(c) Acting Director Hartin presented a recommendation from the Depart -
ment of Financial Services to adopt a resolution amending the 1990 Golf Course
Fund transferring $89,000 from the Golf Course Fund Balance to Golf Course
Oper ati ons. Hs . Hartin explained that the changes which oc c urred earl y in
1990 had not been anticipated nor budgeted . Tho se changes included the pur -
c hase of the golf pro shop and t he hiring of the golf pro as an employee. lhe

(d) Assistant City Attorney Gr iim, presented a recommen dation to adopt a
bill for an ordinance ainending a sect i on of the Englewood Municipal Co e
relating to holidays. Mr. Grimm expla ined this change is necessary to dif-
ferentiate holidays designated by Council from national or legal holidays .
The City Clerk was asked to read Council Bill No . 20 , entitled:

(iii) Mayor Van Dyke asked Council its plea su re concerning a
request from the Mayor of Colorado Springs to select two voluntee rs from the
community (one adult and one you th), and sponsoring them on a tr i p to Washing-
ton, 0 . C. The vo lunteers would attend leg i sla ti ve sessions, meet with
legislators, and be rec ogni zed by the Pr esident of the United States. Associ-
ated costs were d iscussed . lt was decided to review the matter at the budget
ret reat fo r part icipation in 1992.
(iv) Mayor Van Dyke reminded Council of the Cit iz ens Breakfast,
April 10 at Frate lli's and the Business Breakfa s April 17 at Woody 's . She
encouraged their partic i pation.
(b) Counci l Member 's Choice
(1) Council Member Bullock:
1. Mr . Bu l lock commented upon a reported personnel problem Int.he Building &
Safe ty Division, and asked City Manager Fraser to review the matter .
2. He i nqu ired about the Englewood Train Depot on behalf of Betty Wilson who
would like to pursue restoration and relocation of the railroad station. It
was confirmed that the Department of Public Works will be submitting a full
report concern i ng the depot which can be provided to Ms. Wilson. In addition,
it was suggested that Hs . Wilson could contact Marj Nlckum, former president
of The Greater Englewood Chamber of Commerce, who might have information, as
well as Harry Fleenor, American Legion Commander . Title to the property was
briefly discussed.
3. Brief discussion ensued concerning the possibility of a shared Ser-
vi cen e r facility with the City of Littleton. Mr. Fr aser assured Mr . Bullock
that the employees ha d been advised of th is po ss ibility. The matter is still
bei ng analyzed .
Mr . Bu ll ock asked for a status report on the dispos i tion of the fire sta-
i ons l ocated at Federal and Quincy. He urged that action concern in g both
f ire stations be taken in the nea r future. Mr. Fraser informed Council that
an environmental audit i s bein g conducted at the Quin cy location, a fter wh i ch
id s wi l l be taken for i ts demolition.
5. Mr. Bu!lock reques ted to be inc l uded in any meeting the City might

I . Mr . Clayton shared copies of a letter from Northglenn which provides in -
formation concern ing trash hauling and related costs. Mr. Clayton expressed
the belief that it is time for the City to move toward a ci ty-wide trash col-
l ection system, utilizing private trash ha ulers if possib l e . City Manager
Fraser r.ommented upon the recycling program commencing soon . Mr. Clayton of-
fe r ed that the re cycl ing program differs from trash collection mandated by the
City, wh ich is what he is proposing. He would like Council to start thinking
in this d i rection.
2. Mr. Clayton shared information from an article in the Washington Post
regarding transit systems and the deficits being experienced in the various
cities.
3. He offered to share tape s he purchased at the National League of Citi es
Conference ent i tled "Your City's Police."
(iii) Council Member Habenicht quoted information from the March
13, 1991 Denver Post concerning the rise in violent crime. She pointed out
the correlation between reducing police forces as a cost savings measure and
the increase in cr im e.
(iv) Council Member Wiggins:
I. Mr. Wiggins requested informati on from Dana Glazier, Keep America Beauti-
ful Coordinator, co ncerning the recycling procedure.
2. He advised Council he had been contacted by a Hr . O'Brian concerning a
location in Englewood to hold Summerfest, which was held in Littleton last
year.
3 . He commented upon the Rocky Mountain News article concerning Englewr~d's
housing, expressing concern about the image projected by the photograph. He
suggested that another article be written in the future which would show the
improvem ents and offer a better representation of the City.
4. He inQuired about the status of rep l acing the old industrial water
me ters ; Mr . Fraser will provide i nformation .
(v) Council Member Hathaway encouraged Council 's participation in
the Glad -Bag-a-Thon kick-off at Mile High Stadium on April 6.
(vi) Cou nc il Member Kolta y:
1. Mr . Koltay provided an update on the Wand Rehab i litation Project in th e
3300 and 3400 bl ock of South Logan and South Pea r l. Ten of the eleven homes
ha ve been rehabbed. one will be com~1eted during Ap r il. nine ar e oc cupied . On
