the fire division, particularly on the prevention side of the organization. He DOied tbcrc arc three distinct
groups of people be would like to acknowledge . Particularly over the past couple ofycan, he said, they
have been workin g with the business community in a kind of collaborative effort to get our message of

Safety Services would like to present a Community Service Award lo Abbott Fire Extinguisher Company
and A & A Tradin' Post for U111roving community safety awarenes, through their ar.s ual sponsorship of
fire extinguisher training for citizens and support of the fire education efforts in the community.
Specifically, he said , we have had a collaborative procm with A & A Tradin ' Post and they have dooated
time , space and resources for us to go down there" and conduct cducatiorv.l presentations. Also, be said.
they have donated smoke detectors and extinguisher, that we have distn buted throughout the community.
And for that, be said , we thank them, very, very much. Chief Lockwood advised that Norval Scrivner, with
Abbott Fire Extinguisher Company, bas w t <Cd with us for the past two or three years and bu donated
countless numbers of extinguishers that we use in conducting actual li ve bum training . Generally, be
noted, in any of the events outside, you will sec a column of black smoke that draws a lot ofpeop&eover
there to see what is going on. Chief Lockwood advi sed that what they have found out is that there are a
number of people who have never actually used an extinguisher . They know what they look. like, they
know where they arc supposed to be , but th ey have never used them. Through the efforts and the donations
of companies such as these , it has helped us to be able to actually let people get out then: and try them. For
tha t, he said, he offered bis thanks .
Chief Lockwood said be wanted to thank Council for providing , and supporting, a venue such as the Olde
Tymc Fair. Also, he said, he wanted to thank Jerrell Black and his staff for ''playing well with others ," He
stated they have been great.
Chief Lockwood advised that the next group of people he wanted to recognize was a couple of firefighters.
He asked that Kent Davies and Tracey Taylor come forward. Chief Lockwood advised that they have
scaled down some of the things they do during Fire Pre vention Weck. because they realize that they have a
bener audience during the Olde Tymc Fair and they have used that as a venue to do tome of the fire
prevention efforts . 11tis year was their second year to partic ipate in that and it involved a number of people •
beyond Mr. Davies and Ms. Taylor, but they were very instrumental in coordinating the efforts . In addition
lo focusing on the fire prevention arena, they also addressed car scat safety . He commented that a couple
of years ago they received some kudos from the State level for our people being involved in that. Just to
give an example , he said, during the two days of the Olde T)'llll' Fair they actually checked fifty-four car
scats and coached and counseled the people on the correct way to install the car scats. Kent Davies and
Tracey 1 aylor worked hard to coordinate this effon, he said, and be wanted to thank them

(a) Eugene NorDWl said he was born in Englewood and noted that when it comes ID public
speaking he is totall y inept, but he feels that he has a responsibility to attempt some kind of cormnunication
with his fellow citizens . H'! commented that he knows it sounds insane , but be encountered extraterrestrials
and he was with other pcopl~ when this occurred. He was doing SOS signals , Mr. Norman noted be was
doing it for every man, woman and child on the planet when it occurred . He advised that the people be was
with told him what the y observed and it corrckted wilh what be bad observed. He said be would like to
present some of the lhings to Council and whether Council acts on it or not is, in many ways, totally
irrelevant I am 7 1 yem old and in many ways it doesn't reall y maner to me , he said, yet it does matter to
me sin ce I feel a great deal of empathy for all of you . He s.i id he would like to discuss the housing aspect.
AL the present time we construct building s on the surface of tbe planet . If we would understand, basically,
in an abstract way. the formation of bubbles , how bubbles form. If we were to take that idea and transpose
it to, lets say, geodesic domes beneath the surface of our everyday reality, it would simply add to the
ground surface that you have at the present time . He explained that you would have more ground surface
in the concept of public land . I am talking about our land, be said. and bow we destroy it. We take riven
and streams and, rather than have those rivers and streams wander, we make a channel and the water flows
ve ry quickly through and past our reality into the sea . 1uto the ocean . It doesn 't benefit us at al~ he opined,
exce pt, potentially, visually . Mr. Norman stated that ifwe would begin understanding that nature is m.&Cb
more intelligent than we are , we could ta.kc those ri vers and strco.rm and ha ve ponds, little beaver ponds, •
etc etera, which would attract all kinds of life other than ourselves ... our selfish selves . It would simply be a

tba: WH provided, they though! the process they used was a very helpful process and a very eon.,lex
process. We bad a number of people on the ~lcctioo conunittee and at the end it was a very difficult
selection. However, we did select Reif Golf. be said. 111d they have quite a bit of experience in working
with restaurants at golf courses and, also, they have extensive experience iu working with restaurants.
Director Black inlroduced Ron Reif, his wife Linda Reif and David Magarahan, the manag,r al the silC.
We have visilCd Overland, where Reif Golf currently opcralCs the rcslnuran~ and, Mr. Black said, I can ICU
you that you will see Mr. Reif and his wife, at the restaurant quite often in addition to Mr. Magarahan.
• Director Black stated they are very pleased that Reif Golf submitted and that they were selected.

Mayor Bums commented that Overland is a pretty busy place , from what be c11n recall from when be bas
been out there. Director Black said 1ha1 many times when you go to Overland you have to wait to be seated
and we would certainly like to see that at our facility .

(i) Council Member N•oholz said she wanted to mention the Colorado Parks and
Recreation Columbine Award. which the Malley Center received for lhe creation of the computer lab at the
Malley Center. She srated they should be applauded for that and she thanked Jerrell Black ■nd all tbo■e
people involved .
Mayor Bums advised that there is a year 2000 CML District Meeting of our District 3, at Lone Tree on
Wednesday night, a dinner meeting . He sairl that if anyone on Council would like to sign up for that they
were free to do so . He noted this happens once a year for our district. Mayor Bums conuntnted that we are
also involved with Ra1l•Volution so we may not be able to make it to that.
Mayor Bums advised that we have two resolutions under Council Member's Choice. One is a resolution in
opposition to proposed Constitutional Amendment 21 on lhc November 1, 2000 siatewide ballot, which is
known as the Douglas Bruce Tax Cut Amendment.

Mayor Burns commented that this amendment ii very controvcniol, but we feel this will hive III mmnoly
adverse affect oo revenues of the City. He advised that Financial and Administntive Services Director
Gryg!cwicz bas prq,arcd a paper for Council that shows we would hive a drop of some 22% of our Oenaal
Fund Budget in four ycan and will accurnul"•• in four ycan, lo S27 million and our entire budact ii only
S35 million on a yearly basis . There would 1110 be about 1 19% drop in our Public Iqtrovement Fund.
We don't have but a small compliment of special district action in this City, but they would be advcncly
affected, as would the school and library districts . We discussed this II great lcnsth 11 the Metro Mayor's
Caucus , he sa id, and they have come out against this proposition. Mayor Bums urged everyone to really
wake up as tt' what this proposition means, how serious it is and wha t the advene effects are. T1leR is no
legal requirement that the legislature make up for these loses, he said, so we urge all ofynu to become
infonned on this item.
Ma yor Bums advised that the other one is a resolution in opposition to the proposed Constitutional
Amendment 24 oo the November 7, 2000 ballot. which is the one on gruwtb control initiative .
Council Member Wolosyn stated that she bas not decided how she is going 10 vote on this. She said she
doesn't feel comfortable supporting a resolution when she doesn't know how she iJ going to vote in
November.
Mayor Burns noted that be thought Council Member Garrett bad indicated in Study Session that be wasn 't
in fav cr of it but he didn 't know -.,betber Council should be voting on this particular item.
Council Member Bradshaw agreed there were some concerns about this . She said she thinks that with
everybody 's frustration with traffic and everything they arc going to jump on this and say "oh, good, we
can control growth." When in fact. she said, it would oot control growth, it would create another level of
bureaucracy, it would erode our local control and it is just wrong as far as she is concerned. Ml. Bradshaw
co mmented that it doesn 't bother her 10 say that.

in the area con,tituting most of the DR COG population, to control growth by incorporating growth control
mcuun:1 in your Compn:bensive Plans, then adopting those plans, which then become law. Mayor Burns
pointed out that there are now a lot of intergovernmental aareements between municipalities on powtb
control that the public is not aware of and so the Metro Mayor's Caucus.wanted the public to know dat
they do have a compact and it is an intergovernmental agreement, it is an enforceable agreement and they
would emph■ais that solution to growth control problems rather than this statewide blllot illue .

artwork, for the City of Englewood 2001 calendar, this Wednesday at 5:45 p.m.. She infom,ed Council
that they an: invited to help choose the anwork. If Council can make it over they arc welcome, she said.
Mayor Burns commented that the an is wonderful.
Co uncil Member Nabbolz advised that Wednesday night, from 6:00 to 9:00 p.m., the Get Out the Vote
poster drive will have a little reception here .
