Ordinances, Resolutions and Mot \~os (a) Environmental and Neighborhood Services Administrator Glazier pres - ented a recorrrnendation from t he De~artment of Community Development to adopt a bill for an ordinance banning the use of wood burn ing units on high nollution days . He explained existing air quality problems i mpact the health, welfare and economic well-being of the communi ty . This ordin an ce wou;d allow the City 's partici pation in solutions to enhance local air quality and to help the Regional Air Quality Council r ece iv e cred i ts fro m t he Environ mental Prote c tion Agency . (11) Council Member Habenicht : I. She questioned the ttmel lne for publ i shing vacancies on the Library and Liquor Licensing Authority boards . Discussion ensued . 2. She stated she Is pleased that we still have fireworks within the com- munity. However, she stated a number of citi zens had commented on the fact that tht City of Englewood's name was not associated with the event and they felt 1t was lacking some of the conmunlty sph'it experienced when the display was held at Centennial Park . 3. She brought up the subject of the state-wide initiative to raise the Colorado sales tax. She asked that Counc i l consider supporting the Children First Initiative . Council Member Bullock expressed concern about the ap- propriateness of Council taking a stand on this issue_ Discussion ensued. Staff was directed, with Council Member Habenicht's support, to prepare a pro - posed resolution to be considered at the regular City Council Meeting July 20, 1992 . (111) Council Member Hathaway: I. She noted several citizens had commented on the fireworks celebration . They thought it was well run and the corrmand staff did an excellent Job of mdnag1ng the crowd. She thanked the Police and Public Works Departments for a job well done. 2. She requested official approval of C1ty Council to travel to Atlanta to talk to the owners of Cinderella City as Council's representative. She stated Council He ~:ber Van Dyke would be attending in her place if she were unable to attend. She noted the expenditure would be charged t o Economic De11elop111ent funds. (v) Council Me mber Bullock noted that a recent article in the Rocky Mountain New s concerning the Light Rail Project reported the City Cou n- ci l s of Littleton and Englewood were strongly i n suppo r t of the project. He wanted t o know if he had Council 's support to clarify the City 's position. Council's position on the project was discussed . City Manag er Fraser offered to ass i st Mr. Bul loc k with an appropr i ate response. (vi) Council Member Habenicht noted she had prepared a report on her t tendance at the CML Conference June 16 through 20, 1992 . 13 . City "anager's Report ( a) City Han ager Fraser adv i sed that Deputy C tty Han ager Martin has accepted the position of City Manager of the Town of Blackhawk. He expressed appreciation for her imagination, creativity, and dedication. Ms. Hartin was given a standing ovation . 14 . City Attorney's Report (a) City Attorney DeWitt pr~sented l recommendation that would allow him to defend the appeal 11f Carol llatthews ·regarding a February 10, 1992 traf- fic ticket.
