Mayor Bums also presented Ms. Tufly with a T-shirt and a fishing hat. Mayor Bums thanked Ms . Tufly for her service and uid he couldn't believe she was retiring . You have just been so wonderful for the school, we have all enjoyed working with you so much, b• uid, and die Altcrnarivc: School is a remarkable place and you have done a trcmend,w job . He asked for a round of applause . Ms . Tufty said she was really moved and, she noted, she is prone to cry. I waJ'lt to thank Council, she said. and I am very honored. It is overwhelming to have you read such a wonderful proclamation on my behalf, she sad I have loved my relationship with the City of Englewood. There are some wonderful people in this City and in the school district I hope that I can continue to serve this community in some small way, ,he said, because what I have gotten from this community b much more than 1 will ever be able to givt back . R .. ul■r A1end1 (a) Approval ofOtdinances on Fust Reading (i) Director Olson presented a recommendation from the Department of Safety Services to adopt a bill for an ordinance authorizing an Intergovern111cntal Agreement with the State of Colorado for transfer of State Highway Patrol Cars. Approximately two months ago. he said, A. J. Guanella, ofBun Chcvrole~ came to me with a problem He explained that over the yean they sold, through State bid, c1us to the State Patrol for their use and in return, every once in while they would buy ca.rs back from the State Patrol which they use for their security fleet down at their lots . Mr. Guanella thoughl they were going to do that tlus year and all of a sudden they found out that State procedures bad changed and the State Pattol could not sell directly to a private vendor, such as Bun. Mr . Uuanella came down and talked with us and asked ifwe might be able 10 help them out. At Iha\ point, lie said, I got in touch with City Attorney Brotzman and we ccntacted the attorney ·••ith the State Patrol. We decided an IGA was the wa y to go with this , Director Gison said, so that we would actually purchase Llie vehicles and Bun would , Ul rum, re imburse us for the vehicles . It would be a pass-through kind of thing with no cost to us. We thought this was the way to go with this, because Burt has been very cooperative and supportive of a lot of efforts that we have here in Englewood and, because of the zero cost on this, this would just be a nice opponuniry to kind of help them out. He asked if Council bid any questions . M•yor Bums was assured that there would be no fmancial impact to the City . I would penonally like to thank G,ry Sean, he said, for some yeoman efforu in the past few days. There was difficulty with some of the code complianoe in tho last few days and Mr. Sean drove all the way back from the Colorado Municipal League Conference in Snow1111SS on Thunday to have a meeting on this an~ then he turned around and drove all the way back on the same day. That was wond,:rful service and. he said, l think Mr. Sears felt tha1 he needed to be here and I think that is true, but he sure went the extra RUie to do ic in more ways than one . Mayor Bums noted ii was quite an effo:!. (ii) Mayor Bums advised that the July 4di festivities swt at 4:00 in the afternoon at the parks, with the fireworks about 9:00 p.m. Everyone is encouraged to panicipatc. This is I great event for our City and the cities 1hat share the fireworks with us, so invite your friends and net~hbon and have a good rime. (iii) Mayor Bums advised that he, Julie Grazulis and Olga Wolosynjust got back from the Co lorado Municipal League Conference in Snowmass. He opined that it was a very good conference and that there were good sessions . I attended a sessio n on the Mainstreet Projecl, which might be available for Englewood. I talked 10 Barbara Silverman, he said, the Indy in charge of that, and it is primarily used by small communities to try to revitalize downtown areas. but she has been doing some work in Denver on the Mainstreet Project. Mayor Bums advised that Ms. Silverman said sbe would be delighted to talk to us about maybe working with us for some funher developments on Broadway in Englewood. I was very pleased that we got a good reception to !hat overture and I gave G;uy Sears some materials on thaL Mayor Bums noted that the first day, of the City Attorney's section, was integrated with the rest oftbe conference and there were some very good sessions on this . Sarurday there were mainly attorneys there. but they bad a very good program on conflicts of interest and how those arc defined when yJu represent various boards and commissions in addition to the governing body. I thought it wai a very interesting discussion. he said, and i• was well done. There were a number of very good programs. One was "Beyond Parliamentary Procedure", on how to run sm:,11 meetings without being tied q > in an awful lot of rules and regulations . There was an inte resting d:scussi01 • .vhcre one attorney was posing as a city ~ttom ey and the other one wu, prinwily, an outside defense cowisel and they bad very different ideas, at rimes, about bow to go about this. My memo tbout this conference, he said, is 11bout complc , but I would enc ourage anyone who is interested 10 get a copy oftbe city attorney's material because there is an awful lot in there 1hat I thought was really interesting and useful. Mayor Bums thanked the City for sending him to the co·,ference . It was really an interesting co~ference . She noted she bar! a chance 10 talJ, to 11 Linle1on ci1izen yesterday who found oul that a lot ofh1s people from Linlelon had gone . He wa. 1g 10 go ahead and try 10 make it so they would never attend :mo1her CML conference because he felt u wasled mone y :md they always hold them in such wonderful areas . Like we choose the areas, she said . I told him whal a shame it would be that his City wouldn ·1 be reprcsen1ed :it these conferences , as all of .~c c11ie s in 1hc S1.11c attend . Ms . Grazulis said she 1old him 1hat we do rrux and mingle , but we al so discuss issues wirh the various citie s and you get to .11scuss how you solve some of the good things 11nd the bad things . (ii) Council Member Wolosyn said she appr<eiatcd the opportunity to attend the conference . I tend to like the sessions that have open questions, she said, instead of the ones that rattle a lot of info at you. She said she liked the one about the idea of everything being computerized. It wu nk e because the y held a discwsion about it in the afternoon and it was a lively discussion, beca~ uot everybody agrees with that. I just like the push and pull of those types of sessions, she SQid. Mr,. Wolo,-yn opined that the session about who runs the government was also very interesti ng . The class made the point that it is not just City Council, that it is a bunch of org,nizations and interests and one of Council's duties is to figure out how to balance it. I always like to be left with something ( don't feel completely sure about. she said, and this conference ga\'e me 1tbout three :,,,;ssions like tha1 . Mayor Bums noted that the talk about who is running the City was given by John Buecher, (armer CU President, and he has been the mayor in Boulder and a .:ouncil member and he had a lot of thoughtful ideas ,bout where cities arc going and who is really impacting them. Mayor Bums said that, along lhat line, he meant to mention that everyone on Council has rec\ ived a can on the possibility ofha\'ing n vote on the ballot on a tum signal at Oxford. Jo Anne Antoniuk called me too, he said. but I have not had an opportunity to call her back because f was gone, bu'< I am very concerned about micromanaging the City by having votes on individual tum signals, stop lights , flower beds and whatever else . Hr opined that that can just be chaotic . Mayor Bums pointed out that Council bun 't even had a chance to f,et a full report from staff on this and we haven't yet turned this lady down and she is already talking about petitioning. I think wo mlly have to encourage people to work with the City, he said, before we stan doing 11.tt because these are very expensive measures and I think it is a very great eITOr to stan micromanaging the City that way. Council Member Bradshaw suggested that maybe we need a citizen's traffic commission. Mayor Burns said that might be an idea. He noted we do have a 101 of requests for individual stop signs at individual places and we are in the middle of a Comprehensive Traffic Stud y for the City and I would hope that O\D' citizens would have enough patience with us that they would not rush to a ballot box every time they want something. Cr ci l Member Nabholz pointed out that they have come to us and told us that there arc problems at Dartmouth ;md Oxford and Kenyo n and evidently the y don't feel we arc listening. So, she said. maybe a traffic co mmission would be an answer. Because we kecr hearing that we have ;a traffic study and we are working on it, she said. and I don 't know how many years I have squawked about Dartmouth. Council Member Bradshaw suggested tha1 perhaps the citize n's traffic commission might comist of someone from every district or something like that. Ma yor Bums felt that would be a good idCil.. Mayor Bums opined that Co uncil does get good staff input from Public Works on thes e issues when they come up . We did have a conversation with Ms. Amoniuk and we told her tlutt this issue would be coming before Council Monday night and sbc said fine , thal she wan1ed to wui t and sr.e . Again. h~ noted. Council hasn 't had the opportunity to look at the pros and cons of that . Ccnainly, he said, a convnisaion dtat could deal with the trofflo lnue, would bo good. Council Me11ber Bradshaw slated that a citizen's traffic commission would have helped with the Uaht rail and that neighborhood and it would also help with the area around the high school. We con try to pull that together by Monday, he said, if Council wants that. That could be a pan of the transponation plan that we are doing , as a recommendation. Mr. Sears noted that he does not know exactly whc-! Caner & Burgess and Ken Ross arc in terms of putting together the information that came from the last of that series of bearings. We are looking at doing a follow.up set of hearings with some recommendations, he said, in August. Mr. Sears advised that he would require that Ken Ross provide tha t information to Council Mrmday night on where we arc going to go with those recommendati ons . Certainly, he said, we could find out if there an: other communi~ies that have looked at that anC.: cou ld provide that infomuttion . 13 . City Manager's Report (a) City Manager Sears said i!e wanted to officiall y say that TrJmmel Cro w did open their doors this afternoon and they are moving pcot,le in tonight. They have two banks of the building that meet the Code . There were iss ues about fire alanns i., the stairwell , in particular, in terms of the height of die sta irwells. It was actually the same issue we had ~v1th CityCenter , be said. They have complied with that and Scott McFadden did say , at the meeting, that he was looking to have kind of a grand opening celebration with the City in August and that he would work with us on doing :ijoint, positive event. Right now they are moving, he said, and they are planning to ha ve quite a few tenants move in within the next two weekends. Mr. Sears noted th.it they do have some continuing problems to solve in order to get the next level open. But , he opined , it is exciting and they arc moving in tonight. Coun cil Member Bradshaw asked if they are ahead of schedule . City Manager Scars said yes, that actually Mr. McFadden did indicate that they are ahead of schedule and this is one of 1he fa stest proje cts they have put together . Mr. Scars said I think they just got a little bit ahead of themselves and thi 1 was a pressure point meeting bec ause the requirements for this building and these unit s will then sci the lone for all the units in the res t of the development.
