I am here bec au se I wa nted to cl ar ify wh al 1hc Food Bank of 1he Roc ki es is a nd what we are ap plyi ng for. in term s of th e Aid fo r Agencie s in Englewood . One of 1hc thin gs I th ink is confu sin g, and I know it was fo r me when I j oi ned 1he Food Bank . is ~hat many time s people think of food bank s. as th e pl ace where peopl e go 10 pic k up food wh en th ey arc in need. Food Bank of the Roc kies is not !hat. We are a hu ge organ izr."ion. whi ch is reall y a ve ry large wareh ouse wh ere agen cies co me 10 us. Age ncies such as oth er food bank s. 'ood pantrie s ... yo u know there are all differ e nt n.-mes for the types of agencie s. Herc in Englewood. yo u I.ave 15 agencie s that are m,.inbcrs of th e Food Ba nk of th e Roc kie s. And , wha t I am as kin g for is that yo u iri vest in thos e agencies an ci h•~lp us. We have done great wo rk with lh ese agencies, but it is no1 eno••gt . ~u. for instance, out of the l5 agen ci es. 122,713 po unds of food were deli ve red to yo ur Englewood agenci es. But even wit h 1ha1 . they have come up shon . They don't have enough 10 handle the poor in yo ur co mmunit y. Maybe over the years 1here ha s been a mi sund erstanding in te rms of th e scm ant ic!ii . the words chosen , but we call it a credit line . And what we do is we establ is h. throu gh the mone y th at yo u grant. a credit line fo r each particul ar Englewood agency. so that they can come to us and get the food they need fo r their food bank, food pantr y. teen mother program , halfway hou se or wh ate ver type of agency that tht:y arc . for helping the needy within your co mmunity . So, for example . if you award us the $3,000.00 that we have asked for, and we di sburse that money among st those 15 agencie s, lets say one particular agen cy gets $200.00. That equates at the Food Bank to well over ICXX) pound s of food . Not so mething th at you and I can get at a groc ery store . We have the power to gi ve them food at a very, ver y ine xpen sive pri ce. There is a price for some of it . as much as 18 cents a pou:id , but a lot of it is al so free . The average works o ut to about 8 cents a pound for food for these agencies . So thi s is so mething we look at as very , very important and hope that you will co nsider helping us out. Because we do ... we get to so many people . The Food Bank of the Rockies serves 750 agencies in northern Colorado and all of Wyoming . We want this money , whi ch wou ld solely be for your agencies in Englewood . Not one dime of it wo uld leave the Eng\ewoc,d area . So, I ask yo u to really loo k at 1his. I know that next mo nth yo u will be reviewing the Aid to Agencies grant s and we really would like yo ur considcraLion in thi s matter . We feel that maybe, over the years . there has been a mi sunder sumdi ng about exactly wha t we are trying to do and what we are goin g to use the money fo r. So, she said. I hope that it is clear to you. I al so have brought wi th me a CD that has an I I-minute little ex planati on abo ut the Food Bank , whi ch I would love to give to 1he Cit y Clerk and yo u're welc ome 10 view it. You can vie w it on a co mpuler . Do yo u ha ve an y questi ons at all ? Council Member Brad shaw sai d doe s Int er-Faith Task Force get food fr om yo u? Ms. Rough replied yes. Many agencie s th at I am sure yo u have heard of. like the Den ver Resc ue Mi ss ion ... thc big one s, the y gel food from us, as well as small one s. One of them that I menti oned in the paper work to yo u, that yo u have here in Englewood , is call ed Age of Good News . And the Age of Good News Center is serving only a third of the peopl e who want help fr om him . He does n't have the mone y 10 ser ve the balan ce of 1he people. He is 1urning people away . So thi s money wo uld go to an agency li ke hi s in yo ur communit y and make sure that he i~ ex tending that rea ch a littl e '1it furth er. Our great co ncern at 1he Food Bank . thi s year. is the fa ct tha t hc.11 mg costs. as we all kn o w. arc sup posed 10 skyroc ket. One of 1he pro blems with pe ople who are ... wha l we consid er at ri sk. who are necdy ... wh en the y ge t the ir bill s, a bill is so methin g that co me s to yo u. yo u loo k a nd see an ex act amount and 1hat 1s what yo u arc goi ng to tr y 10 pa y. Yo ur food bill is so rt of what eve r yo u can fit in . The se peop le \\ ill omit th at or sacr ifi ce that to pay th at bill th at has been mailed to them with a prinl cd amount. Those streets would be West Dill Road and West Mountain Road. This has di sco uraged motorists from usi ng West Dill Roa d and West Mou nLain Road and has encouraged them to use West Tufts Avenue. Within the las t year, Denver has installed a thrce•way sto p sign at the inter sec tion of th e 3600 bl oc k of Wes t Radcliff Avenue and Sou1h Lowe ll Boul evard. The installation of a fou r-way slop would improve the neighborhood and make it safe r. A four •way stop sign is the most economic so luti on from both a fin ancia l sta ndpoint and in consideratio n of City staff time . The speed limit on Lowe ll Boulevard is 25 miles per hour a nd the speed limit on We st Tuft s Avenue is 30 mil es per hour , making it more desirable for motorists to use Wc-s1 Tufts Avenue nr.d avoid using Lowell Boulevard . The re sult :; of my sur vey and leners show 77 residents arc in favor of the in stallati on of a four -way stop and 3 res iden ts are opposed. Again, the reasons why a stop sign is need ed are : West Tufts Avenue is one of two th rough streets between So ulh Lowe ll Bou le vard and South Fede ral Boulevard . The other street is We!l t Bell eview . Tufts is the onl y th ro ugh stree t in the Ci ty of Englewood. The strcl!t dire ctl y so uth , Wt st Pi mli co Aven ue. is loc ated in th e Cit y of Denver. Thi s ha s di sco ura ged motorist s from usi ng Sou1h Lowe ll and enco ur aged 1hem 10 use West Tuft s Avenue . Regular Agenda (a) Approval of Ordina nces on First Reading (i) Director Fonda presented a recomme nd ati on from the Water and Sewer Board to adopt a bill fer :m ordinance approving the 2003 City Ditch/High Linc Cana l Agreement for deli very of raw water. He sai d thts is for approval of a modific3l ion to the City Ditch/High Line agreement that we entered int o with the Denver Water Board in 1995. This is a res ult of the foci that Denver is not diverting water to Harvard Gulch for use north of Harvard Gulch . This agreement requires Denver to pay $257,000.00 for a re-circulatio n system 1ha1 will keep the wa1er. in !he area of B:ttes Logan Park, re-c irc ulating. Even though we ca n ge l low n o ws 1hro ugh it now, this would allow for rc -circul:1tion and it will be installed by o ur City crews. The recommendatio n to City Cou nci l is to approve the agree ment with Den ver. Denver, after it passed our Wa1er and Sewer Board, has a lre ady approved it. Mayor Garrett asked if1here were any questio ns for Director Fonda. Council Member Yurc hi ck said what is the ralio o f the $257,000.007 It say:, ba sed o n a ra ti o. What is the estimate of what is it is going to cost Englewood'! Director Fonda said whii.:h paragraph are yo u looking at? Mr. Yurchick said rm looking at the Financial Im pacts . Where it says Englewood's share of these costs were based o n ,~e rati o of the vo lume of wa1cr di ve rted for Englewood at th e High Line diversion dam. Director Fo nd a said thal is separate from the ditch . Denve r. if ii diverts some of the water that used lJ go • north of Harvard Gulch, they may want to deli ver ii 1010 Littleto n. so they would pay on a prorata ba sis, their costs of sharing the Ci 1y Ditch if they di ve rted that water. Similarly. Council Membe r Yurch1 ck said what ki nd of numher '! What kind of number are we vo1ing on fo r the cost lo Englewood? Mr . Fonda sai d It varies every year depending on how much wa ter we diven. In other wo rds. some ye ars we don't divert any and so me years when the Hi gh Line Canal is not prior~!y, we may di vert quite a bi1. Counci l Member Yurchick said okay, give me a range ... from zero to what? Mr . Fonda sa id it co uld be $20,000.00 10 S50.000 .00. but we pay more 1han that pumping 11 out of 1he McLtJ lan Pump Sta ti on. So High Line Canal is our fir st choice and 1hen beyond that, we would have to pump i1. .. the water that we run down Ci ty Ditch . And then , this is usually water that we are leasing IO Highlands R:inch. This is a fairl y sma ll fraction of the revenues that we derive from that. Co uncil Member Wolosyn said do I understand correctly from previous discussion, that the $257,000.00 shou ld co,·cr our costs 10 install the re -circ ul ation sys tem. Mr . Fonda said yes it wi ll and we will be usi ng our crew and eq uipm en t to install it, but we have incl uded our costs. as if we were a conaactor and Denver has accepted that. So. we will only be out of pocket for the cost of the materials. Council Member Wol osy n sa id I think you guys did a great job. I just realized lhis. I think it was two years. because Mayor Bums was on the Water Board \<\'hen this di sc uss ion str.rtcd. Mr . Fonda said yes, it has take n a lot of negotiations . Director i=ond a sai d Council Member Yurchick. did that answer all yo ur que sti ons? Co uncil Member Yuhhick said in a way. but in a way not. Now yo u t-ave raised another questi on. You tell me this doesn't have anything 10 do with the City Ditch runnin g through Englewood . Mr. Fonda sa id yes, it docs. Mr . Yurchick sai d, so, in the long run it could cnst us $5 0,000.00 a year to pump waier through th e Ci ty Di h::h . Mr . Fonda said we can run water fr om Watcnon Canyon dow n High Linc Ca nal and put it into Mclellan Rese rvoir to store it. It is a ve ry favorable price. because we would pay more if we 100k the wa ter out of the Sou1h Platte River. ran it down City Ditch and pumped it up to Mclellan Re se rvo ir. Th e confusing pan of this is th at thi s agreement covers both our use of 1hc High Lin c Canal and Den ver 's use of 1he Ci 1y Di1ch. And , Denver's use of th e Ci 1y Ditch used 10 be. that they would run water all the way through the City Ditch and use it for Washington Park and the Denver Country Club. but they stopped . When T-Rcx ca me throu gh, 1hey took 1hc pipe out und er the highway . So now they don't usc any of the water nonh of Harva rd Gulch. They want 10 take that water oul and conve n ii to muni cipal use, but they wanted to ret ain th e abil ity 10 still use some of th at water to maybe se rve the LiHl cton cemete ry or so me of their customers that would be sout h of Harvard Gulch. So, wc charge th em based on the cost 1hat we incur. For City Ditch. the y would share th e cos 1 based on the volume of water they divert. co mp ared to the to1al water diverted, if ii is in City Ditch . In 1he High Line Cana l. we do a similar prorata sharing of costs. where they lake th eir 101al High Line Ca nal cos1s and we pay. based on the len gth of the ditch we use, co mp ared to 1hc 101al. So. tf we use a fourth of the lcngl h. in getti ng 10 Mclellan Re se rvo ir , we wou ld pay a fourt h, and if we use. ma ybe a hundredth of the wa1er thai is diverted, we wo uld 1hen pa y :1 four th nf a hundredth of thei r total cost. So. we do ii similarly in both cases . Co uncil Member Yurchi ck said. so. is it goi ng to cost Eng le wood 10 run wa1c r fro m 350 Eas t Cornell to 2750 Sou1h Clarkso n? Mr . Fonda sa id it will co st Engll"!wood to run the re-circul:1tio n system . Is that wha t yo u mean'? Mr . Yun.·hick said well. I don't kn ow . You :ire talking aboul prorated costs in he re, we are talking about running the City Ditch fr om Curne ll 10 Cla rkso n. and I just want to know what it is go ing to cost Engl ewood to keep that water running throu gh thal ditch for ae !i lhetic reasons . Mr . Fo nd a sa id it will cos t us nothin g to insta ll it , beca use Denver is paying fo r the eniirc in stallati on. Mr . Yurchick sa id ri gh t, but after 1hat it is goi ng 10 cos t us so mething to keep the water going. is n't ii ? Mr . Fonda sai d yes. it will . ll wi ll be the power costs and m:iintenan ce on the pump station. Mr . Yun:hid: sa id okay. 1ha1 was my que sti on . Mr . Fonda sai d that is a fairly minor amo unt . but I don't know. ma ybe $5.000.00 a yea r ... I'm Englewood Clly Council November 17 1 2003 Puge 16 ju st guessi ng. 11 is a ve ry low hea d app lica 1ion, because yo u arc no! liftin g 1hc wa ter, yo u arc just re• ci rculating it. Co unci l Member Moore said just 10 clarify so mething regarding th e di vers ion iss ucs ... to get the water to lhis area . Direc tor Fo nd a said that is se parat e fr om the re -ci rcul ati on iss ue. They arc both covered in one doc ument. But, Mr . Moo re said, I wa s following Mike's iss ue and it is a good one. Other than just runnin g th e pump, we arc 001 incurring additional annu al costs, just to keep the aestheti c va lue of the dit ch goi ng'! Mr .
