6. Pre-scheduled Y1s1tors
(a) Mayor Wiggins advised that the awards to participants of the Proud
Property Program would be presented later in the meeting . (See page 3)
(b) Alexander Stickler, 1400 East Bates Avenue, requested financial
assistance to travel to and compete In the 1992 Junior National Road and Track
Cycling Championships.

$150.00 TO ALEXANDER STICKLER TO ASSIST HIN AS HE COMPETES IN THE U.S. NATION-
AL CYCLING CHAMPIONSHIPS.
Council Member Gulley stated it is important for Council to establish a policy
for future donations. It was agreed to discuss the issue at budget retreat in
September.
Council Member Habenicht asked that Hr. Stickler be given a City t -sh irt.

7. Non-scheduled Visitors
(a) Alan Zwiefelhofer, 3425 South Sherman , ~peaking on behalf of
several residents of Orchard Place, complaine d of dogs barking excessively and
noisy children. He asked for assistance in dealing with the problems as he
feels he has exhausted his options . City Ma na ger Fraser responded to the con-
cerns and advised of actions the Ci ty has taken i n an attempt to rectify the
problems . He noted one of the dog owners has been cited and the court date is
July 21 , 1992. Discuss1o r. ensued. Council Member Hathaway asked for a show
of hands of those residents of Orchard Pla ce in the audience, those on the
east side of the build i ng , and those that agreed with everything Mr. Zwiefel -
hofer said. She noted the residents have brought these concerns to her on
different occasions and it is Indeed a nuisance and has been for a long time.
City Attorney DeWitt advised of the importance of the residents testifying in
court. Council Membe r Hathaway en couraged t he -reside nts to c all the pol ice
each time there 1s a problem.
(b) Vesta Frank, 3425 South She rman , reiterated th e concern s expressed
by Hr. Zwiefelhofer. She was assured the problem would be addressed .

AN ORD I NANCE AMEND ING TITLE 6, CHAPTER l, OF THE ENGLEWOOD MUNICIPAL CODE
1985, BY ADDING A NEW SEC TION II RELATING TO A BAN ON WOOD BURNING ON HIGH
POLLUTION DAYS.

11. Ordinances, Reso1utlons and Notions
(a) City Manager Fraser presented a recommendation from the nepartment
of Connunity Development to adopt a bill for an ordinance approving the sale
of properties developed for the BUILD Program . He advised the intent of this
ordinance is to provide the latitude and direction to staff to perfonn within
certain guidelines.
Deputy City Clerk Ellis was asked to read Council Bl11 No. 29, entitled:
COUNCIL BILL NO. 29, INTRODUCED BY COUNCIL MEMBER GULLEY
A Bill FOR AN ORDINANCE APPROVING THE SALE OF FOUR PROPERTIES WHICH WERE DE-
VELOPED FOR THE "BUILD" PROJECT TO BE SOLD ON THE OPEN MARKET.
COUNCIL MEMBER GULLEY MOVED, ANO IT WAS SECONDED, TO APPROVE AGENDA ITEM 11
(a) -COUNCIL BILL NO. 29.
Discussion ensued regarding i ncome parameters . City Attorney DeWitt stated
this is not an assistance program, this is a reconstruction program, and there
are no lower income guidelines.

Council Member Van Dyke advised of three properties for sa l e on South Lincoln
Street, just north of East Amherst Avenue , that may qualify for the "BUILD"
Project.
(b) Director Fonda presented a recommendati,rn from the Util itles De ·
partmen t to approve by motion a S95,000 bid from H & M Tank and Tower Corpora ·
lion for the rehabilitation of the Zun i Water Sto r age Tank . He advised that
when the Zuni Water Tank was tak en off line for its every-other-year i ns pec -
tion in April, a high degree of corros i on was noted on the exterior lf the
stand pipe section. This corros ion , if left unchecked, could lead to pipe
failure. This storage tank is an integral part of the water distribution sys-
tem In the Scenic View area . D1s cussion ensued.
COUNCIL HEHBER GULLEY HOVED, AND IT WAS SECONDED, TO APPROVE THE BID OF
$95,000 FRDH N l N TANK AND TOWER CORPORATION FDR THE REHABILITATION OF THE
ZUNI WATER STORAGE TANK.

12. General Discussion
(1) Mayor's Choice
Mayor Wiggins pointed out that it was time to start the evaluati on process for
the City Manager and City Attorney. Discussion ensued.

(b) Council '!ember's Choice
(I) Council Member Hathaway advised that an Arapahoe County
Sheriff 's Deputy had inquired as to why the new Englewood pol ice cars were not
equipped with cages . He felt they were "a little bit unsafe for that reason."
Lieutenant Vandermee advi !ed that the cars are equ ip ped with restraint belts
and an eye bolt that comes through the floor of the car . A violent pr i soner
can be restrained in that manner .
{ii) Council Member Habenicht noted she had attended a Ne ighbor-
hood Watch meetin9 with Mayor Wig gins , for resider,ts of the cul-de -s ac on
Clay Court. The r e s idents expressed concern regarding street light i ng on the
cul-de-s ac and ha d circulat ed a petition . Ms. Ha benic ht asked Counc il to con-
si de r gr anting their request f or street l ight i ng . lengthy discussion ensued
regarding the r esident s specific concerns, est ab lishing a pol i cy for handl i ng
c itizen requests for li ghting , residents subsidizing the instal lation and
oper at i on of c it i zen requested s tre et light s, and past practices. Staff wa s

directed to prepare some alternat1ves for the residents to review at their
Neighborhood Watch meeting, Saturday, July 2S, 1992. Also, staff was directed
to prepare a retolllllendatlon for Council to review within the next two weeks .
(Iii) Council Member Waggoner noted he had received a complaint I
from a citizen regard i ng someone selling cars from a residential area. Mayor
Wigg i ns stated he had received the same complaint and it Is being addressed.
City Manager Fraser advised that Neighborhood Services has apprised the owner
of the code restr i ctions and they are monitor i ng the situation .
(Iv) Council Me mber Gulley noted a citizen had contacted her with
a problem and she thanked Dana Glazier for his prompt, satisfactory r esponse.
13 . City Manager's Report
(a) City Manager Fra ser 1dvised that Management · Analyst Reid has been
work1ng with Environmental and Neighborhood Serv1ces Administrator Glazier,
the owners of "cedar mountain", and the owners of the General Iron Works site,
with regard to the accumulat i on of stored materials. Hr. Fraser and Hr . Reid
briefed Council on t he status of "cedar mountain."
14. C1ty Attorney's Report
(a) Mr. DeWitt offered an update on the status of the proposal for the
Englewood Small Business Development Corporat i on.
{b) He discussed the rap1dly chang1ng cable TV environment , 1.e., FCC
approval of telephone companies Into the market. Cable access in th e City
w111 become more of an issue which will need to be addressed in the future .
(c) He passed out an article compiled by several entities, including
the City of Englewood, about the Lowry Landfill Superfund issue and an article
on the subject from the Jul y 17, 1992 Issue of the Wall Street Journal. He
discussed the status of SUPERfUND .
