th oug h! two of them crea1ed problem s. One is a sa les tax on se rvices. whi ch ha s ne ve r been done in th e
St aie of Colora do. So we tho ught impl ement ati on. in my view, wo uld have been ve ry diffi c ult . The other
one was a propert y tax increase. With the sc hoo l sys tem in 1ro ubl e, and we all kn ow about so me of the
c u1backs th ey ha ve had 10 make. , .... y ma y be seeking their own pro perty tax increase. and I did not want 10
ste p on what I conside red the ir major fondin g mec han ism. So tha t is th e reaso n. he sai d. why I fell th is
wo uld be a be lier ro ute. as opposed to th e easiest.

in Febru ary th at th e house wo ul d be pai nt ed. I will tell yo u th at I was on friendl y te rm s wi Lh those ren ters
on th e so uth side of me and th ey told me. so me weeks after I moved in two years ago, that th e house woula
be painted, th at th ey would be gell in g a reduction in th ei r rent fo r kee ping up the house. These rent ers have
been th ere fo r 15 or 16 years. I cannot loca te their landlord . I ha ve go tten a hold of the tax assesso r's
offi ce and fo und th e name of the pro peny ow ners. but I cannot locate a phone num be r. I know I can se nd a
len er ccni fied a nd know th at th ey ha ve gouen the letter regard ing my co ncern s abo ut th eir propcny being
in disarray and their j unked veh ic les in th eir backyard . Wh ic h brings up one more th ing, she said , and I
have to menti on thi s. Th e pro peny owner and th e re nl ers there on the so uth side ... we ll they love th ei r tree .
There is a hu ge, hundred plu s, old co ttonwood tree in that bac kya rd . What th at tree has done, ov er th e
course or time , is de.,,e lop a large, nasty root system in my bac kyard , on my propen y. Now, fo r two years
in a row ... kn oc k on wood ... ,11 ay be I won't have 10 call a roto-roo ter, 10 co me and bail o ut the plumbin g in
my house becau se I'm afraid that roo t syste m ha s int erfe red wi th the se ptic sys tem in my ba ck yard . So,
what it did , ultimately , is it des troyed my ya rd after I moved in . I just reseeded, tilled it and all that ,
fortunat ely, the Sund ay before the snowstorm . So th e see d ha s taken and it is well ove r half a lawn of grass
and some weeds . But . I do n't know how long !hat will last befo re it destro ys the yard agai n. Hopefull y, I
won't have plumbing problem s fo r awhile yet. l wa nte d to menti on th at, she said . The third incident , in
three wee ks tim e. whic h I neg lected to menti on. was abo ut three wee ks aft er I fo und the glass in my
peb bl es. I had my ve hi cl e keyed very badl y. I ha ve a few th ousand dolla rs worth or dama ge. My dogs
were bark in g, a nd , in a matt er or minut es. I wen t and loo ked and I didn't see anyt hin g. I didn 't hea r any
cars pull away. I suspec ted my ne ighbo rs on the so uth si de, due 10 lhe non-fri endlines s I've expe rie nced
wi th th em since las t Aug ust Th at wa s an incid ent where she was insubordinate on my prop erty and I just
told her, th is conve rsation is fini shed, be ca use she call ed me an f n bi tch. I had ju st bee n in recov ery fr om
a motorcycle accident. I wa s just te ndin g 10 my yard , when she ca me out ran ting abo ut th e big cottonwood
tree in the back. Th e argume nt. befo re she att acked me ve rb all y. wa s abou t the tree Jn d I said . we ll . when I
have the money, rm takin g a cherr y picker or wh atever it ta kes and I'm c utt ing the branches off. on 1ha1
si de or th e tree, becau se I'm sick of th e me ss and th e damage 10 my prope rl y. and 1he cl ea n up. I j ust
wa n1 cd to me n1i on, that I had to fi ll . j us1 ye sterd ay. a huge lawn a nd le af bag fu ll of cott on and th e
see dl ings th at come off thal co 11onw ood tree. And tha 1 1s j ust one bag . There wa s a half a bag the week
before. I do n't know what el se 10 say. she sai d. bu t I needed to ge t up here and vent. Th e garb age is a re al
conce rn . I kn ow th at one of the th in gs th at happens, ove r ti me, is th at the neig hbors don'! ge t ca ll ed on fo r
nol taking respo nsib ilil )' for th eir pro pert ie s. Th ey turn aro und and ke ep on taking ad vant age o f bein g
neg li ge nt. I don't kn ow how el se lo pu t i1. And th en, th ey get ab usive 10ward oth er people and their

City Anomey Brotzma n sa id no. ac tually Sen :ue Bill 24 and Sena te Bill 25 were passed by the Legis lature
and signed into law by lh c Governor. Sena te Bill 24 is the concealed weapo ns bill, which means now yo u
ca n go get yo ur concealed weapon permit from the State , ac tuall y Arapahoe Cou nt y if you are a reside nt of
Englewood. The City is prohibited fr om enacti ng laws re stricting concea led weapons. Senate Bill 25 i~
more gene ral in nature on prohibiti on. Basically, lhe Legislature is sayi ng that ci ti es may not enac t law s
restrictin g any thing th at the State has taken purview to, wit h regard to g11n s, except , an d th1:y have an
exception, is for open carry . So, in Englewood in th e pa st, before the two se nate bills, yo u co uld carry your
weapon openly ... mea ning out.
Co uncil Member Yurchick said Colorado is an open carry state.
Attorney Brotzman said is a11 ope n carry state, unl ess it is prohibited in certain areas. For insta nce , in the
past the parks rules prohibited hand guns . So yo u co uldn ·1 have a hand gun in the parks. Well, they
act ually go t rid of the park language in Sena te Bill 25, except they said yo u co uld reenact an ordi nance
prohibiting in speci fi c places and, he said , many of the areas on the li st are parks .
Co unc il Mem be r Yurchick said but this doesn't prevent carryi ng a con cea led weapon. Attorney Brotzman
replied that no. yo u may have a concealed weapon in the parks. Mr. Yurchi ck sa id so once they draw it, it
is an open weapon. City Attorney Brotzman sai d yes, once it is no longe r on your person , it would be open
carry. Mr. Yurchick said they can carry it, but they can 't pull it. Att orney Brotzman sai d yes.

(ii) Direct or Gryglewicz presented a recommendation from the Depanmcnt of
Fi nance and Admi ni strative Services to adopt a resolution approving the transfer of funds from the
ScrviCcnlcr Fund to the General Fund. He said this is a resolution transferring $775,000.00 from the
ServiCcntcr Fund retained earnings to the General Fund, to help the General Fund keep its fund balance up
during th is economic downturn, by increasing its undcsignatcd/unrescrved fund balance. I should mention,
he said, lhal lhe cash balance in lhe ServiCenter Fund, at lhe end of last year, was $1,654,836.00, which
came from c harges to lhc General Fund, and other funds, for services rendered. So lhcy had buih up that
fund balance over a period of lime. During U', downturn in the economy, he said, we arc just requesting a
transfer back to lhc General Fund .
Mayor Bradshaw said this is a one•li me transfer. Director Gryglc wicz sai d yes.
Mayor Bradshaw ask ed if there were any questions.
Council Member Yurc hick sa id he had one. So they arc billing the City and making a profit?
Director Gryglewicz said no , they arc not really making a profit What they did was they built up some of
those funds. fo r some of their ca pital and other re placement needs, and right now. the re is not a use for it
and the General Fund needs are more imminent, so they are tram:ferring so me ba ck.

ob ligati ons to Hi ghland s Ran ch, duri ng a period or drought. and it has worked during thi s period. Now it
3ppears that so me of th e press ure is off, but we will be dri llin g one more well in tha t area for the same
purpose ... this being, always ha vi ng available water. It is very imponant to us . because then it firms up
olhc r wate rs that we lease to Highhmds Ran ch, and provides us with a much higher price . The well wa s
built a number of years ago ... probab ly abou t 15 yea rs 11go, and pumpi ng co nd iti ons have changed since
then , and through use. we arc finding it is drawing more current , than it was originally designed for and we
need to rehabilitate ii. We went out to look for bidders, he said, and it is a difficult thing to find now,
because it is very hard to find so meone in th e pump busine ss 10 work fo r you . We were ab le 10 ge t a bid
from Mclemore Pump. which would have bee n one of our fir st cho ices anyway . They submitted a bid and
we reviewed ii, then had Phil Manin of Manin and Wood go over ii with us and we negotiated wi th them
and rem oved some of 1he things 1ha1 were in th e proposa l that we didn'1 think were necessa ril y appropriate .
We got th em down to a price of $63.8 85.00 . There may be so me change orders , ir so me of 1he conditions
that they were trying 10 an1i c ipate occ ur , but we think those will be fairly minor . So. he said, we would
recommend going ahead on th e basis of thi s ne go 1i ated fee .

and out of lhe depot again. I must say Scrgeani Sanchez was ve ry helpful. He immediately spo ke to
Dircclor Long and Director Long senl E-mail s back and forth. My E-mail is down once again , she said, but
they are ta king care of it. They arc going to be boarding ii up, but as I was coming tonight , they were
crawling out of the depot again. I think it is time for us to get with the community, whether be it at Bish op
or wherever, to let them know that the sub station will be moving . There is a lot of activity in that
neighborhood right now, good, bad or indifferent.
3. She said I would like to say to Ms . Archr.r that I'm sure Slaff will take under recommendation your
