He stated th..t he has li ved in Col orado for a long time and is very invested in being sure we get an accur:uc Census count. Mr. White said he :ippreci:ucs the Cit y's endorsement by procfamation. which gives a very strong suucmcnt 10 the constituents who elected Council to office . to look at the value and the importance of Census 20CIO . The Census may not be quite as interesting, he co ntinued . as having a governor of Minneso ta come here and talk about a lot of the things he add re ssed . He said he was going to ha ve Council wrestle with a very importomt issue tonight . nonetheless . The Census is · .. aluab lc because of the po lit ical representation . and because of the vast amount of money inv olved at the City level , so it is impcmant to have an accurate count. All of the federal dollars :imount 10 SI 85 billion on an annual basis nationwide. which arc allocated dependent upon the questions asked on the Census fonn. In addition to the re gional office. he explained , we also have seven local •Jfficcs throughout the state . The one that is particul:uly pertinent here is the office in Aurora, whil:h 1."'Qvcrs both Adam s and Aupahoe Counties. That phone number . whic h Mr. While wanted 10 put on the rf.i •crd, as it ca n be shared wh.n people who are interested in jobs and who mi ght have any other questi o1is related 10 Census 2000. is 303-36 1-0570 . !n terms of recruiting. he said. the other important issue that we arc facing right now is that we are trying to get all the people th at we need to do the enumerati on here in thi s area . ln 1hc Ci ty of Englewood. we h:i vc an enumeration type called "mail out. mail back ." That basically means you will get the fonn deli ·,crc d to you r house by mail . and 1hc cxpcct:ition is th:it you will fill th:it out :ind se nd it back. he s:iid . fh .:r i: is imponant bttausc:. in 1990. in Colorado. we had a sixty-seven pcrccnr initi al m:iil b:iclc response rate . Council Member Wolosyn asked if. because of the bo.101 economy, it was hard IO get Census workcr1 . Mr. White said they are having better success in this a1ea, but in the mountain co mmunities it is more difficult We ~ave 10 have a lot of people 10 do this job, he said . It take s about 5.000 people in Color.ido to do the cnumcra1ion, and we recruit many more that 1ha1. since many arc no longer avail:1ble when they get the call. Mr . White wem on to say that the wage for the crew leaders. who supervise ap proximately fifteen enumerators. is Sl4.25 ;m hour. The field office supcr"isor earns $15.75 un hour 10 supervise the crew leaders, he said. In the metro area. it takes a lot of energy and effort. The timcUJ.ble , he said, begins on March 6•. wi th a letter bei ng mailed out by Dr . Ken Pruiu, who is the director for the Census Bureau. That will come 10 your house and will be the first indication that the Census is on its way . In this ma. between March 13• and 15111 , 1he form will actual ly go out in the mail, and Census day 1s April l ". 2000. which is the Jay by which we ar1! trying 10 gel the fonns returned. Then there will be a break of about two weeks , he continued, when \.\-C will tabulate the responses that come in. 11nd then we will stan sending people into the field 10 do the non-response follow uv . We would cenainly like to get our response rate up i:i the seventies or eighties, he said. because it will enable the people and 1he resources that we have available to do a much better job on the non-response follow up . Mr. White said if \\'C have to go out and look for fifty percent of the people, that is going to cost a lot of money. take a lot of time and won't be done as cffcctivel 1. We are asking for yo ur help in getting :t higher response rate, he said . Some cities have put lhe word oul throu gh a local ncwslcner, and put stuffers in the utility bills. Mr . The packet has cumplcs c,f the stuffcrs that can be p· . 1n10 any kind of mailing . h also indicates a web si te . where we have a lot of advcniscmems. anJ so on . The critica l thing 1ha1 I want to lea ve you with IO ni ght. he said. is that we have a lot of wo nd ~rful plans for providing this service . which has been going on since 1790 , and the CensusBurca11 has pcrfcc1ed a lot of lhe strategics it uses . But without the help of lhe local gove rnment and the folks wh,1 live in 1h1s city. it will not be done cffcclive\y, so we need your help in educating th e people about 1hc valu ! 10 the city. helping 10 motivate people 10 look for the forms, and then send ii back. To date, MilJer Wcing.i.ncn has indicated that they arc not able to achieve that co-tenancy, he adviied . Ml Simpson uid he woul d be rcadins a list of proposed tenants that Miller Weingancn would like Cooncil to consider for 1his projec t that arc still potcnlial tenants for CityCcntcr at this time. With Council ', acce-,.1w-.ce of this list , Miller Wcingllrtcn will work to close their agreement with the Englewood Environmental i':.,und&uori within lhc next sixty da ys . ht.: said. Mr . Don Pab lo's, Roc k Bononv\Valnut Brewing and Old Chicago Rcstilurants. These &enants -'rt being proposed bec ause rhcy arc in excess of 7 .000 square feet and require COUJlCil approval. he said. Based on 1his li sl being acce pted by Council. Miller We ingarten will pn.X'eeri. beg inning lhe fil'S{ thing tomorrow. wi1h si x1y days to cl ose with the Englewood Environmen •.aJ F-:.1mda1ion on this propeny , he ad vised . Mr . Simpson said the Englewood Environmental Foundation 1s requesting Council 's approval of thi s list. Mayor Burns asked Mr . Simpson to mention lhc restaurants . the ones that do not have to be approved. Mr. Simpson said the 1crumts that Miller Weingarten has provided to us tha1 do not require approval at this time , •nd 1h31 they arc going forward with . include: Baily 's Health and Fitnc• , Johnny Carina's, El Tcjado/1.as Delicias . lnlemational House of P::.ncakcs/Vill.1.ge Inn. Schlotzsk y's, P ,berry's, Chipotle . LensCraft:ers . Hallmark Gifts , Supcrcuts/ Great Clips. Esquire Fabricare and F::.mous Footwear . Council Member Bradshaw said she was very disappo inted in thi s li st. She fell there were better tenants out there , and that Miller Weingarten obviously can not deli,·cr what she wants as .1. reprcscnl3tive of our citizens or what our citizens have asked for . These arc not destination rel3ilcrs like we were told originally, she slrCSscd . She fell Council was foccd with a dilemma. It seems like they are going to give us the tenants they ha·:c olways had . even though they promised a Borders. She said she doubts that Old Navy will be on the list. The first terui.nts that Miller Weinga.nen represented to us were Office Depot, Ross Dress for Less, Petco .1nd Bail y's, and those n3mcs arc 3ppearing .1.g.1.in . The cl oc k is running. so in sixty d3ys they h.3.ve to h.1.ve signed contr3cts . She asked if th.1.t was correct. Mr . Simpson said they do not ha ve 10 have signed contr.1.cts . In si~ty days they will close wi1h the City, he said. Ms. Br.1.d shaw asked what wo uld h.1.ppcn if they did not clo se with the City . Mr. Simpson said they arc under contract to close .11 this poinL City Attorney Brotzman said if the y do not. vou could seek a new developer. or yo u could co ntinue on with negoti ~ti ons with them . if you so choose. Mr. Simpson 3ddcd th.11. if they do no1 close, also bcc.1.usc of the contract provis ions al this time . they will forfeit 10 the City in excess of S700.000 .00 . Council Member Brnd sh.1.w said we know the dcvclopmcm is goi ng 10 look aweso me , bul she wilS very dis;1ppoin1ed in the tenant s. She sai d she just c.1.n not believe we a.re back to squ.1.re one . where we were seve nteen months ago . Co uncil Member Wolosy n 3Skcd if Co uncil has the ass urance of st.1.ff th.11 there arc very li ght des ig n restrict io ns. even though what goes in may 001 be our first choice . Mr . Simp so n s.1.id we have very good design st.1.ndards fo r 1his propcn y. He said he could .1.ssure 1hcm that 1he fr.1.nchisc 1en.1.n1s wo uld not loo k like franchi se, 1hey wi ll be required to co mpl y with materi als and co lors s1.1.nd.1.rd s . .1.nd the y will be: an anrac1ivc add iti on to thi s project. Mayor Burns said he is also disappoin1cd in this li s1. :is we had hoped to gc 1 so me more de stinat io n places for 1he ci tizens of thi s are.1 . When he went to the shoppi ng cen ter co nve nu on in Ociobcr in Palm Springs, he s.1.id he was impressed by now 10ug~ th is bus iness is. and how co mpc11 11 vc it is . We have had the qucs 1ion of whether another devel oper co uld deliver a more clabora~e li st of 1cnan1s. The marlm is very important. the y will 1cll you that , he sai d. The 11l3J'kct is the market and they can no1 ch."'1ge it . :and they look at your demographic s. We have h.3.d many of them tell us 1hey do not like the dcmogr;1phics in • • • • Enalewood City Council Februuy 22, 2000 Pa1e 11 ..nglcwood. he uid, because they arc a bit lower 1h.an other chics around us. Mayor Burns opined that lhe average retailer docs not really know how to evalua1c the uansil oriented development or the lipt rail. They tend to set it aside and look at a trnditional box or a set up that they arc used 10. He noted that their mo.go.zinc hQd an Aniclc 11 few r-onths ago on transit oriented devclopmenl and new urbanism, and maybe 1h:11 is opening 1hcir eyes a liule bit. The crowd we saw in Dallas al !he R:iil • Volution Conference was a very different group of people than we saw in Palm Springs. The retailers remain very 1raditional and a\ey just sort of say prove it 10 us that we can make money in your p)llCc. or we will go somewhere else, he uid, so h is a tough business out there. Mayor Burns said he would hope there is .o. second generation of tcnanta in here somep lace and, once they understand this development. and how successfu l we think it is going 10 be. 1hat we will have a. better ,,election . We do need 1.:, mo\'C ahead and pay our bills. we need to pay the Cenificatcs of Participation. and we nei:d 10 meet ou r obligations that we :ire cre:iting by all of the public infrastructure m !here, he asserted. We need 10 mr,ve ahead, he said. but he hopes that perhaps 1hcy will get a bencr tena111 or two here before they are through. · Mr. Simpson said it is important to no1e th:Jt there is approxim:nely 180.000 square feet of le:i.sable space wilhin this project cwrcntly. This list of tenants would f:1r exceed that. What wc arc seeing here is probably abo~, 120.000 square feet of sp.ice 1hu1 you will potentially :tllow these tcnan1s as possible users in the project. Of the tenants that were named, such as Office Depot, Ross, Media Play. Petco and JoAnn Stores, you can really only have about three of those: tenant users in the project. he said. What this list provides is the opportunit) cbr Miller Weingarten 10 try to develop the best possible tenant mix wid.in tnis given parameter . M:tyor Bums said that is a good point He said 10 remember. however. that Cinde rella City had l.3 million square feet. and man y of the nther shoppin~ ,:enters around here have three or four hundred 1housand square feet, at least To the rct3.ilcrs. he op1 1,cd , CityCcn::, is a prc,tty small square footage. The critical mass they like to talk about is really not here ;:kc it is in some other areas, he said. but that docs not mean this is nor going to be an excellent place to m:ak, money . And then you can add on Wal-Man. of course. Mr. Simpson said when you add Wal-Mart into 1" ,~. you start to be at approximately 300.000 to 330.000 square feet of retail. and 1ha1 is a very rcasonaL1e iiz.~. for a community shopping ccn1cr . This is not. by any means, a small place, he ,-:1id. Council Member Grazulis commented that she. 100, w: s disappointed in the g,cuping that was brought fonh as being destinonion )(1,rcs. when we were promis .xi something special. She said it is not that she does not like all of these . there are some tha t ~he does like. but she does not believe it is a spec:ial mix like was envisioned. She said she was not sure at the moment which way she would vote. be. ::iusc she was very disappointed in the choices. Even though she has on ly been on Council nov · for thi1tecn months, she said she has seen the same things come forth. and hlS 001 seen any of Council's considerations being taken in by the devel oper. They are still just going 10 do what they w;sh 10 do without listening to Council. She said she may give them a wake up c:111. Council Member Yurchick asked where wc go from here if we vote this down. City Anorncy Brotzman SD.id they would have no acceptable tenants to pursue. exc,epl those already appro\'ed, Office Depot and B:1ll y'!. What Council would be doing is forcing their hand. coming up on 1hc closing dn1e. on whethe r they wanted to close or not. Obvious ly. if Council has not approved anything. they can not close. he said. Council Member Bradshaw said maybe we would be in a bencr position 1f we made Miller Weingarten make 1hat decision. Ma yor Bums said he felt the cntical part 1s whether they would close. Put them 10 the 1es1 to sec whether they would close . Council Member Bradshaw said her concern is that it has been ninety days. it has been sixty days. i1 h:is been 1hirty day&. and one delay afler another, and we arc still where we \A.'Cre when she firs1 got on Counci l :ind they were ulking tenants . If they should no1 do Iha~ they wi ll forfeit in excess of S700.000.00 and Ill the costs lhlt they have born as I oompony for 1he lut si, yws, he advised . Council Member Bradshaw said just because you have stayed :iround long enough does not mean you are lhe be>:. Mayor £,urns said he thinks we should put them to the test with this !isl 10 see if they will close with us or no1. Council Member Bradshaw sai d the thing is. when we told them we wanted a Borders . they 1.:mlld not deliver it. Mayor Bums said they would have 10 deliver the co-tenants. and thr co-tenants came on site and they said no . Council Member Eradshaw said they were doing a development in Dillon and lhey could have used th:ll as leverage. She recognized that she and Mayor Bums had a different perspective on that. so 1hey WOtJld just agroe to disagroe .
