The fir s t act provided for a permanent regietration i n the desie nated oities,of all persons who .. re then qualified electors. Under the law as i t t hen stood, only men could be qualified electo~e. an d their n ames we re p laced upon the pe!'1!l8!lent registration which wns taken in ac c ordance with the requirements of the aot of 1891. In 1893 the elective f ranchis e was conferred upon women, and proviaion W&S made by section 2 of the act of 1894, for a regiatration of •all f ema le persona who at that t ime are qualified electors in all suoh e l ection precincts."
