SECTION 4. In the opinion o! the City Council o! the City o! Englewood, the immediate passage of this ordinance is necessary tor the public health, welfare and safety, and this ordinance shall not be subject to the referendum provision• ot the laws of the State ot Colorado, and shall become effective immediately upon its final passage and ap proval. SECTION 5. In the opinion of the City Council of the City of Engle•ood an emergency exists, therefore, this ordinance shall be in full force and effect immediately from and af ter its tinal passage and approval, aa provided by law.
