Council Member Vormittag asked Ms . Lo"~ if she is specifically seeking no parking signs on the south
side of Girard A,-cnuc. She responded that the signs can not be on the south because that is CM11ed by
S"edish and Craig Hospitals. She said it 11i ll ha,e to be on the north .
Council Member Vormittag asked if the other citizens on the nonh arc in agreement. Ms , loY.'C

Council Member Hathaway asked if the petition indicates how n1.1ny propcni ~ actually b.lck out of their
dri\'CWays onto Girard A\'cnuc. Ms. Lowe said there arc about fi\'c properties along there that exit onto
Girard Avenu e.
Ms . Hathaway asked City Attorney Brotzman if tl,cro is an)1hin g in the Uniform Traffic Code that
rcqQircs no parking restrictions be placed there if all the property 0Y.11ers agree to it. City Attorney
Brotzman responded that ii is not in th e Traffic Code . Council may adopt no p.1rking restrictions undc!'
the Municipal Code .
Council Member Waggoner asked if Ms . Lowe would object to cars parking on the north/south streets in
front of her property if no p.,rking signs were pl.1ccd along Girard A\'cnue. Ms. Lowe said it would not
hurt her physically, but it would annoy her.

Mayor Bums said the City can implore the companies invol ved 10 be pro--acti\'C in encouraging employees
to park in parking structures .
Council Member Hathaway said she feels companies can only suggcsl when, employees should park. as
they have very little power to enforce parking requirements .
Responding to Council Member HabcnichL Ms. Lo\\c said she would still like to have her guests be able
to park in front or her propcny. Ms . Habenich t s.1id she would like to look at parking impacts at the same
time comprehensive zo ning ordinances arc being studied. to help mitiga1c this continually emerging
problem .
Council Member Hathaway said tl-:t other areas of 1own. includ ing 82 zonin g districts , ha\·c similar
p.1rking problems where a business is on one side orthc strccl and residences on th e other.
Counci l Member Vom1i1tag said he feels the Cit y Traffic Division sho uld hn\'c handled this problem and
Ms . Lowe should not hnvc had to come to Council for rcsolu1 io n.
Council Member Wiggi ns said that tJ,e Traffic Di vision shou ld be given the opponunity 10 explain their
position .

Cou ncil Member Hathaway stated that there is still a considerable amount of money in the Malley Center
Trust Fund. She said that it is difficult for some people to find the Center and she feels the placement of a
sign identifying 1hc facility will be a great addition .

!denlilication Number (VIN) inspections for citiztns and establishing a fee for this service. Mr . Olson
said the Cil'y currently pcrfom\S six to ten ccrtifacd and non<enincd inspections a week for citizens . The
City currentl y docs not charge for non«nified inspections. although Slale S1a1u1cs require lhal the Ci ty
charge a fee of lwcnty dollars when doing a ccnificd \'Chicle inspection . Addilionall y. statutes require lh "t
a special fund be established when: lhc proceeds fmm lhc inspections can be deposited and used 10 olfscl
the cost of the program . This can be done at a Cily lc\'CI. ra1hcr lhnn a11hc Stale level. Sta.IT recommends

Council Member Hnbcnicht asked the purpose or the inspections . Mr. Olson s.iid that non-ecrtificd
vehicle i1ispcctions arc pcrfo nn cd for such things as title adjustm ents . Out or state vehicles must have a
vcrili ca 1ion that the idcniification number matches in order to be licensed in Colorado . Counc il Membe r
Wiggins added thal this is not a yearly requirement for vehicl es and is typically ncccss.ary only once per
vehicle. He s:lid Arapahoe County charges $7 .80 ror this service .
Council Member Habeni cht asked ir this is a service that could be pe rformed free or charge for Englewood
residents onl y, wilh a fee charged 10 non-residents. Council Member Wiggins fell this would be ill -
adviscd , since word would get ou1 that the se rvi ce is free in Englewood, while other en tilics charge for
VIN inspcctfons . He ree ls it would create a si tuntion that would be too time consuming for staff.
Council Member Vonniuag asked if., police officer must perform lhe inspect ions . Mr . Olson n:sponded
that non-ccr1ificd inspcctio,is cnn be performed by any police officer or licensed emissions mechanic .

Council Member Habenicht asked if there is a down side to havi ng a historica l designation and whether a

as hi storica l, the fa cade must be restored. in this c:as: to the 1949 conditi on . He sai d the interior can be

that any baseball diamond at Denny Miller Field would be appropriate .
Council Member Wiggins asked Co uncil Member Wnggoncr whether the Parks and Recreation
Comm ission would be interested ,n looking at the proposal. Mr. Waggoner said Counci l should probably
nm 1hc mailer through the Commission .
Council Member Habenicht said she lllinks it "~ very thoughtful of Council Member Hathaway to bring
this up , She would like to have some lime to review the ma terials and for co nsi deration of the inattcr.
