With th e advent of off leash privileges, there are just 100 many people and too many dogs. 4. Off leash dog own ers, usin g th e park, have Liken an "owne rship" approac h to th e park ... the parks arc their parks , providing extra eyes fo r any nb•ise of tht pa rks. 5. Schoo l enro llm ent is down and I . been on a steady decline. Tl1 e 1980's enrollment was 4500 aud today it is 2800, wi th the Open Doo r P · .y kids arc co min g fro m out side the di strict. There is no netd to r-:serve arcJ parks for childre n who are . longer lhcre . 6. During thi) ye ar and a half. not one incident of a dog biting u child . mauling a chil d ,, atlacking an adult or child has t ee n reported in Englewood. Fo r the past two summers. bu ses of ch il dren •vere brou ght in dai ly. using the p,;, \: as a summer day camp . Kot one report was made 1hat there wa s :i poblcm concerni ng chi ldren and , 1ogs. 7. Parks arc meant 10 be used. no t just k,oked at. 8. Eng lewood has led the wa y. and is bei ng show n as an exa mp le, by the ir deci sion to all ow off leas h park s with in the Ci ty. Denying use or Bates Logan us an off leas h park. would be raking a sttp backwa rd. Ci ty Council has given approva l or the off leash dog pr iv ile ges every six month s fo r the oast year and a half. 9. The Ba1c s Logan Park was donated to the City of Englewood 40 plu s years ago . Once a gift is give n, th e donor relinq uis hes co nt rol of the gift. One of the reasons we boug ht o ur residence. is because we are onl y one bloc k away fr om 1he pa ri . I am sad to say th a1 I j ust recentl y had a neigh bo r move away from Englewood, beca use of the new off leash law. Si nce the summer of 2001 th e Loga n Ba tes commu nit y has voiced th ei r op pos i1i on 10 havin g 1heir neigh bor hood park 1aken awmy fr om them . Two mo nth !l ago. th e Logan Ba les co mmun ity ca me to yo u wi th petition s. making it very clear th at thi s park was not sui1ed for an off leash dog park. Loga n Bates is an es1abli shcd play area, picnic are a, sport field s and family park . I am here aga in . I have more petitio ns and I hnve more letl crs th:u I wo uld like 10 submit . Fo r six sea sons now , our park has been 1aken away fr om us. Families no longer go to the par ks. They are tired of being so lic it ed by dogs that are not wanted, children are afra id to play any spo rts du e to the hi gh co nt ent of fece s, and I can onl y ima gi ne th at Code and Law Enforcement mus1 be getti ng 1ired of havi ng to consta ntl y re-enforce th e posted rules . They are pos ted ru les and fo r six seaso ns th e rule s are not being followed . Th e dogs are still un leashed o r. th e playground , the pi cnic shelters and the ball fields . Th e amount of feces prese nt is ev id ence that it is not being pic ked up. And . when you sec owners ha vi ng to call their dogs back five , six an d seven time s before th ey finally return , that is not voice com mand . Acco rdin g to the Tri -Co unt y Health Departme nt . there are fo ur mai n illn esses that occ ur from the amount of feces th at is prese nt al th is park . The key to nil the se illn esses, is th at it docs not matter th at the feces is wet. dry or six month s old. These illne sses arc nil preventable. I wou ld like 10 submit thi s informati on I rece ived from 1he Tri -Co unt y Hea lth Department. In closing, I would lik e to know why thi s Ci ty Co uncil has not respo nded to thi s com muuit y th at has voiced opposi ti on fo r more than a year. We would like 10 know what it is go in g to take. Is it going to take children getting bitten , on a more frequent basis'! Is it going to lake a law suit, or wi ll you finall y just lis ten to yo ur hearts and give thi s community th eir park back? My son would lik e to say jus1 two th ings . We speci fi ca ll y chose th at neighbo rh ood. We had our realtor pull up Eng lewood homes 1:1at \\ere adjacent. in very cl ose proximity to parks . I home educa1c my so ns; so being adjace nt to a park wa ~ a ,cry high prio rit y fo r me, so th at th ey co uld e nj oy pla yi ng with th eir neighbor hood friends. We do have a police report on file and I wi ll brin g it 10 the nex1 mce1ing . Abo ut three or four months ago. Mark was bitt en by a dog. He was ro llcrblading through th e park and the dog chased him . There we re severa l wit nesse s in the neighborh ood th at affirmed that Mark did nothing that provo ked th e dog. So we had a po li ce rcporl mad e at tha t time and I will get th at lo you. I-l e wa s al so, just two day s ago , cha rged down. So, when sprin gtime ca me thi s year. my boys came home a nd reported to me th a1 there wa s a 101 of poop in th e park . I had some co nversa tio ns wi lh neighbo rs abo ut th at. Then a few days later, I asked Mi chae l and Mark to just do me a favor and go over th ere and co unt th e poo ps. Wh en they l·amc back, th ey had made a tally, 1hey had cntmtcd 43 an d said "Mom. we ha ve n't even pu . ;. dent in the park ." There were ,n pi les a,1d that was probab ly May . I th ink th at park s belong IO all th e cit ize ns of the co mmu nity and Bate s Loga n is a par k that is rea ll y hea vily used by all kind s of pe ople . We have th e Eng lewood Soccer League th at uses it and lh ey make a joy ful noise on Sarurday . when th ey arc there. We ha ve lots of you ng men th at use the ba ske 1ball co urt, whic h is a wonde rful outle t. We have lms of children 1t,1Jt cnJoy th e play area an d famili es tha1 enJ oy the pa rk. Th e cove red pic ni c area is used by familie s week after week . The park is used by familie s, but yes. I wi ll make su re that you get that My neighbors and I feel thi s way ... and I know we ha ve one or 1wo neighbors that don 't ... but I wo uld sa y 1hat out of ma ybe 30 co nversa 1io ns that I have had with a varic 1y of ne ig hbors in th e !:bt six mont h period. I ha ve onl y co me ncross two tha t don'1 agree, and I've co me across maybe 30 families thal wo uld lik e to see dogs bac k on lea sh. There arc two familie s that arc in support uf dogs bei ng off lea sh. With dogs on leas h, ev eryo ne ge ts to enj oy th e park s s:1fdy . I understand th ere ha~ bee n some convcrsa1i on about tearing ou t 1hc re st of the park and makin g th at a tota l dog park. I think it wou ld be a trave sty. I know that. for myse lf, I purcha sed my home 10 li ve adjacent 10 the park and I anticipate the day, hopefully, when my grandchildren will pla y there as wel l. I do feel. in a na lio n where we ha ve governmen t that is repre sented by the people and fo r the pe ople, that we can ·1 allow the spec ial in terest of one gro up of peop le, 10 usurp the be nefits fo r C\'erybody . It is really the way it should be, is the greatest good fo r the greatesl number. I wo uld say also, th at I disa gree with the lady who ~ays that Englewood is an aging popu lat ion. There arc lots of yo ung fa mili es mov ing into Englewood , I moved here, the Halick 's m"J ved here. There arc lots of yo ung families that li ve adjace nt to th e pa.rk . We are buying up th ese houses now where peop le have retired and gone to nu rsing homes. We love th is commu nit y and Englewood is a grea t pl ace to live. It is an optimal place 10 li ve . I couldn't agree wi th more. In all due re spec t to Jane Co lem an, l 1hink there is on ly one th ing I cou ld agree wi th her on, and that is th at there aren't chi ldren in the park anym ore. She had made menti on of that . It is clearly obv ious to mos t of us who live in the neighborh ood that the reason fo r that is, because th e dogs ha ve taken it over. [ think th at there is so me so rt of mi sconception amo ng those of us who oppose the dogs off leash in our park, as opposed to the peop le who wan t ii, th at we arcn·1 tr yi ng to run !he dogs out of 1hc park . we aren't trying 10 run th e people out of the pa.rk. be it the l.!ldc rl y or who mever are th e dog love rs. We wa nt 10 make a compro mise, much lik e she had eluded to. Unfortu natel y, for both parties , th ere has n't been any compromise made to anybody's sa ti sfaction. To me , to my wa y of thin ki ng. it is a no•b raincr . I don't understand why it was decided 10 put an off lea sh pilot program in a park 1hat ha s basketball co urt s, socce r field s and a very lar ge playground. when everybody knows, tha1 in Englewood we ha ve a number of great fa cilili cs, or great parks, that aren't so geared towa rd children pe r sc. But. 1hat deci sion was made so I think it is time to co rrect it Fvc n if this progra m is worki ng in ot her park s in Englewood, we have broug ht pcti1i ons to you on 1wo occasions now of people that li ve in th is neigh bo rh ood, who vo ted fo r yo u. say in g we wa nt our park back . ~:o u drop by th ere any given day, and you wi ll sec dog ow ners and dog ow ners only . Do uglas Count y was very interested in heari ng wh a1 I had 10 say in regards to our free run , off-leas h park . He didn't think that was very wi se ... howeve r, lh ey a.re goin g to do two . When I asked if they are go in g to be fen ced. he sa id yes. When I as ked him why. again a common ground wa s sa fel y, for all who use th e parks . I'm no1 say ing ... don't gi ve our dogs a pl ace 10 run , I'm sayi ng kcev our communit y sa fe. Kee p our chil dre n sa fe . I th ink thi s would be a fine co mpromi se. Jaso n Park has a wonder ful spa ce just south of the park ... thc far so uth porti on of th e park . It is very long and it is ve ry broad, from ap prox imately the bathroom fa cilities and the so uth side of the baskc1ball facilitie s. Ir it was to be fen ced fr om there down, and over to the strecL from the street le vel down and bac k, over 10 where 1ha1 dogg ie da y care center is ... that wo uld be a fine area to fence . Northwes t Grec nbel t. .. it has no play fa cilitie s. I unde rsta nd that it is, poss ibly , a co mpromising area or in a co mpromi sing area . However , these dog owners have made it a point that they feel sa fe . that they cleaned up one park. Th ey did not. I've li ved there fo r 18 years. I call ed the En gle wood Police Department when there were infrac tio ns goi ng on. I called when there were two gangs read y to fa ce off. I called when there was a shooting , app rox imately three weeks ago in our streets . I do th e calling. We cleaned it up . And as far as gang activity not happening ... therc is plent y. We arc still be ing ta gged in the City ofEngkwood. And , I don't feel as though they have the ri ght to say t~ey clea ned it up . I've li ved there for 18 y~ars and I have called many times in 18 years. We helped clean .1at park up . I li ve near the park and I know many, many peo ple who li ve near the park. Part of the reason I know so many peo pl e in my neighborhood , is through th is par k. I brin g my dog . I tal k wi th my neighbo rs and I keep up 10 date with whal is goin g on in 1he park and in 1he neig hbo rhood . It is a mee ting gn.1 und : it is a place fo r us to get together as a co mmunit y. I feel ve ry luc ky in know ing many. man y, many, of my nei ghbors who use th e park with me . I do see children usi ng the park . I see fam ilie s using it Today , 1 saw three famil ies wi1h bab ies going 10 1he park in the neighborhood. I knew th ese co up le s be fo re the y had chil dren, now th ey have children and the y are brin ging !hem to th e pa rk as \\Cl\. So I just wa nt 1hat story to be told. as well.
