II wa s a Sunda y morning, we had been on dut y fo r approximately 45 minute s and we had a call to a structure fire al 3340 South Pennsylvania . Upor. arrival we fo und a three •slory apartrni.:nl building with hea vy smoke and flame s on the third floor . At that lime Firefighter Ed Lebeau :111,j Fire Medi c Larry Nylan der were as signed to search and re sc ue . Chief Bruns ad vised that Fire Med i•; Ny lander could11'1 be with us thi s evening as he has a famil y emerg ency at home . He explained that sear.:h and resc ue is a Fire Department tenn that ba sicall y means when all the citizens are running out of che fir e, th ese guys arc runnin g in . Some pe ople would qu es tion 1he log ic in that , but the se guys just say th a1 is my job and 1ha1 is what we do. The y op ened th e doo r, ent erl.!d the apanment and found th a1 the apartment was full of flame s and thick black smoke. The smoke was so thi ck the y couldn 't !'>ee their hand in fr ont of their face . The y s1aned se arching the apanment and came ilcro ss the res iden t of the apanmcnt lymg in th e middl e of th e li vin g room. We fo tJnd out later the fire had !il aned in the back bedroom and she had mad e ii to th e li vmg room before sh e succumbed 10 the sm oke . Sh~ had sec ond and third de gree bums over 45% of her body, had suffered fr om smoke inhalation and she wa ~: unc onsc ious and barel y breathing. The se gu ys to ok her ou1 of the ap artme nt. ca rri ed he r down thre e fli ght s of sta irs, admini stered fir st aid and got her read y to go to the ho spital. She was transported to Uni versit y Hos pit al and due to the efforts of the se two fir efight ers th ey un equi voca ll y saved her life. Chief Bruns ad vise d tha1 1he second incident happ ened to Driver-O perat or-Engmecr Mark Ja cobson and Firefi ghter Scan Mul vihill . There were two other fir efi ght ers ass ign ed 10 1hcir co mpan y. one wa s Li eutena nt And y Fox, who co uldn't be here thi s ev enin g and. again , Larry Ny lander . He ex pl ained 1hat com pan y re fers 10 whatever unit they are as~ignr.d 10 . We have engine co mpanie s. n:sc ue companie s and one truck co mpany . ll1cse firefighte rs were assigned to Engine Compan y 21 at th e 1ime, he said . The y saw a juve nil e mal e run in fr ont of th e en gme carryin g a wo ma.n 's purse . A co upl e of older cit ize ns we re chas in g them and hollering al them. Th ey turn ed on th e lights of the en gine. TI1e suspe ct wa s running lowards a parking lot, so !he y drove the en gine over int o the parkin g lot and cut off hi s pJ :h. I want to congra1ula1e yo u all on 1hc job yo u arc doing in the redeve lopment of 1he Cindere lla C11 y area . I thmk you arc doing a marvelous job. he said, and I am really proud of you . niosc of you on lhc Council probably don't know who I am or what I have done in 1he past, he said, but time doesn't permit me lo go in to that. Mayor Bradshaw encouraged him to give tl1e hi ghli g ht s. You arc a pretty famou s person, she said. and Counci l needs to know abcut yo u. Mr . Anderson advised that he built Hampden Mill s at Univ ersity and Hampd en in 1952 . I also built apar1me111s on So uth Bannock and in 1972 I built the buildings across rhe street. I brought Exxon Corpora uon and Sinclair Co rpornll on from my building that I built downtown. at 1860 Sm1 1h Lincoln, out here and they provide a l01 of jobs for th e City of Englewood. Englewood's influence goes beyond th e limi1 s of 1hc Ci ty of Englewood, he sa id . because I ran the water and sewe r clear ou t to Co unty Line Road for the City of Englewood, which now serves the Ci ty of Centennial. Mayor Bradshaw advised that the first meeting in February is the 4th • Counci l Member Grazu lis noted that Counci l Member Moore's questions. and the answers he gets, may raise other questions . Council Member Wo losyn advised that the .A.CE committee brought this forward and they meet on Thursday. She asked if it was appropriate, or if it would be possib le, for them to see the ques1ions or be made aware of them when they meet. The y meet at 11 :00 a. m. on Thursday. If th ey could get a copy of the que s1ions, she said , the y would 1101 necessaril y need the answers . Council Member Moore said he would do his best to compi le the list of questions by the time they meet. Council Member Grazulis pointed out that Counci l Member Moore was scheduled to leave town tomorrow. Mr. Moo re said yes . but that was okay . Council Member Wolosyn said she wou ld bring it up to the comminec on Thursday. Ma yo r Bradshaw asked Co uncil Member Moore ifhe would try 10 get Ms . Wolosyn a brief out lin e. She pointed out that Council is postponing this, it is not being tabled . Council Member Wolosyn felt it was important that ACE be made aware of the nature of the questions. Council Member Moore said that should be no problem. Council Member Wolosyn said he could give the information to Jan Johnson. if that was easi er. He had imcnded to attend tonight's Council Meeli ng, bul hi s energy level isn 't quite th ere yet , this being hi s first da y back . So . he said , I am sl3ndmg here in his place . Mr. Lee pre se nted a recomm endation from the Depanmcn1 of Parks and Rec reat ion 10 ad op t a resolution 3uthorizing an o1T-lc 3sh pilot program for dogs for up to one year in length , subj ect to re vie w and ame'ldmcnt at an~ g: len ti me during th e year . The Code Enfor ce ment Advisory Co mmine c aild 1hc Eng lewood P3rks and Recreau on Commission held a joint m~etin g and determined that spe ci fi c parks in Englewood would be designated as off-leash areas for the pilot program. which will run for a peri od of one ye ar. The off-lea.sh park s \1/1 11 be Northwest Greenbelt. Cc nlcnnial. Dunca.n, Bate s/L oga n .o.nd Jaso n. All othe r parks \1/111 require that dogs be on-leash at all times . He asked if there were a..,y qu estio ns. Englewood City Couucil January 7, 2002 Page 8 Council Member Garrett said he wanted 10 add thal even in those parks where they can be ofT-leash, they mus! be under voice command and leashed in playground areas . Mo.nager Lee said yes, they must be lea shed in playground areas and the owner shall have a leash on their person. Mayor Bradshaw thanked Mr. Lee for facilitating this with both boards . She commented that we might be finished with this. Council Member Garren opined that we will never be finished with this , He said he would like to thank the Advisory Committee and the Commission and their joint effort in trying to come up with a compromise between the dog lovers and those th;ll wou ld to have them under more control. Council Member Grazulis said she would have to second that comment. I know there ha ve been a lot of people on both sides of this issue . It has almost been 50 /50, she said, and I know some people would disagree with me , but I am so happy they came up with a reasonable compromise. Manager Ice stated he has already had two conversations with people that aren't ne cessarily happ y, but they at least understand .
