l'1t1 l cns of En glewood arc of lowe r sta ture th an the Cou nci l members. but, tha t is not true . You know. yo u
work fo r me . And guess wha t. th b is yo ur performance review. And , I don't think yo u are goi ng to ge t a
raise thi s yea r. Well . maybe, Counci l Member Garre n and Graz uli s. But , se ri ous \y ... back in Sep tember, I

lat er mee tin g of the Parks and Recrea ti on Co mmittee , pcrhap!i in Oc tc ber or November, and they wo uld
detcnnine if any ac ti on was needed . But , I ha ve ne ver he ard anything sin ce then . But , again . appare ntl y
ac ti on was taken . Also at that time. we pre sented alt ernatives fo r fenc ing . fund raisi ng, li ce nsi ng and oth er

n1JI wo rkin g at that panicu lar park . I would lik e to fi nd so methin g in the vicini ty of Bates Loga n that

this iss ue has caused bitterness and fru strati on wi thin the neighborhood and has nega tive ly affected the
co mmuni ty surrounding the pa rk. There arc hard fe elin gs on both side s. The daily off-lea sh dog ow ners in
Englewood ._,.ea la rge co mmunit y. If the prob lem is not resolved a1 Bates Loga n, the prob lem wi ll on ly
move 10 another loca ti on. I have been go in g to Jason Park and the off-leas h users have increased from I
person the wee k you cl osed Bate s to 15 people ( 15 -20 dogs} tonight 11/3/03 at 5:3 0 p.m. We arc no! goi ng
to go away . 2. Co mpro mi se. com prom ise. co mpromi se. You have al ien:ucd 75% of the dai ly users of

protes t when th e park fi rs! went to a no-lea sh park, but , at tha t time my grnnd so n was not ab le to walk in
th e par k wi th me. Wh en he was. I c:ould not lei him anyw here on the grass. not just beca use of th e dog
fe ces all ov er ever ythi ng but. because of th e chan ce that a dog would be in th e purk. whi ch he 1111 glu run
toward. dra ctin g the dog toward him . It is a bi g safety iss ue . It 's not just for the kids ... 1t's for ot her do gs .
I ha ve tal ked to my vet and he said he was not for it, bec ause of the injurie s fr om dogfights he has had to
t.rea t. I ha ve seen the dogfight s and I hi!\'e seen the size o f the dogs. and the numbers of lhe dogs and I
rea ll y qucstion ... if the landl ord s have the right to restrict th e. number of dogs in Eng lewood. m:1ybe they
should re strict the size or something, or maybe people 's judgment is a linle bit skewed . Englewood doesn't
ha ve ve ry big yard s for th e most part . Our dog has a big yard, and he is a big dog . He has neve r been in
the park . If peopl e wa nt to run to 1he park r :id exercise. that is great. Run wi th your dog and ha ve it tightl y
leashed and unde r 1.'.0ntrol. bu1 make sure it ; · Dogs are attracted to children, they are attracted to little
vehicles ... lik e st~ollers. the dog is right at mouth height for the poor child . A lot of peop le, I think . are
unaw are of thi s. I have seen peo ple with stroller s and with th ei r dogs. It is not rea ll y a smart trick .
Another problem I have noti ced, wit h the park being a no lea sh park. is th e fli es . We had flie s thi s yea r in
my yard, eve n at night. it was very odd and I think that was th e reaso n. I ca n't th ink of an y other reason.
We didn't ha ve many mosq uitoe s ... it was odd . Strays head for the park too. It is a fa miliar place and ii
probably smells very welcoming 10 them, but 1here are dogs th ere and th ere is no o ne in charge of them . I
think that is a fa :t that ma ybe a lot of people don't know . As far as denying use of our par ks to the Den ve r
visi tors. we ce rta inl y are n't, We do use Denver parks. but our dogs don't run free in th em. There was a
poi nt , I think , whe re th ey did at \Vashington Park . They changed it. I would like to thank th e Cou nci l for
beinz so approac hable on the subject and eve n th ough th e deci sion has been mad e. I hope it is so methi ng
that wi ll stay that way . I know there are alwa ys ways of compromi sing and doing things differently . There
are 1wo lovely gras sy pla<'es. if the dogs need that . near Bates Loga n Park , one on Amherst and Was hing1on
and one ove r on Eme rso n. Maybe th ose peop le would enj oy havin g th e dogs there . I don't kn ow, but I
don't think the chil dren need to give up their parks in Eng lewood. for dogs . There was applau se.

dogs a rc so mehow antithetical. is just a lilll e unu sual to me. Public safe ty is import :mt to me . I am a doc tor
ove r at Swedi sh. It is of crucial note ... I don't lik e the id ea of children ha\•in g dog poo p on their soc ce r
fie lds and I think that need s 10 be ri go ro usly comro lled, not j ust by we ll meanin£ people . And there are
way s to do th is. I 1hink it is ea sy 10 do. But pub lic safet y is a co mpl ex iss ue. ii would be safer tu have a
stop li ght at eve ry co rner in Englewood or a stop sign. I don't think th :tt 1s an arg uabl e pos iti on. But we
don't do 11 . and we do n·1 do it because th ere is a trad eo ff betwcen abso lut i.: publi c safel y. of sorts. and the

suppo rt th e co ncept. We have add re ss ed all th e iss ues and reco mm end ed the fo ll ow ing compro mi ses 10
make 1hi s a success ful ve nt ure 1hat ca n be er joyed by every member of the co mmun ity. Park sit es : B:11es
