He :isked which wo rks easier for Public Works . Di rec tor Ross slated th:i t the pennit parking would probabl y wo rk easier. As I ha ve indicated on a cou ple of occ:i sions . he: said. we get into real turf wa rs , where people pro1es1 to have handica pped parking dcs1gn:ued. so once thi s ordinance ge ls pa ss ed it will make it a lot to ugher to say no . Counc il Member Yurchick ask ed if th e permit parking wou ld have to come to Cou r..:il for approval or if Director Ross would have discretion ove r where yo u put up pennit parking ? Director Ross said I don·t believe we have 10 go to City Council for :ipproval. We just put up permit parking in the Cushing PJrk neighborhood and just gave Council an indica1ion that 1hey desired it, there w:is a petition, enough people wanted it , so we j ust went ahead i:md ins talled the pennil puking. Cou ncil Member Yurchick sa id I want to go on record that I still want to suiy with my no vote , but the rea so n isn't becau$e l don 't believe we should be helpi ng the church with their needs , it is because I am still opposed to adding 1.iws when we ha ve existing laws on th1• books that we can utilize to so lve the problem. \fayo r flradsll:lw thanked Director Ross. Ma yor Bradshaw th •mked Mr. BrolZman for that clarification . Council Member Yurch ick advised ,hat he spoke to Bryan DesMarteau afterwa rds and he is comfo t ..a.hie wi1h the pennil parking . Ma yor Bradshaw asked if Council wan1cd to direct staff to go ahead and work with the church on permits . Council Member Yurchick sa id the y just want parking , he said they wou ld probably be happier with the permit 1hlng but the y had already committed 10 going fo r the handicapped parking . But the permit parking ives them a lirtle more control. Council Member Moore sa id that is fine . He sugges 1ed Council direct staff1 0 work on the pennit 11pproach. Ma yor Bradshaw asked Director Ro ss 10 work whh th e church on the penuits . ( i) Director Gryglewicz stated thi s is the seco nd reading of the ordimince authorizing, by e1.1.:rgen cy ordinance, 1hc issuance of General Obligation Bonds Series 2002, for construction of the Aquatics Park Project which was discussed earlie r tonight. ( did pa ss out ro Council the pric ing book for the bo nds , he said, which was provided by George K. 811um. We received cxccll .:nt rates and we 11re loo~ing forward 10 moving on this project Mayor Bradshaw asked if these rate s arc lower than the ones for the prev io us issue . Direclor Gryglcwicz sa id yes. I bel ieve there is a comparison in there , he said, and yo u will see that we got bener rates on the second go around , Ci 1y Man age r Scars said he understood that the c.'.>mpositc ra1c , which is the ke y rate , is somewhere around 4 1/1 %. He asked if 1ha1 is the composi te rale . Director Gryglewicz explained that he had just r:ceived the information and he would try to quickly find that. City Manage r Scars ad vised tha1 th~ average co upon was 4.26% and the true cost was 4.3 7%. Mayor Bra ds haw said that so unds bcncr. Direc1or Gryglcwicz st11tcd it is a good lime to borrow. We went into the market prior to any muni cipal deals that m.,y be approved in upcoming municip al elections , with exce ll en 1 re sults . So , he said, we are scheduled to close on the 28 th of this month . Mayor Bradshaw asked if Cou ncil had any que stions for Director Gryglewicz . There were none . This is 11 continua tion o f the one we had last week . City Attorne y Brotzman .ind City Manager Sears advi sed that th is is a ne w topic . City Attorney Brotz man said this is a new real es t.i1e topic :md the Ex ec utive Ses sion will be held pursuant 10 CRS 24-6 -40 2-4(a). (b) Co uncil Membe rs' Choice (i) Co un cil Member Garren said he receive d a ca ll from a perso n who wis hes to rema in anonymous at this point. He is not hap py with the tarp situation. He is in a si tuation were he doesn 't really have a side or backya rd , but every once in a while he has one vehicle that he would like 10 have the opportunit y 10 work on. He just wanted me 10 bring this to Co uncil 's attention . I !old him that hi s concerns are valid and we h 1ve a forum for lh3t, that Code Enforcement is going to be looking at it and he should 3l1end one of their mceting!ii as they ha ve a publi c sess ion. I don't know ifhe will do that , Mr. Ga rrett said, but he asked that I pass along his conce rn. (ii) Council Member Wo los yn advi sed that th e Parade Co ,mnittee met for the second time last week and it was acn.1:11ly a very good meetin g. City Manager's Report (a) City Manager Sen.rs said I just w1ntcd to let Council know that at the work session on the 9th ot'Scplc mber we wi ll be bringing so me preliminary budget issues to Council , so yo u are aware of the issues prior to the working session later that month . (b) Ci ty Manager Scars advised that he was given the opportunity 10 leach a closs ,u the Univ ersity of Colorado this November and December over the weekends . I accepted the opportunity, be said, and for thre e weeke nds I 'll be empl oyed, in part, wit h th e University of Co lorado Political Science Department teaching a class. 14 .
