Pro Tem Hathaway at 7:35 p .m.

25, 1992 and J uly 2, 1992 . Mr . Es t erly stat ed that a not ice of i nten t t o form
t he di s t ri ct was published In the Englewood Herald February 21, 1991, February
28 , 1991, and Hart h 7 , 1991 . On March 25, 1991 a Public Hear i ng was held
pr i or to the format i on of these di stricts . On April 8 , 1991 Public Works re -
contacted everyone involved in the process , at Council's request , to conf i rm
t hat the City had decided to pro c eed wi th the formatio n of these di str i ct s .
On Apr i l 9, 1991 s t aff solic itated vo l un t eers wit h doorhangers and I n add iti on
the r e were previous contacts that had requested Inclusion In the concrete por -
tion of the dist r ict . On June 29, 1992 Publ i c Works mai1ed out notificat i on
of the proposed assessments. Hr . Esterly rev i ewed information included in a
prepared handout. The handout inc l udes a brief description of areas covered
by the paving di strict and the mandatory concrete district. He noted volun•
tary concrete replacement exists throughout the entire city . Final assessment
data was rP.viewed. He reviewed the proposed schedule for compl t lf on of Paving
D1 s ~r l ct No . 34/Concrete Replace~ent Distr i ct 1991. He di scussed two concerns
raised by property owners: inequitable assessments and cost of tree removal .
He noted varying c redits were all u~ed, i n some instances, for replacing exist -
ing concrete that was in good co nd i tion and that tree retn0v1l work 1s paid for
by the City.
Mayor Pro Tem Hathaway invited public co11111ent and expla1ned that comments will
be taken on a street -by -street basis.

Ken Love, 4501 South Logan, appeared on behalf of hi s mother [leaner Gates who
owns the pr operty at 3821 South Oel aware . He thanked Council and the City
government for coming in under the origi nal estimates. He noted some of his
con~erns have been addressed by Mr . Esterly . Howe \l er, he complained of the
poor workmanship on the si~ewalk at 3821 South Delawa.-e.
Hr. Ester l y noted the work at that location has been accepted by the City . He
stat ed there has been some problems associated with cracks al ong joints of
individual stones which have been addresse d on an i ndiv i d ual lot -by -lot ba si s
and discussed wi th the homeow ners . Th e City fee ls t hey are not a hazard to
the f utur e l i fe of the concrete. He stated he was un awa r e of ot her work man-
ship is s ues . In r esponse to Mayor Pro Tem Hathaway's r equest Hr . Es terly ex -
pl a i ned the Ci ty 's two -year bond on con c rete contractors . Re placement of de •
fecttve wo rk wi ll be demanded of the contractor up to t wo ye a r s after comp l e -
tion of t he work .

Director Esterly confirmed that this alley was petitioned into th e distri ct at
the request of the majority of the property owners at that lotatlon.

Ladislau Bosqa, owner of property at 4000 South Broadway, questioned the
amount of his assessment. Hts assessntent is approximately $4,600 and he cal-
culated the act~al a1110un ~ should be approxi•ately $3,600 . Mayor Pro Teni Ha t h-
away suggested he conta~t Director Esterly and City Attorney DeWitt to protest
the assessment.
