Mr. Klipp explained that the hlcnt is to modify the signals 3nd tum movements at those intersections . enhancing tbc ca:-,.1city. in i::;dcr to reduce congestion . Consequently, ns they believe p.1rt of the congestion 3l ong East Hampden_ A venue occurs because of a sense of confusion abolit where to enter and exit. the propos.1I is to eliminate all but two entry access poiuts to the Medical Office Buildings 1.11. and Ill . Mr. Klipp discussed specific modific-Jtions that will achieve this goal. Council Member Gulley e~prcsscd her concern that ihe Medi cal Office Building (11,108) drh-e~\\'3Y, "ith one entrance and one c.x it. would not really help traffic flo w along E.ut Hampden A,'Cnuc . Mr. Klipp ad,riscd Swedish will do several things 10 help alleviate congestion i.e. change some of the traffic patterns along East Hampde n A\'cnuc by relocat ing some or lhe am bul atory care services 10 the nonh and modifying street intersections . Lengthy discussion ensued regarding the po1e111ial increase in 1he ambulatory care popul :Hion . Mr . Klipp c.xp lnined th at the Pmienl Care 2000 Concept is a trend 10 pro\'ide different mclhods ofpro,·iding hcal 1h c:1re 10 p.11icnts . Essentially it requires more squ.,rc foot age to se rve the s.1mc number or p..1tic:11ts . Council Member H.itlc1w:1y questioned lhe proposed ch.1ngcs to p:1rking and the subsequent impact on traffic now. Mr. Klipp analyzed the anticipated parking needs. Ms. Hothaway r<minded Mr. Klipp of the concern. voiced by o member or the Planning and Zoning Commission . regarding the intersect ion at South Pearl St.reel and Easl Hampden Aver tlC. She encouraged the traffic engineers to continue to monitor that intersection. Council Member H.1benich1 questioned the irnp.1c1 or lhe increased traffic now on the surrounding residences.
