The kinds of things that we h•ve heard in thi s proclamati on are. indeed, the kinds of things that ha ve been said about him throughout hi s career. Mayor Bums said we will miss him in this posi tio n and wish him we ll in his retirement. This proclamation i•, very well deserved. he said. and asked for a big round or applause for Dr. David so n. Dr. Dav id.rn n thanked eve ryone and sa id he would like 10 take just a minute to express his genuine appreciation fo r this very thoughtful gesture. (c) Recrc:uion Services Manager Hultberg and Recreation Facility Supervisor Leonard introduced 1he Parks and Recre:ition Youth Advi sory Council to City Council. Mr . Hultberg advised that, approximately six month s :igo. they ha d a desire to work more closely with the yo uth in hopes they would give some good input on progn1ms and facilities . A couple of months ago. they actually selected the new pla ygro und equipment th.it is going into Rotolo P:irk . He said he was reall y pleased with how it was working out, and they have been re.illy terrific and ilfe quality individuals . (d) Bill Clayton f1om the Gre:ucr Englewood Chamber of Commcrtc was present to audress City Council regarding the City's proposed i:rcativc sign code . Mr . Clayton said it was his pleasure lo be here this evening on behalf of lhc Grc:ucr Englewood Chamber of Commerce, primarily 1hc Government Affairs Commiucc. which tries to meet with businesses and different folks lhroughout the business community in Englewood and deal with issues such as the sign code, the sidewalk sales and so forth . Mr . Cl.iy1on advised that their chairman, Jim Reeves . could not be here thi s evening, 01herwise he would be addressing Council. Mr. Cla yto n said this ye11r he has the benefit of being the co-chair of the Chamber, and so ii was his pleasure 10 be here . We have given Council a leltcr with the Chamber's poinl c~f view on !he sign code, and we arc reall y exci1cd about thi s sign code overlay project, he sai d. Mr . Clayt on sai d, in one of his previous lives, he actually had a business with a sign, and one February n blew out in the wind . In the process of repl3Cing it, which took about six weeks . it rc.11.lly does a lot of damage to your busine55 , A sign is very important to a busirte$, he uid. These days, with all the discussion we hear o.bout c- commerce, signs have never been more important to our merchants . That is just abou1 the only way lhcy have of communicating with their customers, so lhe opponunity to have a more creative sign is really exciting . :ind we suppon that, he stressed. A5 we slated in our lcncr. we have two rccommcndatiom for yo u. One is that you put :i time limit on the approval process . As :i new bus iness, when you are trying to gc1 open, you rc.3.Jly can not ask yourself if you want 10 gamble about having o sign or not. If you do not know how long lh:it process is going to last. t.:hances arc you will just go the safe route and put up a boring sign. rather than spend the money. so we hope that yo u will consi der th:n. he said. The other thing is, the way the political winds are here in Englewood , you just like to hope that, once you get that approved, you will be able lo keep it. Perh.1ps you could think about so me wording in the intent language CJf the ordinance that says , if 4 person goes through this process , we think 1hcy ought 10 be able 10 keep it as !()ng ilS the sign is maintained. and lhc business stays in business. From the Chamber of Commerce perspective, it bears repeating that retail S&les tax is really the powerful engine of Englewood 's prosperity, and our merchants wanl 10 be :iblc:: to continue to generate that sales tax and be th.1t powerful engine . he said. In concluding. • Mr. Clayton said he h:id already given Council some comments regarding lhe possible sidewalk sale ch.1nges. He said he had .1 lcuer from their committee. Doug Cohn, of Bonnie Brae Hobby, one of our new businesses in Engle\l.'000, could not be here this evening. and .1skcd Mr. Cl.1yton 10 give Council a copy of his lcner. Council Member Bradshaw commen1ed tha1 Mr. Co hn had mentioned earlier 1hat he would no1 be here . Mayor Bums thanked Community Dcvelopmcn1 Director Simpson and his Slaff. who worked very hard on this sig n code ovcrl:iy. She recog nized that Council s:aid so mething about June . but she sai d she was thinking along the lines of a Sp rin g Fling in En!Jlewood . She suggested havin g it on May D:iy . :ind having the sc hoo l children help in ccle braling. and ha,.·mg their parents. friends and eve ryone down 10 help wit h a carnival. Maybe have a M:iy Day dance down on the: co mer there from our shop. h 1s wid.: ope n and would go back into the parking l01 . too. If we wait unlil June . the kids will be ou 1 of schoo l. She said she thought ma ybe the kids could ha,.·c 1hc ir lingcrprints done . and have th e sc hoo ls sponso r it for money-making projects, like a ca rni va l. Public Hearin1 (a) A Public Hearing was held 10 gather public input on Council Bill No . 9, amending the Englewood Municipal Code to reflect the name change of Englewood's Clean. Green and Proud Commission 10 Keep Englewood Beautiful. COUNCIL MEMBER BRADSIIA W MOVED, AND IT WAS SECONDED, TO OPEN THE PUBLIC HEARING. Ayes : Council Member Nabholz . Garrett, Bradshaw. Wolosyn. Planning Technician Newman st:ncd that she works for lhc City of Englewood Community Development Department and is staff liaison for the Clean . Green and Proud Commi ssion . She advised that lhe flTSt reading for the proposed ordinance changes occ urred on February 22 . 2000 . She submitted Proof of Publication or 1hc Notice of Public Hearing. which appeared in lhc 1:nglewood Hcrnld on February 25, 2000. M< Newmon odvised thot in 1990, Council Bill No. 52 es13blished the Keep Americ, Beautiful Commission, and Resolution No. 56. Series or 1991 authorized 1he commission 10 use the name Clean , Green and Proud . One of the proposed amendments thou is being considered tonight, she said , entails another name change . which changes the name of the commission from Clean . Green and Proud to Keep Englewood Beautiful. The ..:ommi ssion is an affiliate of Keep America Beautiful, she 3dvised. which right now . under new leadership. is encour3ging all affiJi3tcs to change their names to the "Keep Your Community Be.iutifol"' format. The name change will increase national recognition to Keep America Beautiful and also draw ,mention to the collective effons of all affiliates . Ms. Newman advised that the Commi ssion also wanted 10 upd:ue other parts of the ordinance . They would like lo change !he term lengths from four ye.irs 10 two years . The Commission has a very high turnover rate, and believes that the proposed amendment would reduce 1he 1umover rate. making it easier for people to commit 10 a two year tenn than a four year term. Addiuoni ll y. the terms for the cha ir and vice-chair would be reduced from two years 10 one year. she said. Somc1imes if we do this ll1lff in abse ntia, it c.:1n cnuse come problems . too . She recognized that it wns too la1c for this. but recommended that, in the future, we use o.n advisory board . Council Member Nabholz agreed . Mayor Burns asked ir this also includes the ch11ngc in the pcnni1 fee s. Mr .
