Mayor Bums presented the proclam:nion to Public Education Specia list Mari e Dymek .
Ms. Dymek explained that Nationa l Nighl Out is a nation-wid program . The goal or the program is to
olTcr the opportunity for neighbors to get to know neighbors better so that they can help each oth er fight
crime in the neighborhoods. Citi1.cns an: asked lo tum on their porch lights. lock their doors, go outside
and meet their ncigh'JOrs. Ms . Dymek noted that this year in Engl°"ood there arc approximately 120
nei ghborhoods plann ing 10 celebrate in various ways. i.e. cookies and iced tea or pot luck dinners .
Additionally. she advised that the Ci ty anticipates that someone from Safety Sm iccs. City Council or staff
"ill visit each of these neighborhoods throughout the evening.

Council Member Waldman noted thal stalThu indicated that Ibey anticipate, on a $1.4 million hond , lhat
1he payback is going to be Sl.2 million. He asked ifthal is subject to change based on fluctuating markets

bcncfils of this proposal as well as recommendations from the Career Service Board. which were
submillcd after they held a Public Hearing on this i..uc last Thursday. She stated that some or the
rt:e0mmcndations have been incorporated in the proposed council bill .

AMENDMENT TO VERSION TWO OF COUNCIL BILL NO. 38 THAT THE CITY ATTORNEY
SHOULD DRAFT LANGUAGE THAT WOULD IN ESSENCE ELIMINATE THE CAREER
SERVICE BOARD AND SUBSTITUTE A HEARING OFFICER PROCESS INSTEAD OF THE
AD HOC COMMITTEE THAT WAS ORIGINALLY PROPOSED IN VERSION 1.
Council Member Habenicht questioned whether version two includes all of the rt:e0mmcndations from the
Career Service Board . City Attorney Brotz.m.an advised that version two, with Counci l Member
Hathaway 's proposed amcndmcn~ fully complies 1'ilh the rt:e0mmenda1ions made by the Career Service
Board . Version 1wo as amended substitutes a Hearing Officer and elim inates the Career Service Board as
was recommended by the Career Service Board at the hearing.

in a car accidcnl on Interstate 225, was an Engltwood resident. She""' a single mother oftllrcc and a

(ii ) Council Member Wiggins staled he is oonfident that lhc money spent by the
Cily 10 send Mayor Burns to Washington D.C. has been money \\<II spent. He feel s the City will benefit
from the Mayor's cffons and he thanked him .

(a) Cily Mana&er Clari< provided a Redevelopment Repon on Cinderclla City. He advised
that he and Skip Miller 111d with Rieb Dolson. retired head or Asset Management for Equitable Real
Estate, in Atlanta last Friday . Mr . Clar!< stated it was a very productive meeting and he will be rcponing
to Council on that meeting later. He noted that wt arc RI impasse as to who l'ill cover the cost or
environmental n:mediation. Mr. Clari< advised that he wi ll meet with Mercantile Corporation officials in
Cincinnati on August 22 . 1995 . He rcponed that wt h.ive rcached an agrcement , in principal, with the
Miller-Kitchell Development Company. Mr. Clark added that he has nothing 10 rcpon rcgarding the
Montgomery Ward lease .
(b) City Manager Clark joined the City Allomey in requesting an Executive Session
immediately follol'ing the Council mocting. He staled he needed to discuss a rcal estate manor with
Council .
