I. Ca ll to Order
The specia l meeting of the Englewood City Council was ca ll ed 10 order by Mayo r Bradshaw at 5:48 p.m.,
at the Littleton/Englewood Wastewater Treatment Plant Training Room, 2900 South Platte River Drive,
Eng lewood, Co lo rado .

(a) City Council discussed the sele ction of an arbitrato r for the Englewood Employees
As soc iation impasse .
City Attorney Brotzman stated that thre e names ha ve been submitted . The two names submitted by the
City are Carl ton J. Snow and Donald P. Goodman and the EEA has submi tted John Criswell. Mr.
Brotznum advised that John Criswe ll is a judge and he also represented the Tcamaers Union, as we ll as
be ing the Eng lewood City Atto rney .

Mayor Bradshaw sai d l also remembe r Mr . Criswe ll Lc ing involved in Career Service Board issues . I

Council Member Garren asked what type of ex perience we are looking for .
Dire ctor Ea ton advi sed tha1 we arc lookin g for so meone who has had ex perience with contract law , labor
negotiat ions and impasse resolution .
Council Member Garre n noted th11t Mr. Snow lists his ex perience in trust and pension fund cases . He
ask ed if that is the type of c:xpertisc we are looking at.
Council Member G11 rrcn pointed out 1ha1 Mr. Goodman 's ex peri en ce appears to be mo re labor re lated .

Co un cil Member Garrett commented that Mr. Goodman has listed all kinds of award citations that nobody
::an figure out what th ey mean .
Co un cil Member MoC1re no1eJ that Mr. Snow wa s onl y point ing out that he al so ha s ex perience in pension
funds and if you look at hi s ot her experiences, he lists that of being an arbilrator, fa ct finder, mediator and
interest arbitrator since 1973. So , Mr. Moore said, what he lists are not pension is sues.
Coun cil Member Garr ett asked if the City ha s eve r used any of these gentl emen as an arbitrator. City
Attorn ey Brotzman said no .
Ma yo r Bradshaw said Mr. Goodman se ems to ha ve an aw ful lot of ex peri ence . Council Member Garrett
said that is who I am looking at.
Ma yor Bra ds haw said I thought Mr. Snow might have a co nflict in that he indicate s be is a permanent
arbitrator for the Uni1ed Stales Po stal Se rv ice , Internal Revenue Se rvi ce , United Air lines and Flight
Attendants .
Counci l Memb er Moore stated he was finding more comfort in Mr. Goodman . Mayor Bradshaw said she
wa s also .
CO UNCIL MEMBER GARRETT MOVED, AND IT WAS SECONDED , TO SELECT DONALD P.
GOODMAN AS ARBITRATOR FOR THE ENGLEWOOD EMPLOYEES ASSOCIATION
IMPASSE .
