boards and commissions . These boards and commi&Sions could not function without the panicipatioo of
our citizens and we have a lot of loyal people who serve and they lend an awful lot to our community . He
asked for a round of applause for all of them.
Council Member Grazulis suggested that if Mr. San ho 11, was present he should be rec, · i.:,.,!,
Mayor Burns •greed and had Mr. Sanborn come forward . He introduced Mr. Sanborn and explained that
by Slalute he appointed him lo lhc Englewood Housing Authority. Mayor Burns noted ii is the rust time in
the histo,y of the Housing Authority thal we have a tenant ocrving on the Boan!. He advised this was
mandaled by Fcdcral law recently and we arc aoating a dill'crcnt position for the member of City COUDCil.
Instead of being a full member of the Housing Authority Board the new Council position will be an ox-
officio position and thereby that Council member will be able to vote on Housing Authority matters that
come befor,: the Cit,r Council without being conflicted out II works beru:r for the City Council . Mayor
Bum.• 'lated they have th special plcasur,: of having Mr. Sanborn join the Housing Authority Board. He is
the current President of the Simon Center Tenant Council . Mayor Burns thanked Mr. Sanborn.

Council Member ',Vaggoncr asked if there is a conflict bctwccn t.bc Fire Code and t.bc Building Code. Fire
Manha! Grecnc said actually no, the two have been corrclatcd siDcc probably the 1988 Code . They are
dooe by an outside company, they are done by an Jatematiooal Confcreocc of Buildin~ Officials out of
California. That is where we buy our Code books from that we bring to Council to be adopted. So,
Council Member Waggoner said. those two are compabole and it is jusa the Municipal Code that is oot.
Mr. Greene said that is concct.

Greene confinncd that it is and noted they will probably be bringing the 1997 Editioo to Council in the near

Flahet1y advised that our CUITellt parking plan shows that the oosite parking will accommodate the needs or

Reservoir Foundation 10 aJopl a resolution supporting the imposition of the Restrictive Use Agreement on
the Englewood/Mclellan Reservoir Foundation property. Mr. Simpson advised that he is the Din,ctor of
Neighborhood and Business Dcvclopmcnl and also a Board Member and Secretary for the
Englcwood/M.:Lellan Reservoir FOW>datioe He advised that this is focused on approximately 100 acros of
a 500 acre ~.:.-velopment parcel and ii has been n,,'ewed by the Foundation's consultants, as well as Shea
Homes . Mr. Simpson explained that what this U$C agreement docs, first and forem~ is protect our water
quality in the Mclellan Reservoir, but ii provides for higher long tenn valuation and income streams for
the property's dcvclopmeni over the next period of years. He said that staff is urging Council's suppon for
this resolution .
