(a) Representatives from the "Old Town Englewood" group were present to request a waiver
of renta l costs for use of Parks and Recreation Dcpartmrnt equipment (te nts and chairs) for lhe Sidewalk
Sale ond Summer Ce lebration scheduled fo r June 8, 2002 . Bob Laughlin thanked Council for allowing him
to sprak thi s evening . He said he was a new merchant in Englewood. and that be appreciated Co uncu 's
fri endly suppo rt of their cffons . He also th anked the Greater Englewood Clusmber of Commerce , and their
members who were here tonight to show support . Mr. Laughlin also thanked Jan Johnson and th e

together as ii was a fund ra iser for Old Town Eng lewood, bu t if we ca n anract some ath.·nti on from outside
of Englewood for this eve nt , th en that is better still, he as serted. We are here to ni ght to reques1 a wa iver of
fee s for the show wagon, the chairs and th e 1en ts needed to put thi s eve nt to ge ther. Our gro up is very new,
and we have II very small budget , he said , whi ch is alread y spent, so we are aski ng fo r yo ur gracio us
ge nero sity one more lim e to grant us :i. wa iver of the se fees.

City Manager Fla herty was th e one who caught my flack when I was fir st 1ry rn g to fi gure out wha t th e
speed limit was , beca use th e radar spe ed sign sa id thirty, when th e parks sign sa id twe nty.five. By calling
the police department and co mpl ai ning 10 th em, I got the re sponse 1ha1 th ey wo ul d pass it on, he said .
Then. after no th ing ha ppene d Mo nday, and th ere was an accide nt Monda y nig \11, I came into Civic Center
and wa s rat her hot under the co lln.r . Mr. Flaherty was the first one I ran int o, then I we nt to th e community
li aiso n offi ce r, he relat ed, and she se nl cd me down a litt le bit . She told me they were :i.d viso ry signs, n.nd I
had neve r reali ze d that the S1:11e of Co lora do had an advisory speed sig n. The y do ha ve th em, bu t the y
specify that ii co vers onl y cur bs , co mers and on•ramps , bu t it docs not have a re cognized si~n for parks .

every nigh 1 at Bat es Logan Park . On th e weeke nd s, it is jammed, he added. Mr. Goodric h said he wou ld
not be able to attend the ETA C meeting on Jun e 13th, but he will se nd a letter to Chaimmn Dave Anderso n
expressi ng his desi re s. He urged Co uncil to recog nize thi s probl em and pu1 people in place who ca n
rc se arth it and find out what we need in th e iOnn of a sign 10 re gu la1e reduced speeds at our park s.

Mr . Yurchick said yes, if they want 10 squeeze it in, or, if they wanled to put it on a Stud y Se ss ion, tha t

shou ld be wrincn to suppon that vi sion. Mr . Garrett felt it did.

said he did not know the purpo se of what they were trying to accomplish with a mission statement by the
Ci1 y.

Mayor Brldshaw said ou r st.ikc s are different than if we were on a board of dire ctors. We ore
rep rcse nta1ivcs of di!Tcrcnt di stri cls, and some of us the City as whole . If there is a vis ion statement , I
guess it is that we are res pon sive to the citizens of Engle wood.

sla te awards . The y were the onl y two public sc hool s, she said . The res t we re ma gnet schoo ls, so that is
reall y great fo r tho se kids.

pla ce kids in th e commun ity in wo rk environments , and we have been working wi th Nale Vnhak.is, over at
1he high school , for about eight years . We pla ced II number of those kids in positions wit hin the Parks and
Recreation Departme nt. Mr. Valtakis nominated the City. The Chamber of Commerce ha s been involved
with that program anci wi ll be at the luncheo n, and we wi ll olso have II number of our staff, that have put
quite a few of those k..ids to work. along with th e Mayor, who will say a few words , and Gary Hullberg .
Ma yor Bradshaw felt that was jusl fan tastic . Mr . Black sai d th ey were extreme ly exci ted, not only 10 be

2. He sa id the Code Enforccmenl Advisory Commi ttee looked at the hobby vehic le lnw, and they nrc
going to re comme nd that we do away with it, since it is not enforced . Now they arc looking into the

consensus. that if Council is not going to support it , he did not want to waste a lot of time, as it is a split
group right now.

futu re Study Session, to look at having a paragraph or half page in the Englewood Citizen that addresses
so me of the bu sine ss issues.

us, she said .

rela ted to the show wagon, 1he 1cn1s and the chairs. There 1s a rental fee for 1he show wagon ofSl 50.00 for
a ,ion-profit and $250 .00 for a for-profit organiza1ion, and that is in addition 10 personnel cos 1s, We have
waived 1he rental fee s previousl y, he sa id , for such things as the City of Sheridan, the high sc hool
gradua1ion and Western Welcome Weck, bu! that Ylas for the rental fees, which is in addition to the
perso nnel costs . The personnel costs 1hat we put to ge ther fo r the show wagon is approximately $230 .00.
We have not le nt out the large, 1wcnty-fi ve by 1wenty-fi \'e foot 1en1s, 01her than for City-sponsored
programs in the pa s1, and the cos 1 for tha1 is almost S250 .00, he advised . We figwed that the s1affcosts for
chairs would be so mewh ere between S 150.00 and S200 .00, so we are lo oking at a total of approximately
$675 .00 . Th:11 is for slaff costs, and we do have s1aIT on salary, and then some of that would be overtime .
111:11 includes the transportation fee tha t the towing company charges us for the show wagon, he added , We
are cenninly open 10 doing wha1ever Council would like , he said.

Counci l Member Nabho lz fell Co uncil Member Wo losyn was correct that the y were just trying to wrap
everything up real qu ick riglu now. They started \ale and all ofn sudden 1hc fund rnising, postcards and
everything arc co ming out Her feeling was that we should give them a chance. Try donating this stuff, sec
how it works, and if it does nol, we will nol ha\'C to worry about the cost next year. As an ahema1i ve, we
could tell them that we will pro vid e it this yea r, bu1 next year the y will have to pay fo r it, she suggested .
