co ntrol th e popu la1inn . He pointed out th ar the Colora do State St:i.rut e de:i.ls wit h disease control , primarily
through th e rab ie s 1a. :equirement :ind , 1hrough this r:i.bies tag idcntific:i.1i o1 sys 1em. we ha ve an enfo rccmcn l
pi ece th at goes along with it. That enforce ment piece gives th e Code Enforcemen t officers. he:i.lth offi ce rs

dis turban ce. If the y don·t h:i ,·c a r:i.bies t:ig. if they are not ide ntifi-:d, th en they can issue that summons . Any

rabies inoc ulatio ns. So, he op in ed, th ere is ab so lut ely no need to create any type of additi onal enforc ement ,
registra tion or :inything else . A si mpl e phone co ll by a Code Enforce ment officer. or City m.inager or
direclor. c:i.n cht.rify whether or not 1h:1t is :i. va li d dog in th is :i.rea . I fit is not tagged. Code Enforcem ent has
th ~ right and obliga ti on, by Sm e law, and through Ci ty la ws :ind ord inances, 10 go ahead and impound that
animal. So it is all cut :ind d:ied and easy . Mr. Goodrich noted that 1he Co de Enforceme nt Co mmin ee has
been dealing wi th th is since December and ii ha s ta ken up qui1 c a bit of their time . I attended one me etin g, as
a gues t, and it took up 75 % of tha l meet ing . I feel that th ey saw wha1 the y fe lt was a problem and they
ap proac he d it diligently. I kn ow 1h:i.t the memb ers of that comminee ha ve do ne eve rything in their power to
bring Co un cil th e infonn:i.t io n needed to make your !ask easie r. But I think, he said, what you need 10 do is
pul a11 end to thi s and say thank yo u. 1hc deed is we ll do ne. now move on. He thanked Counci l.

wo rk ing . The pet ce nter co ni ainers :ire up . They are th e little thi ngs that are there with sacks in them and
peop le arc using the m. We h:i.d two mo re put up la s! week :i nd they are ce ntr:i.lly localed and they are
worki ng. Pe op le arc stopp in g and pi cking up thei r stuff and other peop le's stu ff. Ms . Co leman adv ised that
Co uncil ha s recei ved the fa so n Park Socin l Club cnrd and the y no,v have a websi te . On Apri l th. th e Jason
P:i.rk Social Club will be hJving :i. cl ean-up day at Jason Pa rk. she said, and we are invi nng Coundl. You can
come and bring yo ur poopcr sc ooper onJ yo ur bucke t an d we will have co ffee and don111 s and th en we will
all go ou t and clean.up whate ve r is left in th e park . Ms . Coleman noted thal she can personally attest 10 the
fac t tha t since we go l the pct ce nt ers and since ii has been off.\eash. at least fo r Ja so n Park , it is probab ly in
bett er co nditio n, tra sh wise , th on it was before . Because we all wa nt off-leas h and we ca re enough abo ut our
dog s that we are taking care of busi ne ss. dog bu siness . So I want yo u to know that each of yo u are welcome

li ce nsing. I al so wanted to note , s he said, that thi s was the firs t Stu dy Session I have attended where I could
hear and I appreci at e th nt. 1 ar.tuall y don't ha ve an objecti on 10 pet li censing in an d of it self, she sai d, but my
problem is that I sec it as, primnril y, a 100 1 for enfo rcing th e li mit of two dogs. I see a lot of situations where
I j ust find tha t exrremel y in vosive . It seems that . partl y, the two dog limit li il YS tha t th ere is no house hold or
property. in the ent ire City. where a I oup of three dogs is acc epu1blc . Wh ic h, she sta led. is nol tru e. She
pointed out that when you brin g home an animal they do beco me pan of yo ur family and yo u make a lifetime
commitment to 1hcm. Th.at co mmitment ma y be from 12 to 15 years. easil y. Mirn y citie s ha ve licensing
programs , bu1 , I believe , more often th e hmits arc three 10 four dogs . So one situatio n mi ght be that you
move fr om Denver to Engl ewood wi1h your three very well behaved dogs and yo u arc put in 3 really
untenabl e situat io n. Pe rso nall y I wo uldn't ev en move , she said , bec ause it is saying that you, a responsible
person, mu st li cense two dogs and hope th e other one docsn ·1 ge t caught. Another scenario I re:ill y wo nder
about is that you lice nse 1wo dogs and the third one does happen to ge t out and the y have him 11 1 animal
control. What h::ippens in that case ? In th at sce nari o, she sa id , I ce nai nl y don't sec th is progra m as
so meth ing 1ha1 would reduce th e r:ite of euthana si a. She thanked Coun cil .

months a nd she h:is a dog . We ha ve enjoyed Ja son Park. she said , and we trie d the one at Bate s and it ha s
bee n fabulou s. I usuall y ha ve 10 go all th e way down to Chatfi eld and tha1 is hard for me to do . I have a dog
that likes 10 run ev ery day. I just wanl 10 say it has been gre:u, she sa id , I like it and I appreciate it. I
unde rstand thi s ha s be en in effec t for a month or 1wo and I actuall y just fo und out about it a fe w wee ks .:a go . I
just wa111 10 say th::inks for thi s. I understand thi s has neve r been done befo re. she said. and I think it is a

the Jason Park Sucia l Club. she sai d. and I will be th ere on the th fo r our meeting . I woulti like to thank yo u
all so mu ch for g ving my 15 ½ yea r old dog and myse lf the privi lege of going to Jaso n Pa rk . It means so
much to me . I fc-el tha t is why my dog is this old . He is an old yellow Labrador and I just ca n't thank you
enough fo r what yo•J h:we do ne fo r us here . We do appreci a1e it . She thanked Counc il.

the socfo l club 1hn 1 the y ha ve staned. This is son of what we we re hoping for , he no 1ed. bec::i usc we had
hea rd 1hings about the park an d as yo u know thi s was a very controversia l iss ue , with a lot of people spe aking
on bo th side s. But , he said , havi ng respo nsib le pel owners take the lime to mana ~e it pr ope rl y, set up yo ur

I con sec bot h si des . Bu t 1he two compelling reasons fo r ha ving ii are vacc ina ti on and for the contr ol of our
ordinance on how many pels yo u ca n have in your house . On the vaccinati on side , he noled , we have a State
law 1hnt says , ifwc take a dog in . it docs nol ha ve 10 be released or th ere is a penalty to be paid until that do g
is vacc ina1ed . So I 1hutk we have some coverage on 1hat, if they co me into the pound . On the olh er iss ue, he
said , whe n I thought abo ut how man y dogs we should have inn cena in household. my concept was th at this
was a 1001 for enfo rceme nt purposes and a cl ari fi cati01 Jfthe Statu tes, so if1here was a prob lem we would
h1we that. This, to me. wa s taki ng it 10 ii st ep that I wns not quite read y to take at th e time I voted fo r that. I
thought it was more of an enfo rce me nt too l, as opposed to licensi ng. When I sec things that show we can
gener:uc th is much profi t fr om do in g th is. he sai d, 1hat di stur bs me as to how it is bei ng impl emented . So I
will be voting no. as well .
Co uncil Membe r Nabh olz sai d she wo ul d also be voti ng agn nst thi s. I fee l, as you have said , thn t it is
governme nt stepping in. I tak e my anima ls to the ve1, she said, and ge t th em vac ci nated . I do no t have time
to lak e th em 10 one more pla ce to get an other tag . I th ink ~his would be a very burde nso me process. she said.
and that is why I will be vo ting no.
Counc il Me mber Grazuli s said th at usuall y when she vo te s on iss ue s with pros and co ns, she wa nts to know,
beyo nd a shadow of a doubt, how she shou ld vote. As I don '1 feel that wi th thi s, she said , I will also be
vo ling against thi s.
Co un ci l Me mber Moore sai d th at he does see some meri 1 wi th th is. if the po tential was 10 dec rease th e
num be r of euthani;:ed dogs . I am also very app reci ative of th e ci tize n ·s comm in ee fo r m:ikin g th is
reco mmendatio n to us. I pe rsonall y. he said , wou ld rathe r. if we :i re going to do thi s, wai t, to allow fo r some

Enfo rce ment , but al so due 10 the fact thal I see it maybe as a first step to somehow bring all these diverse

whenever yo u had a rabie s shot. th at that was some how registered and that was a son of licensing . But now I

revis it the off-lea sh program.

So , Council Member Moo re said. in one ye ar we will be revis itin g some of these iss ue s. No one has to make
a commi 1me nt that we will re-look at it at tha1 time, he said, but nothing we do toni ght is going to stop us

agai nst this is 110 1 a vo te agai nst th em. I think th ey ha ve many, many more important things 10 do in our City
than battle th is license thin g and th e dog and cat issues . She acknow ledged that , if yo u are involved, the y are

(iii) Ma yor Bradshaw said she had another question for staff. She asked Director
Fonda if we arc lestifying a1 the hearings of th e Water Qua Ii ~ Contro l Commission . I received these in the
mail , she s.1id. and there is one on the 13th and one on the 14 . Director Fonda said probably not. Mayor
Bradshaw said it's hard to figure out what we need to keep and what we need to throw 3.way.
(iv) Mayor Bradshaw advised that she ha s also received nn invitation for 11n open
house, fo r the Juvenile Assessme nt Cen ter in Arapahoe Cou nt y, on April 24 111, from 4:30 p.m. to 6:30 p.m. I
believe ~veryone on Counci l re ceived thi s invitation , she said, but I just wa nted to mention it.
(v) Mayor Bradshaw staled the Fullenon presen 1a1ion and ope n house at CnyCenter is
Wednesday the 11• from 6:30 p.m. to 8:00 p.m.
(vi) Mayor Bradshaw noted the Metro Mayors and Commissioners Yo uth Awards

a full hour, he sa id , and I hope we continue with the forums . Mayor Bradshaw said I think we will .

1. She said she had a question regarding the letter from the fi ve su.1de nts involved in the Leader 's
Challcn~c Program. which Council Member Garrett referred 10. They need a project , she said . Is this going
to be turned ove r to the Parks and Recreation Commission?
Council Member Garren said he gave it to City Manager Sea rs and he will give it to Direc tor Black, who ·., U
bring it up at the nex t meeting .
2. She sai d. as the newes t member of the Kiwanis Club of Eng lewood, she wanted to invite everyone
to come out this Wednesda y evening , between 5:00 p.m. and 7:00 p.m., for a spaghetti dinn er to be held at
the Englewood United Methodist Church, 3885 South Broadway . The dinner is sponsored by the Kiwanis
Club of Englewood .

{b) City Manager Scars noted he wa n1ed to confirm that tl1e next forum will be held at Bishop
Elementary School :it the end of April , during Council's last session.
Mayor Brad shaw sa\d yes . She noted there :ire five Monday nights in April, so Council might ha ve one night
off.
Council Member Grazulis advised her e-mail is still nol up and running . It is being fixed , she said, and I
anticipate it will be working by mid-week . I h:i vc a virus that is unfixable and this is through a City
computer . I just thought I would lei you all know, she said, and I hope I didn 't give it to anybody .
