9. Public Hearing

Betty Lou Acker, 3140 South Delaware, eaphasized the t~ortance of providing
sufficient funds for the police and fire depart.ants . She questioned the ex-
tent of police coverage of Cinderella City. City Manager Fraser pointed out
that Cinderella City has the lowest reported cri111e rate of all IU.lls 1n the
metro area. He explained that 11111 security works very closely with the
police officers and they have a direct link to the police departnient. Council
Member Yan Dyke noted that last year the police departinent was increased by
three officers.
Virginia Smith, 3165 South Sherman, r@(!Uested an Increase in police coverage
in the parks . She suggested Council consider establishing an auxiliary police
force or s0111ething si•11ar. Mayor Wiggins replied that the City , at one tline,
relied on a reserve force of volunteers that patrolled the parks on the week-
ends. He encouraged Ms . Smith to call Safety Services and report any prob -
lems . City Manager Fraser pointed out that this sulllfter officers will i ncrease
their coverage of the parks and personal contact with citizens. He noted cur-
rent State Regulations require the same train i ng standards for regular and
reserve officers. Hr . Fraser noted the City still has an Eagles program and
they use retired certified police officers on a part -time basis. Discussion
ensued.

Council Metlber Habenicht stated, based on the understanding that Lounctl would
be supporting the rec~ndation of the Concrete Task Force, sh~ would vote 1n

(d) City Attorney DeWitt presented a reconnendation to adopt a bill for
an ord i nance regarding unclaimed property. He noted House Bill No. 92 -1152
was passed by the Legislature, which states unclaimed property in the State of
Colorado is the property of the State government . In order to ma i ntain the
revenue source for the City this ordinance Is necessary.

Council Me•ber Habenicht pointed out that Boy Scout Troop 92 has shown their
1pprecl1tton for the use of the lake by taking on the task of assisting with
clean -up of the like.
12 . General Discussion
(a) Mayor's Choice
Mayor Wiggins noted he had observed Police Officer Mclennan park his patrol
car and get out to assist a blind person across the intersection of Broadway
and Belleview . He asked Nr. Fraser to pass on his appreciation to Director of
Safety Services Stanley .
(b) Council Metlber's Choice
(i) Council Member Gulley:
1. She noted it is City Council's turn to host the annual Greater Englewood
Chamber of Corm,erce/C i ty Counc i l dinner . Discussion ensued.
2. She reminded Council that the Housing Authority Board had appoin t ed a
sub -conwn i ttee to review all board applications . Discussion ensu ed.

placement of l l ght globes along the streets. Ci ty Manager Fraser understood I
the EDDA had some funds for that purpose and the pro ces s has begun. Council
Me mber Hathaway confirmed that EDDA approved the purchase la s t month . The
City wo ul d be co ntributi ng half of the cost.
