(a) Community Relation s Officer Nancy Peterson advised that she and her granddaughter
Theresa Pete rson were here tonight to invite Council to some very special events that arc coming up . We
ha.vc dressed in the appropriate appare l, so that you will know how to dress for these upcoming events .
This is pro bably not the appropriate apparel for tonight's meeting, she said, but for the events I'm going to
talk about, they arc . We have , for Council, 1111 kinds of stuff. We have 4111 of July T-shins1 an invitation to
join us on the 4~ of July and we have also brought along some Oyers that tell you what is going on, what
time it is going on and where it is going on . There wi ll be lots of stuff going on. she said1 so ple ase come

and sec us . I also brought a sep :i.ra 1c Oyer about the Fishing Derby , that Uncle Milty's alw ays sponsors ,
over in Progress P:irk . If you haven 't been there , she said, it rea ll y is fun 10 watch th e kids . They fi sh with
ca ne poles and Uncle Milty's alw:iys co mes up with fabulous prizes . I al so have parking permits for you,
so when you pull into the park you cn n proce ed to th e special pennit pnrking area . Council is very familiar
wi th the number of volunteers I have, she noted, and the on ly way I can actually, appropriately, thank th em
is 10 ha ve a volunteer appreciation dinner every yea r. Thi s year it is on Jul y 10th • I am inviting all of you 10
come and join us . It will be on July I 0th from 6:00 p.m. 10 8:30 p.m. at Jason Park . It will be a barbe cue,
so plea se co me and join us if you can . I hav e so me invitations for each of you, she said. Then we go right
into Na1ion:il Night Out. We will have 11 very busy 30 dnys . We hnve National Night Out T-s hins for
Co unci l. I will bring yol!f actual National Night Out schedule to yo u on August 5th , the night before
Na tional Night Out. I heard you were nil going out. National Night Out is on August 6th and we wiH bold a
Na tional Night Out kick-off party right here at th e amphitheater, on August 3rd • It promi ses to be" great
time , she said, and I ha ve brou ght you 11, blurb on that 100, with the da tes and times, so yo u won't have to
tty 10 rememhcr all of thi s. Then on August 7th National Night Out and Parks and Recreation :ire joining
together to prl'sc nt King Lear, for n post Natio nal Night Out effon . So , this covers August 3'd, August 6111

Council Member Grazulis said she had one co mment. When I was nt CML, she said, I we al 10 the booth
that had the National Night Out pa ckets . I told him I wa s from Englewood and asked him if be knew
Nancy Peterson . He said I couldn 't have anything, because Nam , always gets everything , :is she organizes
the biggest Natio nal Night Out in the S1a1e . He sa id he didn't be . :ve she has that many panics, but I
ass ured him you do.
Officer Pete rso n said that , ::ictuall y. I h::i ve my trai ler hcoked up to the car and tomo rrow afternoon, :iftcr I
complete so me preparations at Comer.;tonc Park , I am head ing down to 1hcir headquarters to get the
packe 1s. So I will be filling up the trailer .
Counci l Member Grazulis said he w11s from the State, but I can't remember his name . Officer Peterson said
thnt would be Senator Doug Lin.khan . Ms . Grazulis said yes .
Officer Peterson said he has been out here and toured our City two years in a row. so he knows 1ha1 we
have 1hem.

Officer Peterson stated thi!t we have more '1-:.tional Night Out panics, in Englewood, tha.n in all of the rest
of the State pu1 together . So we arc .ct.I proud of that fact, she snid . As I told yo u, in September oflast
year, that Englewood was the only ci ty, in the State of Colorado , 10 be recognized nationally for our
Natio nal Night Out effort .

(i) Fire Marshal Greene presented a rccornmend11 1io n from the Department of
Safety Services to adopt a bill for an emergenc y ordinance amending the Eng lewood Municipal Code
pertaining to Fire Codes. banning 1hc use of charcoal. g:is-fue led , and other open name cooking devices in
multi -family residcnlinl struc tures . He noted 1h0 1 we uilked obout !his 111 a Study Session and Council
asked that this be brought forth as an emergency ordinance. I have identified two sections of the Code th at
must be amended. We a re talking about banning the use of all ba1becue grill s in all mulli-family units that
are two or more stories in height. Charcoa l would no t be allowed , period . Gas fueled cooking de vices
wou ld on ly be all owed on those decks that arc protected by• sprinkler system, Currently, he stated, we
on ly hJvc one .ipartment co mpl ex in Englewood that meets that criteria , which is the Alexan . Beyond that ,
all would be ba nned . One issue that h11s bee n brought up numerous times is that some apartment owners
wo uld like to provide a gri ll . We h11ve encouraged them to provide a natural gas gri ll or, if they arc going
to provide an LP (liqu id propane) type of unit, it should be in the courtyard al least ten feet away from
combus 1ible structures. We are also pulling this in the Fire Code in the specific section that talks abou t
chmo•I gri lls.
Council Membe r Grazulis 11sked if lhis cove rs electric grills. Mr. Greene said no , electric grills would sti ll
te permined .
Fire Marsha l Greene advised that he does n't have any docwnentation that electric gri lls would cause
specific fire s, except. pe rhaps during maintenan ce . Maintena nce is al so a big issue wi1h th e LP gas devices .
We don 't see a lot of electric gri ll s, he noted.
Council Member Grazulis adv ised that she was asked if the y wou ld be all owed . So , she noted , that wou ld
be an alternat ive .
Mayor Bradsha w stated that the impetus fo r this legislation came from a Ju ne Study Session , but , also , we
have had two fires . She asked Mr . Greene to talk about the fires .
Fire Marshal Gree ne advis ed that recently we had a fire that was dire ctiy amib uted to charcoal briquenes
being left on a combustib le balcony . I believe th e other firL yo u ma y be referring to, was when a
gem leman left food cooking on a stove . It was , unfortunately , at the same co mpl ex . He pointed out that
tha t complex ha s had at leas! one other fire . that I am aware of, that was ca used by charcoa l briquettes. All

Ma,vo r Bradshaw thanked him for all hi s work . You have been very responsive, she said. and I app reciate
it.

(ii} City Attorney Brotzman presented a recommendation from the City Attorn ey's
Office to adopt a bill for an ordin ance amending the Englewood Municipal C\'lde pertair ;ng to jail
sentences for juveniles . He advised that our Court Administrator noticed th at we have a provision in our
Code that prohibits the Court from se nding juveniles to jail for traffic infractions. Tluu is not allowed by
law . So, he said , our re co mmend ation is that we remove tha t section from our Coile .
So, Counci l Member Grazulis said, this is a housekeeping type of thing. City Attorney Brotzman said yes
itis.

co ncrete cons tru ctio n acc ount They arc th e Concrete Util ity, the Co ncrete Program, which is th e progra m
where we build 11 11 of ou r hand icapped romps , and the new pro gram that was ini tia ted in 200 1. which is
ca ll ed the Si dewn lk Mi ss in ~ Links Progra m. The plan would be that we co uld mana ge th ese programs
more cost effec ti ve ly. We .ire .&-.so doing so mething else wit h this co ntra ct that we haven't do ne in the past.
And 1 he noted, he work ed wi th City Anomey Bro tzma n on 1his. There is a provision in lh is co n1rnct that
would allow us, fo r the next two years, with Co uncil's approva l each year, to extend these conll':lcts for
additi onal ye ars . So if we arc sat isfied wi th the price , the quality of work. imd th e performance of the
contracto r, then we wo uld ha ve th e opportunit y to exte nd thi s contra ct, whi ch would be a cost savi ng
meas ure for future years . I have give n yo u a breakdown oflhe three programs, he said . The Co ncrete
Utili ty cons truc tio n is $50 9,473.00, which is fund ed through the Co ncrete Utility Program . The Co ncret e
Program. where we constru ct han dic apped ramp s. has $104 ,475.00 in it. We antici pat e that th at is enough
mone y 10 do abo ut 75 ramps th is yea r. I was talking to staff today, he sa id, and it is intere sting to no te, that
we ha ve co mpl eted about 1,77 1 ramps. out of2,500 in the City, over th e last several years . At thi s rate, we
still ha ve .ibo ut ten yea rs to go , but we arc probab ly far ahead of mo st mu nicipa litie s m Co lorado . So, he
opi ned, we have don e really, reall y we ll in that area . The third co ncrete program is Sidewalk Missing
Links . We are anticip ating doing some sidewalk up on Zuni , near the Alt ernati ve Hig h Schoo l, We tried to
get th at done last year, he sai d. but Xce l was slo w in moving so me power poles . Th e other thing we have
done , as budge t s11 vin g matter, is th at we have a cou pl e of other programs , TEA 21 programs through

4. She asked wha t the Ci ty of Englewood policy is regarding obstructing traffic on Broadway, when
the y arc getting tracto r milers into businesses . At least once or twic e a week . she said, the: driver gets out
of th~ truck ... there arc two drivcrs ... and they stop uaffic and it usually backs up about three blocks while
the y tum the tractor trailer around. It is a business in about the 4700 block. 1 will get the CX.ilct address . If
that is 1hc only wa y the y can get that in the re, then I guess that 's one way. but it is always between 8:00
a.m and 8:30 a .m, which, to me , is kind of a b3d time .
City Manager Scars said the only thing is thal we could possibly talk to the people about changing the time.
Council Member Grazulis said change it to just a little later, rather than rush hour. During school time it
has always bee n bad and I decided to see how it goes after sc hool time, but it just keeps going on.
City Manager Scars asked if she could identify the store . Ms . Grazulis said she would get the ex.act
location .
5. She said sh .. just wan 1ed 10 let Council know that she had a call yesterday from a lad y and she just
has one cat , but she still has a lot of issues with government telling us how many animals we can have .
6. She said she was reading in th e ACE minutes about coming up wi th a weeklong activity such as
the Linlelon Western Weck . Ms . Grazulis asked if that was for nex.l year.
Council Member Yurchi ck sai d 1hey were talking about doing something more in conjuncrir.a with like the
Olde Tyme Fair and moving it more into the busine ss di stri ct.
Council Member Grazulis said there was also a suggestion to make it a weeklong affair and I tho1Jght if we
make it a week.lo ng then we should make sure it is different from Littleton 's. TI1at is my only suggestion
for that. she said, I jusl like 10 put my two cents wonh in.
7. She said last evening I was with my daughter at a grocery store at Dry Creek and University and
we were in line and the people behind us were joking about Cinderella City . They were saying that it was
slill up . We were doing a slow bum. she said , and I finally had to tum around and say some nice words
about thei r education and about how they really should come down and see it. Appare ntl y, sh e said , our
education has not gone be yo nd our boundaries a lot in cenain areas . The y had no idea about the
re dcvelopmen 1.
