A RESOLUTION SUPPORTING THE ENGLEWOOD ENV IR ONMENTAL FOUNDAT ION,
INC. (EEF) GRANTING RODGER GILSON A LICENSE TO USE PROPERTY ADJACENT
TO 3290 SOUTH DELA WARE STREET. ENGLEWOOD. COLORADO.
WHEREAS. in 1997 the Cit)' Counci l of the Cit)' of Englewood , Co lorado authorized the
creation of the Englewood Environmental Foundation, Inc . (EEFI), as a nonprofit development
corpora ti on 10 funher the redevelopment of the Cinderell a Cit)' site: and
WIIEREAS , in 2004, Rodger Gilson requested approval lo in stall n fence and make use of the
nrcn between his propen)' line and the West Floyd Avenue sidewa lk : und
WHEREAS, th e Eng lewood Environmental Foundation In c. is the owner of thi s parcel : and
WHEREAS, EEF propo ses granting a License 10 Roger Gilson, allowing hi s use of the west

COUNCIL GOAL AND PREVIOUS COUNCIL ACTION
In 1997, City Council authorized the creation of the Englewood En vironmental Foundation , Inc .
(EE FI) as a nonprofit de velopment corpora tion to further the redevelopment of the Cinderella City
site .
RECOMMENDED ACTION
Staff recommends that City Council adopt a Resolution supporting the EEFI grant of a License to
Rodger Gilson . This proposed License will allow Mr. Gi ls on t~ use EEFI owned property adj acent to
3290 South J)elaware Street.
BACKGROUND, ANALYSIS, AND ALTERNATIVES IDENTIFIED
In 2004, Mr. Gilson approached the City requesting to install a fence and make use of the area
between his property line and th e West Floyd Ave nue sidewalk. Initially, City staff expected to
process an encroachment agreeme nt allowing the fence within Public Right-o f-Wa y. However, title
work dete rmined that ownership of th is area is in th e name of the EEFI.
EE FI proposes gran ting a License to Mr. Gilson, allowing use of the west 101.6' of Parcel B, as
shown on the attached Land Survey Plat. The size, shape, and location of this area do not appear to
be suitable for any commercial or public use at this time . Pr esently, th e area is a sea of asphal~ and
staff believes that the owner's proposal wi ll improve the neighborhood.

FINANCIAL IMPACT
There are no financial impacts related to this transaction .
