Regular Agenda (a) Approval of Ordinances o n First Reading (i) Seni or Planner Langon presen ted a recomm endation fr om the Community Development Department to adopt a bill for an ordinance ex tending the Temporary Morat orium on New Residential Construction, but removing the subdivi sio n prohibiti on to allow the subdivisi on of land in the area of the moratorium. She said thi s is to extend the morat orium , for new multi-unit residenti al co nstruction in the non.hwest Englewood area, which currently expires on November 24. 2003. Thi s ordinance would exte nd the moratori um for an additional three mon1h s ... until February 27, 2004. Secondly, this would remove the prohibition on the morat orium area on land subdi visio n. As yo u will recall , she said, the moratorium resulted from citizen concerns regarding quality of residential units being constructed in that nonhwest Englewood area . The exten sio n is necessary to maintain the 1emporary suspen sio n of permits in the area, until the enactment of th e Unifi ed De vel opment Code . The Unified Development Code, or UDC. ado ption process will be beginning nex t month with Public Hearings before the Planning and :ZOning Co mmi ss ion and we anticipate that the UOC will be effective in Jan uary of 2004. This cxlcn sio n en sures that the Phase One UDC will be adopted :md effective before the morat orium expires. The seco nd ponion of the reque st thi s evening is to remove or delete th e prohibition on land subdivi sion . That request has been made by propcny owners in the area and this would allow th em to subdi vide propcny . She staled we have had about a half dozen requests for subdivision of propcny. The prohibiti on. as it stands, hinders devel opment op ti ons for single-family devd opment , because the moratorium docs not apply to pcnn its for single units ... or for remodels or for accessory structwes . Removing 1hc prohibition of land subdivision would allow single unit co nstruction , but it would not affect the multi-unit develop ment, as that would still remain under 1he monuorium . These fund s wi ll be used 10 match loca l doll ars for marketing and admini strative activities associa lcd wi th the Arapahoe Cou nt y Enterprise Zo ne . Thi s is a very standard doc um ent . he said, tha1 has been acce pted over the pas t se veral yea rs. The Enterpri se Zo ne is a very critical part of Eng lewood's economi c devel opment ini1 ia 1ives. It is a ve ry cri ti ca l compo nent fo r th e rel ention and expansi on of loc al jobs. Last yea r, we processed 135 tax contribut ions th roug h !h e Enterpri se Zo ne , so ii is having an impact. He said thi s is an inlcr -loc al agrceml~nt with the Ci ty of Cherry Hills Village fo r their city 's 1T Department to undertake an ana lysis and presentati on of rec omm e nd ations to upgrade th ei r computer network . After word gOl out , about so me of the succes ses we have had here in terms of network infrastructure projects, we were approached by Cherry Hills Village . and as ked to provide advice and recommendations to them to upgrade their co mput er network at the Cherry Hills Village City Hall. Currently, they have about 18 stand-a lone computers th at arc not networked and do not have in1erne1 access . Afte r reviewing vendor proposals , the y approached us. After detailed discussions, they have requested our services in that regard . The Cherry Hills Village City Council did approve this IGA at their last Council meeting in July. This calls for the City to be compen sated in an amount slightly above $1 ,200.00. The-re are approximately 20 hours of staff time involved. The methodology for the costs was very simi lar to the one used by the Public Works Dcpanmcnt for the services they provide Cherry Hills Village . I would be happy to answer any questions, he said . Mayor Bradshaw asked if there were any questions. Council Member Yurchick sai d this was ca lculated the same way we calc ulate for services provided by Public Works to Cherry Hills Village . I 11:ought we took the profit factor out of the Public Works calcu lati on . I don 't have a problem with t} c profit fac1or being incl uded, he sai d. Mr. Ingle said, basically , what I did in tr.nns of methodology is I took the hourly rate of the employee , added 37 .7 % for the benefits, another Ill% for overhead and then 20% for the profit margin , and that is the number that came out. In addition, he said . the Cily of Cherry Hills has agreed to allow th e City of Engl:wood two months to comp lete the 20 hour s, given th e staff com mitments we have to our own orga nization . That has been down for quite a while . Director Ross sai d we ha-.•e a maintenance contract with Xcel Energy. They will be respons ibl e for making th at repair and it has bee n reponed . Yu rchi ck and I cut S25,000 out of Co uncil's bud get, she sa id , plu s there was another $25 ,000 from Dav id Taylor . Ma yor Bradshaw asked what the pe rce n1agc wo uld be. Ms. Wolosy n said it is ove r LO %. Ma yo r Bradshaw said good job , Ms, Wolosy n said I think we realized how hard staff had it. What a hard job staff hod doing it , only on a bigger sca le. Mayor Brad shaw sa id th an k yo u bo th . (iii) Council Member Nabh olz: 1. She said I was :iot pleased with the remark I got back fr om Code Enforccmert regarding the Sectio n 8 duplexe s on 3068 ... on up to 3080 South Delaware . It just said th ey we r,~ m co mpli ance and il was nol a problem . Personally , Sund ay nighl , I talked wilh one of the boys thal lives in lhal o ne duple x next to the house. There arc nine of lhem living in there . I as ked him if they were hi s brothers or sisters and he sa id no , co usins and hi s auntie , The lady next doo r in that duplex has given her 30 days noti ce, because she can no longer put up with it. And GS yo u stated Mayo r, lhere is one dumpster for four large duple xes . Another problem with Section 8 Housing ... and we have had this problem before with this property at 2QIO an d 2912 South Bannoc k, is lhat a constit uent called South Metro Drug Task Force , approx imatel y two months ago. My understanding is that they wenl in, an arrest was made and a stol en car removed from th e property. One cons tituent say s there ore 25 people living there . The man that ca me 10 my door tonig ht , before I came 10 Co uncil , said there are 30 people li ving th ere. He and hi s wife are retired and he knows how many people come and go, and says it is non-stop , around th e cl cck . So. I have decided that my only alternative, si nce I have been told th ings arc fine and in comp liance . is to clear it with Co uncil so I can attend the Englewood Housing Authority Board meeting Wedne sday ni ""ht and try 10 appeal 10 these people . We ha ve so me real probl ems here, she sa id . and we ne ed to do some house cleaning. Ma yor Bradsh aw sai d I apprec iate your input on lha1 .
