of the Month. Mr. Fraser coaiented upon Ms. Ellis' dedicated service to the
City. Mayor Van Dyke pre s ented Ns . Ellis with I certificate of co•pletion of
the Municipal Clerk's ln s •i tute, sponsored by the Colorado Municipal Clerks Associat i on.

chitecture, discus se d the landscaping on Englewood Parkway near Trolley
Square . Mr . Hunter co11111ented upon the visibility problems which ex i s t on
Broadway and along Englewood Parkway due to the present landscaping. He ex •
plained how these proble ■s affect tenancy . Mr . R011ary presented sketches I
showing some possible alternatives. Hr . Hunter and Mr. Romary requested an
opportun i ty to discuss this matter in more det1ll with Council and/or staff .
Ctty Manager Fraser stated that staff would be working with Mr . Hunter and Mr .
Romary and would be presenting Council with alternatives to the current l andscaping.

(a) Steve Passe , 4220 South Grant Street, presented a petit ion with 106
sign•tures requesting recons i deration of portions of Ordinance No . II.
specifically Increasing the number of permitted hobby veh i cles and elim inating
the fees l ■posed. He asked If Council was considering this mod i fica t i on .
Mayor Van Dyke stated that the concerns of the citizens had been reviewed by
Council, and she requested the City Manager to provide an update . Ci t y Man •
ager Fraser co1111ented on the general support of Council to the l imitati on of
one vehicle per residential propert; and the S100 fee wtth poss i ble waiver for
hardship c ircumstances . Mayor I/an Dyke added that there ts a great deal of
support throughout the commun ity for the leglshtlon prev ious ly passed. She
explained It Is Counc i l 's pos i tion to reduce the number of these veh icl es in
the City and that enforcement is to commence September 1st.
Mr . Passe eaphat lcally stated It dtd not appear that Council is listening to
the citizens; he advised he would continue to pursue the fflltter. Council Mem -
ber Clayton offered colllllt!nts in support of the legtslatton .
(bl Steve Puryear, 2320 West Harvard Avenue, presented additional peti -
tions (47 signatures} protesting §15 -5-3 as enacted by Ordinance No. II ,
Series of 1991 . Mr. Puryear conaented he had not been contacted regarding his
c-nts at the August 5th meeting, I .e ., how this legislation affects people
who are trying to work on vehicles wi th little or no resources and how the
$100 fee puts an additional burden on the.11 . He agreed that "junk " is a prob -
1 ... but coaented It can be 1111nltored through neighbors' complaints . He sug -
gested separate criteria be established for hobby vehicles and derel ict vehl·
cl1s. Ht disagreed that a pem1t fee be charged for etther kind of vehicle,
saying "If it's a derelict , get rid of It.• He asked if he could ~articlpate
in a study session to further discuss hts suggestions, and It was suggested he
work through his district representative, Council Member Rita Hathaway . Coun-
cil Meaber Clayton offered to work with hlN as well .
City Manager Fraser pointed out how t he legislation enacted ls the result of
long, extensive study by citizens of the cOIIIIUnity who are al l concerned with
this issue .
Council Member Clayton expla i ned why the prev i ous ord i nance was no t enforce -
able and how he hopes th i s ordinance will alleviate the probleni.
Council Member Habenicht commented on the time and effort which wa s e~pended
in revising Title 15 , stat i ng that this particular section of the revision wa s
not subject to that same review . She stated that pe r haps that is the rea son
f or th e cu rren t aftermath . She suggested that even though there Is a lot of
support to do SOIIM!thlng about the number of derel i ct vehicles in the comm uni -
ty, perhaps this parti c ular section should be fine tuned .
(cl Ray Bar low, 3120 South Corona Street, stated he does not f ee l there
Is a need fo r laws like this, that this doe s not addre ss the re al problem . In
hi s opi ni on, th e pr operty belongs to the owne r who pay s taxes and should not
be res t ricted as to wha t he do es wi th it . He s tated the City shou l d not pe -
nalize everyone for what a fe w do .

(d) Marge Nlckum, 2800 South Un i versity , Denver , addre s sed the land -
scaping prob l ems along Broadway and Engl ewood Parkway . She cofflllented that the
Ci ty and Eng l ewood Down t own Deve l opment Authority should work together to Im-
prove the appearance of the stree ts for the whole bus i ness d i strict , not just I
Trolley Squire . She added that the current landscap i ng causes problems with
s l gnage and lack of vis i bi I Hy of the merchand1 se and creates debr 1 ~ on the
s treets. She suggested the trees be replaced with planters and low growing
ev ergeens . In addition, she feels the me r chants would be more wi ll i ng to i m-
prove frontige appunnce 1f the City 's build i ng restrict i ons were not so
stringent . She al so commented upon the traff i c pat t ern between downtown En ·
glewood 1nd Cinderella Ci ty, and she suggested that Council look at ways to
Improve th i s patte rn .
(e) Don SeyA10ur, 4750 South Li pan Street, co-nted that everyone
should be allowed to do what they want in their own yard as long as i t does
not bother hi s neighbors . He agreed 1erelict vehicles should be removed, and
he said he does not understand the S100 fee wh i ch would then perm i t the vehi -
cle to raatn . He sugg c~l~J that derelict vehicles ~e removed but that hobby
veh i cles should not be restricted .

(f) Cheryl Ellbrey, 155 East D1rt111outh Avenue, stated the peop l e should
have to get rid of derelict wehtcles; if they do not COllply they should be
fined. tto.ever, she does not believe 1t Is anyone's business to 110nitor hobby
vehicles such as boats 1s long 1s they are kept in a •nice place• and "decent
looking.• She objected to the SIOO peniit fee wh1ch then allows sOMone to
keep I derelict veh i cle on the i r property . She questioned the City's right to
chuge the citizens storage fees to store s011tthlng on their own property ,
thereby turning EnglMIIOod into a "bi g storage lot.• She rec-nded cleaning
up the City, Naking people r ~sponsible for their property and not Issuing per-
mit's to allow them to keep eyesores. The leg1l lty of the legislation was
discussed.

l i cens in g provis i ons. City Attorney DeWitt explained the City 's permit fee

retail c-rclal areas within the City. He st1ted that the cities of
Sherldiln 1nd Littleton ire both 1dding s ■1ll are1s to the Enterpri se Zone . If
approved by Council, the application wtll be subllttted to Arapahoe County Com-
■lssioners, who In turn will subait It to the State for final approvill. Mr.

occupations being allowed; he suggested that the code enforcement officers be
cautious about the types of business that are pentltted as a ho111e occupation .

older adults; she stated the City is fortunate to have employees of Ms .

4 . He inquired about the rebuilding of the bridge over the flume in Belle-
v i ew Park . Di rector Esterly advised that staff ts look !ng at the site and a
report will be forthcoming .
