name EPA the y conjure up all kinds of negati ve images. but we definitel y have the white hat on tonight and
we arc glad 10 be here to share ihis moment in recognition of the City's efforts i.n the Brownfields program.
He staled that the City has ex:presset! an outstanding initiati\'C and creativity in lhe way the City has
supponcd the Brownficlds project and the Brownfields program in the City . I want 10 officially go on the
record. be said. as saying thal we w,.nt to recognize Mayor Bums and the Ci ty Council members for their
suppon and for the approval of tr.is project some time ago, because without your support, endorsement and
encouragement. the program p,:.-ople cannot make this a suc cess . Believe me , he said, th.is bas ttuly beeu a
successful efTon by 1bc City ofEnglr •vood and Englewood has been a leader in the Brownfields progrlllll in

our region . We cover six states and you arc ri1h1 there near the top in leadership, creativity and inititu v~
and the problems you raced and the way you ovcn:ame those . You thought creatively and you thou~,:
outside the box, he said, like your idea to use PILOT funds for assessment loans. This didn't work" !irst,
but you didn 't give up, you kept working at it and working 11 it and now you have found a way to make it
work. which can set a precedent for our program natio1111ly, not jwt in the City here, but the whole nation.
Every time, as you came upon an obstacle , you ptrsevered and ovcrc;une that obstacle. Again, be said. I
want to officially go on the record 10 congratulate you ror your suppon and leadership in this area . The
City also was the first PILOT granl recipient with the clean-up program in our region . h was nimh in the
country 11.nd it is the largest loan, to date, for a cleilnup, 11s a pan of the Centennial Park expansion. The
City's program has hid gre at success wi1h p1~jec1s. such as the Keough and Company business expansion.
which was a real success when you sec the V.TIIC·UP on 1ha1 one, the old Thomas Plating site and there has
been sigrtificant progress on the o!d Gcn:r.il Iron Works propcny and even on your own initiative, with~ut
any fundiag from the EPA. you have led in 1he development of Cinderella City. I just want to comment, he
said, ~t you arc landlocked and tJ~s program has become a way of doing bus iness for the City of
Englewood . It is the way you thin!.:, the w.iy you do things, he said. and you arc far beyond our program
and wt m just glad to be a catalyst to help get that staned because you •re definitely on your own Ind
making some real rrorrcss . We commend you on your leadership, both locally, as well as nationally. You
will have a member of yul.ll' staff at our national meeting in Chicago. coming up in September, telling tbt:m
ahoul the ~ucccss of this project We continue 10 offer you our suppon and encoura11ement, he said, and we
look :o you for leadership . Mr. McGraw no1ed that their work with 1he Ci1y of Englewood h'as centered on
three people. With Council's pcnnission, he said. I would like to recognize those three . He noted there art
a lot of people here who have made this a successful projecl, but 1hcse three people arc the ones who
spearheaded it and made it the success 1h11 it is, We know without their efTons, motivation and drive that
these projects would have been much less likely to succeed. He stated thilt our grants, through the
Community Development Depamnent, have been wcU used under their direction. For their efforts I would
like to present awards to Bob Simpson, the Director orConununity Dew·loe'11Cnt, Mark Graham and
Darren Hollingsworth . The cuation we would like 10 present, to the C,, .uuunity Develop1tlCnt Depanmcnt
of the City of Englewood, is an Environmental Ac hievement Award for their strong leadc .slup , relentless
in.itia1ive and creativity in -:arrying out the Brownficlds project, resulting in cleanup 11nd reuse of key
Brownficlds prop-:nies in the City orEngltwood. Mr. McGraw thanked Mayor Bums and Council for their
suppon and con .. nued leadership in !he Brownfields program.

Mayor Bums noted that he was privilegtd 10 go to the White House about fow or five years ago to accept
the first Brownfields Grant that we obta ined, which was one of 32 in the country at that tim e. and that
kicked off our I.11·ownfie lds panicipalion . I like the word relentless. he sai d. as they have j ust been after ii
and after it. We arc looking forward to the General Iron Works project and cenainly, the Centennial Park
expansio n. We really appreciate your cooperatio n. he said, in working w11h our sta ff on these projects . It 's
a great thrill . He thanked Mr. McGraw ror coming .

and goes until 8:00.

Council Member Wolosyn asked ifit is a ticketed event Mr. Rush advised they will be seadina out
invitations and al! of City Council will receive one . It is an invitation only event, he said.
Mayor Burns commented that there might be a lot more of the Baily's bllilding constructed al that point.
Mt . Rush sa id be thouglu i1 would be very exciting for them to see what is happening next door and all
around .

keep the City's website up•to-date . I checked today for the Council Agenda for this evening and the last

Mr. Waggo ne r advised that the main thing hr. wanted to talk about was Consent Agenda Item 10 (b) (vii},
Council BiU No . 53, approving the vacation oa'tbe rigl"t•of•way in the 2400 block of South Pecos Street Jc
seems to me. he said, that that has been before the City for quite a fe w years, in fact I remember talking
about it cvrn when I was with the City. If I remember correclly, he said, there is supposed to be a correc1
turnaround at the end of each onc of those streets , Wesley and Harvard . twas over there 1oday and if the
City is calling Iha! a u,iliry for a """""'und. he said, !hen I think you are sadly mislaken. I had a tough
time turning my Subwlu around ll the end of either one of those sneets. Not only is it full of junk cars in
that area, wrecked cars. but some of them arc even out in the travel lan e. Mr. Waggoner stated that ther: is

Diroclor Simpson stated they were hen, to reqUC1t approval, on fint n,odlns. for the tram fer N ,e fom1Ct
City Hall property, at 3400 South Ela ti Stree~ from !he City of Englewood IO the Enale 'M>Od
Environmen ta l Foundation . He explained that the purpose-of the transfer is 10 facilitate redevelopment of
the property, primarily to begin demolition of the forrne : City Hall buildina . Aa you know, be Yid, some
of the building contains asbesros, and what we are seeking to do, durina the demolition process, is to
protect the City from any environmental liabilities. We are only, c.ctually, 1ttking the so111~ portion of
this property u a transfer at this time, nor the entire parcel. There are actually two pan:c W ~J, t' with t}i is.
One is on the nonh side uftl,e Englewood Parkway and the primary portion is on the southern portioa.
Ultimn •ely , full survey work will be rcquin:d and that bas not been fully completed at this time . That iJ still
required, and. probably, there will be some m::onftguration 1hrough some subdivision rbat will be rct1WJ:cd .
He noted that tu.snot been fully determined . But, he said. with approval from Council tonight, we would
be able 10 facili1at c the rcdc:vclopmcnt and demolition of that building .
Council Member Bradshaw asked what was our reason for wanting to do the demolition OW1Clve1 .
Director Simpson advised that, primarily, it enhances the value of 1be property for resale or redevelopment.
Without a building on that property, he explained, we are n,moving the risk of that n,rnoval , of the
demolition, for potmtial developers , or potmtial resale , on thtt property. We believe 1h11 we have• bctler
sense of what thos e environmental costs are , be said.
Mayor Bums noted that we ue also transferring this property to the Englewood Envirmmcnbl Folllldatioo
10 n,move the City from substantial financial eovirmunmtal liability potcotial, the same u we did with tbe
Cil}'Center proj ect (1 ~asimilar type of thing, be said .
Director Simpson said we have actually conducted an environmental assessmen1 on the building and WI:
have a fairly good undentanding of what the mvironmcntal iJsucs m within that buildina. We alao ha,·e a
fairly good sense of what the cost will be for the demolition and the remediation. We believe that bavin& 1
firm handle on those co sts will give us a bcner sense of what those demolition costs will be, !LS opposed to a
developer, not knowing exactl y. He pointed out that even though 1hey have that information available, they
do tend 10 add dollars to that ,x,tcntial and that risk..
Council Member GruuUs asked about thei.r time frame for S\ifimg the demolition. Capital Projects
Manager KahJn said. assuming Council approves the U'il.nsf<. 'Jt, first reading this evening, that second
reading would be on September 4111 • At that time, he said, there would also be a resolution. because ·:.C'
need the funds to go forward with this action. Then we would spend the next couple of week.c :ining up
contractors and environmental folks . be said, in order to, hopefully, take this down by the middle, or the
end , of October at the latest.
Council Member Grazulis noted that at one time Early Educarion, through Englewood schools, bad
expressed an interest in just using it until the demolilion. But, she sai d, that timing doesn't seem to make
th.D.t feasible at all. Capi1al Projects Manager Kahrn said no , the building bas asbestos in it and, quite

Council Member Bradshaw said at one time Mr. Miller represented us . Director Simpson said I don't know

hear that said again . She commented that it will be interesting to sec how that falls out.
City Attorney Brotzman sa id. regarding the quesrioa about assuming the liability and the risk. that be is
really happy that the rwo directors for EEF arc comfonable with what the risk is for abating the liability on
this, but the reason EEF was fl"rmed was for EEF to accept the risk that was unar.ceptable fer the City to
bear. That is why we are trar.sfening the property, and that is why we are tran.'iferring it for SI0.00,
because EEF is accepting the cnviromni ntal liability.
Council Member Bradshaw uked wha the scenario would be if they don't meet the deadline by the end of
August. Di.rector Simpson advised that they would probably have to talk to the review cornnuttee and
de1ennine what course of action the rr.1 .cw committee would like 10 take . There are a variety of options
and I think they need to be discus.sC'd. he said . Council Member Bradshaw noted that Mr. Miller is paying
