Colorado Dq,artment orTmnsponation presented Communily Relations Officer Nancy Pelenon with an
award for her dfons in promoting trnllic safcty , Present wen: Dr. Lou DcCarolis, Regional Admlniluator
of the National Highway Traffic Safely Administration, Judy Hammond, Regional Program Manager for
Occupant Ralraints, and Duke Smith of the State Office of Highway Safety, a division of the Slllc
Department ofTransponation. Mr. Smith is the fonner Chief of Police of the Cily of Edgewater. Dr.
DcCarolis advised that each year the National Highw,, Traffic Snfc t)' Administration orpni:ra an event
called Life Savers, which was auendcd this year by over I 500 people from around the nation. !!ach year,
they mcogni2IO ten people from around the nation who u .. y feel portray life saving skills, life IIYiag
actions, and a genuine concern for roducing injury and trauma on our highways. Dr. DeCaroli1 sald that
Englo\lOOd is very fonunate to have such an individual working here, and that individual, he said, is
Nancy Peterson. He said he would like to share how important she is to his organization u a pan of their
national and stale highway safely teams . Since 1995, he advised, Officer Peterson bu sclVCd as the
neighborhood coordinator for the Cily of Englewood, and has laken it from Cony or fifty blocks to 450
blocks. The program serves as , communily coi::c,unication 100I for tlte other Cily departments aad
activities. Officer Peterson, he continued, is a natural organizer, in that she coordinates July•• family
events for communities near Englewood, and rt<ently received national recognition for National Night
Out activities. Whenever possible, Officer Peterson weaves a safely belt and child safely seal message and
don't drink and drive message, into her many Neighborhood Watch Progn·m activities. She worts closely
with three NASCAR and Fonnula One race car drivers to promote trnllic and highway safely. Dr.
DcCarolis said lhesc folks an: so proud of what Officer Peterson docs and res~:.:l the life saving work that
she docs, that they actually came tonigh~ and that is very impressive. Ol!Jcer Peterson is active in the
Speed Pkdgc Program, where individuals sign a pledge to drive within the speed limits of the Cily of
Englewood. Sever,; thousand residents have already signed this pledge, he added. He said Officer
Pct~rson wa·• one cl ten nationa'.Jy who received this aw.ird. upon which great imponance is bestowed,
front his boss. Dr. Ricardo Martinez.

Dr. DeCarolis offered his congratulations.
Duke Smith. on behalf of the Colorado Department ofTransponation, congratulated Officer Peterson for
her c..cmplary program. He said he is the coordinator of the Slate enfortement program, working with all
the amununitics around the State of Colorado . When he first met Officer Peterson . and she explained her
progmm with the NASCAR people, he was so impressed that he took it to NHTSA . They , in tum , were so
impre.;scd that they felt it deserved some recognition . Mr. Smith agreed that Officer Peterson deserved
recognition because she set an example for the Englewood police department. the community and the
State or Colorado.
Officer Peterson said it was Man:h 23 rd when she received lhc award in Seattle, and Director Olson was
with her, along with Mr. Smith and a couple of other reprcscn1atives from the local NHTSA office and
COOT. It was 5UCh an honor, she said. and such an elegant program, but it actually means more to be
here, in front or this audience, and that you took the time to come out tonight to share this. We have a
wonderful cily and a wonderful program . She 5'lid she could lead all day long, but if we did not have •

(i) Director Gryrlewicz presented a recommendation from the Departmenl of
Financial Sen,jces to adopt a bill ror an ordinance creating a Housing Rehabilitation Fund and
designating 11-.o rund an "enterprise." He said the bill creates a sep,rate Housing Rehabilitation Fund to
account ror tile activities that would occur with the rehabilitation . It also designates this as an enterprise
under the pr.wisions or TABOR.
Council Member Bradshaw asked bow many Housing Rehab Funds we will have . She asked if it is just
the one that Janet Grinunett does. Mr. Gryglewicz said yes, and this will just allow it to be accounted for
separately and put it into the City Code.

(iv) Acting Director r-.i.m pnescnted a n,commcndation from the Department of
Public Works to approve. by motion, a constJUction contract for Conciete Program 1999. He
r=mmcnded the contract be awarded to Concr<te Works of Colorado, Incorporated, stating that we have
extensive experience with that company. They aro proscntly working our paving district, they also did
most of the work at Belleview and Santa Fe for that Stare project, he said. and we feel very fm tunatc to
have this finn. Their bid was in the amount of $122,630.00 he said. adding that, missing from the bid
tab, was the fact that the engineer's estimate was abour $138,000.00.

(i) Mayor Burns thanked Council and stalf for 01e retreaL goal setting and
budgeting session on Satwday. It was very successful, he said, congratulating City Manager Sears and
staff for their good pr<sentations.

.aid. He felt that a rosponse should be sent clarifying that it comes from the Stale Historical Society , u,d

(i) Council Member Bradshaw :
I. She pointed out that the National League of Cities "'nilicate indicated that Mayor Bums was
mayor of Englewood, California.
2. She thanked Slaff for the good information as far as recycling progrJIDS, because that rally
helped.
3. Ms . Bradshaw said Council received a letter from Paul DrcsMer. She felt it should be referred to
Neighborhood and Business DevelopmcnL She said he owns an apanment building on Oxford and wants
to put some alfordably priced townbomcs on iL
4. She thanked staff for the wonderful session on Salwday. It wasn 't boring at all , she said, and it
moved quickly and that is a cmlit to their taking Council's comments last year to bean .
City Manager Sears said thanks to the staff, they really did a good job.
(ii) Council Member Grazulis said she au ended the last pan of the Library Board
meeting last Tuesday and one of the large concerns was over the original ~ that was given to the
Englewood Historical Society . Now they have none. she said, and they want some space and they want
people to look at the ir needs .
Council Member Nabhol z said they had clarified thal. Council Member Habenicht came to the Historical
Society Board meeting last Thursday morning and brought this same concern. she explained. It is a
partnership, and we arc all going to shale the space . The Historical Society is nol going to take away
from the Friends oflhe Library, nor is the City going to lake away from aoy of these other groups, she
advised.
(iii) Council M"'"' ., liabcnichl said she has been attending a forum on growth
today and tomorrow at the School c; i ublic Affairs at C.U. They arc bringing in people from all aver the
counuy to talk about urb3n sprawl and ,man growth. she advised . John Parr was then: and talked about
Metro Vision 2020 and said some n:ally nice things about the CityCenter n:dcvelopment. She felt it was
n:ally nice to see how well we an: being received and how we an: being talked abou t cverywhen:.
Council Member Waggoner said he had a question about the growth plan and Metro Vision 2020. He
said he glanced through that but did not see a law on was te removal. He felt that would really be an issue.

Council Member Bradshaw said she called the three council members rrom Sheridan over the weekend
and thanked them for supporting our stand. She felt it was nice to sec that people heard what our
residents said .
Council Member Nabholz said today she met with Wayne Oakley and Dell Momgomery. They met with
Denver regarding working with the SlrCCts. It is nice that they have a new individual on board that is
willing to work. She said she is very proud of our guys . They take the time and cll'ort, and they have it all
down on paper. Englewood has always tried. she said. but Denver has been the one that said no, they
don 't want any pan.
Also , she said. ifwc ever have a Monday, where it is the fifth Monday that wc don 't have a council
meeting. she would like to consider going bock to the Wastcwttcr Treatment Plant and inviting all the
boards and commissions to one big meeting. She said she hears it from all the different Council members
that this commission ,-Is to talk to that commission, and she felt it was long over due. Ma)t,c sometime
this summer, she said.

Mayor Bums said some cities have • breakfast once • month , sometimes it is just the chain of the various
commissions. Since wc don't have regular meetings with them, like we u5Cd to at the Study Sessions. he
said. wc get kind of detached from them.

concealed weapons bill Scnalc Bill 84 has gotten more publicity laMy than probably IJOS in the House,

He said he strcsacd the issue or local control and where these can be taken and how they can be controlled .
Mr. Palmer assured Mayor Bums that this is still in the bill . Mayor Bums said it is something we need to
be continuoosly keeping in touch ,.;th CML on regarding the particulars of the bill , and they seem 10 hear
loud and clear what the cities arc saying. Hopcllllly, when those two finally get together. those restrictions
will still be in there. he said. opining that the Governor will sign the bill and is going to recognize that
this is something or statewide cona:m. The important 01ing is to let local communities have some
decision• making in this, and they assured him that this is still one orthcir objectives .

(a) City Manager Scars thanked council and staff for putting together the presentation
Saturday. He said he was very happy with the goals and the financial and the Y2K. There were a lot of
items and the staff worked hard. He said he appreciated th e input rrom Cooncil.

City Attorney Brotzman did not have any mailers to bring before Council .
Council Member Grazulis said she had two more things to discuss . She acknowledged that Puts and
Rtcreation 's egg hunt next year ii going 10 be even bigger and better and she looks forward to having her
children participate .
Ms . Grazulis also felt the Art.,: ::>ay celebration. with the great tree giveaway, was a great success. She
asked how many trees they gave away. Director Black n-,;;,uadcd that they alroady had about fdly people
