Economic D<Mlopmcnt Administration for funds wider die Special Econontic Development Adjustment
Assistance Program. He said on December I, 1998, the City n:ccived fundingcom.,litmcnts from the EDA
to inillalc dcYelopmcnl oC the Cindcn:lla Cily site and they approved a financial assisW1cc awwd of
SI00,000.00 to provide pant funds which assists with a dcmolitioo of a portion of Ibo conaetc pMlting

Director Gryglewicz Slated that this is the same action that the Cil)' entered into last year to aaign k's
ponioa of the Slate ceiling for private activil)' bonds. He said Denver is pooling those lilndl and llllking

Council Member Habcnichl asked what kind of activil)' the Cil)' had last year when they did this and did
they gel a lot of response from most of oor citiuns.

and \hey appeared before the Dcprutmcnt of Local AJTairs Bond Commincc a couple ofweeh ago. He
said he had a copy of a note tliat was in the paper.
Mayor Bums saicl last year the total thal the mayors got was 3 million for the program and this yea, it's 5.11
million. they tried for 7 million. ta\ what they won t to do is get in a siluation where they repeat this every
year and gel more funds . He said ii was a \"e ry po pul ar program last year and the funds went very quickly.
Mayor Bums said they were talking before about affordable housing. especially the need for down payment
money. that kind of thing . He said that's exactly whal tltls program does. it provides ti-kind offw>ds
for people who otherwise can 't afford it.

(i) Mayor Bums said thal he wanted to thank all of lhe Council Members who
participaled in the site tours last week at the CityCentcr Project. He stated thal tl1cy had a good tour on
Thursday of Council members and staff. Mayor Burns said that RTD and FTA came down oo Friday and
Ibey bad a >ery good presentation for lhcm in Conference Room A and lhcn a lour. He said Ibey had some
good dim:tion from FT A as 10 the Conn of tlJC application for a million dollar grant and a copy of it was
given to u.< today . He said Effie Slallsmilh orFTA was very responsive and exciled aboul this project .
Mayor Bu ms opined that we have a good chnncc to get lhc funds for tliat program .

Council Member Nabhoiz stated that then: is a sewer tap located on the property at 607 West Dartmouth,
the Depot property. She said she would just read it to Council : "TIiis property is just cast of the Depa( and
it bas been vacant for several year, and apparently then: is a tap cn:dil on the property. The Historical
Society is requesting that this cn:dil be transferred to the Depot property. We have spoken with Utilities
per>onncl and have been infonncd that this c:n:dil uansfcr is possible with Council's approval ."
City Manager Scars said he talked lo Jcm:!I Bl>ek today and the amount is $1 ,900.00. He said. as the letter
calls ouL it's a sewer tap thaL with CoUJICll 's approval .. .it was already on the property and can be used for
this purpose. He stated if then: is an additi,inal building. or additional struci.,n: or some other thing that
happens on the property to the west, U1cn: will be a rcquin:d cost for tap at that time.
Council Member Habenicht said she is inclined to support this and she asked if this has been run by
Utilities, and should it run by the Water and Scw,r Board first before we support it. She asked if there was
any implication on wh.11 would happen to the property som elime in the future if someth.ing ... shc said what

City Manager Scars said it goes with U1c property that's there and since the Council now owns that
property, with this uansfcr they have U1c right 10 use that for your own pwposc . He said it's really owned
by the City Council and you can say now that you want 10 transfer Uiat right to the Historical Society for
the use of their building. He stated it 's a Council right whether or not you want the Waler Sewer Board to
give a n:commcndation on that or not. Hr. said. generally the taps go with the property, so it's up to the
owner to make a determination or whether or not they want to use thm and since the Council is the owner,
you can make that determination.

the building .

felt thctc is continuity there .
2. She said on Sunday , she drove around District I looking at the dilferent pn,pcnics. and lbc could
sec a definite improvement in many, many, many of the properties in District I. She said she did not know
if it was a spin off of the development or not, but thcrc arc some people doing some phenomenal dungs
with their propcnics down there. She commented that maybe ii is lo Ann Nabholz's credit she was not

Council Member Grazulis commented that she has been watching and there seems to be an increased
awareness in all Districts .
Ms . Bradshaw stated thal the Code Enforcement Advisory Committee was going to give awards out and
she hopes that the program will go fonrard even with the resignation of Barbara Fout. Council agreed.

I. She wanted to thank Chris Olson for the memo about what she had asked about before, regarding
the vandalism and assaults . Ms . Grazulis noted it was di.ring a ten day period. but she was glad to o,e the
figures from 1998 to 1999 for Iha! p111icular period . She said it was very informative, since she lives in
that area and she olferal her Uianlts to Director Olson .
2. She said today she met \\ith another section of the Culturnl Arts Committee and they wcn:just
viewing some artists that might be in consideration for munls along Broadway .
(v) Council Member Waggoner mentioned an article in 1hc most recent City Beat
regarding recycling. ttying 10 convince ail ofus to n:cycle and what a fine thing ii is, ycr he heard about a
month and a half ago that Waste Management was going 10 eliminate plastics from the recycle program
because just recycling plastics in i!Sclf would not pay the cost oflhc pn>gnlffl. He said the article stated you
can recycle newspapers because they pay for themselves. you can recycle glass because it pays for i!Sclf.
But he said, it just seems like w, ::Oo '1 recycle because each individual item docsn 't pay for i!Sclf in the
nwtetplacc and that seems a little ridi°'•lous to him Council Member Waggoner mentioned that it has
been a couple or years now that he has trit.d to gcr an ordinance, or something. that says that everybody that
provides MISle service in EngJ.,.ood ,.;11 recycle everything Iha! is considered a recyclable material . i ;,
said he thinks it is time 10 go ahead and n,surrcct Iha! again and make sun, that if they are going to provide
a sclVicc then they n,cycle the material. l k ,a1J he doesn 't care wheU1cr glass doesn't pay for i!Sclf, they
can make newspaper poy for part of glass. they don't have to make a dollar on every item that they n,cycle.
Again, he said, he wants to bring that up and sec what Council can do about it.

was made that that was a good question. She pointed out lhat the City has had complaints over time about
billboards on Broadway and we wen: told we couldn't do anything about it because it was State highway.
Council Member Waggoner staled it should ran under our sign code now .
City Manager Scots said he did not know, tl,at he would have to double check. he knows that then: is a sign
code and ~robably it docs relate . He noted tlrcn: is language about billboards l'itltin Ural sign code,
