She also 1nnounced that the fonnat for the agenda has been changed to provide various council me~bers the opportunity to present their concerns ear- lier in the evening rather than at the close of the meeting. (11) Mayor Van Oyke proposed, on an annual bas1s, selecting an individual to be recognized as an outstand i ng citizen of Englewood; she sug- gested Beverly Simon as a candidate for the first honor, cementing that Hrs. Simon 1s an Individual who has contributed a great deal to the comuntty. Mayor Van Dyke further proposed that Ms . Simon be recognized at the town meet- ing tentat i vely scheduled fo,. Hay. Council Member Hathaway suggested that It might be possible to coordinate this event with the Charter annlvers~ry and/or date of Incorporation. (b) Council Member's Choice ( 1) Council He11ber Koltay spoke concerning expenditures in Coun - cil's budget, specifically Membership and Dues for 1990, which total $36,Bll.86 and Include the following organizations: National league of Cit• ies, Colorado Municipal le&gue, Denver Regional Council of Govern ~ent, South Metro Ctiamber of Conmerce, Greater Englewood Chamber of Connerce. Mr. Koltay suggested that Council should debate the issue spec1fi,,l ~ ·; or to single out those which should be paid at the present time, postponing the ot ':.irs for fur- ther discussion. (11) Council Metnber Hathaway presented a Resolution pertaining to a Letter of Agreement fro. the M111 ey Center Trust Fur,d for purchase of St . Louts Church property. Ms. Hath1way advised Council that the Malley Center Trust Fund had aet recently concerning the Church's acceptance of an offer of $70,000 to purchase the south 75 x 125 feet of the St. Louis School Play- ground. She explained the purchase of this property is the first step In the expansion of the Malley Center c0111plex. She advised the 110ney, I.e., $70,000 plus $12,000 for related costs and l11prov-nts, is available In the Malley Canter Trust Fund. There will be no additional City expendaure. She re- quested ttiat Council approve this expenditure fro11 the Malley Center Trust Fund. (111) Council Me11ber Wiggins asked for a status report on the lease purchase for the fire truck. Mr. Fraser advised that staff was checking into financing alternatives which may ~ake better sense than those proposed by the aanufacturer. Mr. Fraser will 11ake a rec0t1111endation on this ■attar at the next regular Council Meeting (March 5, 1990). It is estimated tha truck will be ready for delivery late August/early Septe11ber. (iv) Council Metnber Habenicht b,ought forward two !teas: (I) She proposed, at the urging of several citizens, to consider expanding the stze of The Citizen In order to nclude 110re lnforutlon about various Issues which are of concern to the citizens. Discussion ensued, and the mat- ter will be considered . (Z) Council Mlllber Habenicht explained her concerns with the closure of the Federal Fire Station. Ms. Habenicht stated that the difference of opinion centers on the Importance of volume as opposed to geography and desired response tline. She felt that until the Fire Service Comaittee aakes their rec011111end1tlons everything should remain status quo, and in the lntert ■ City Council should find a w1y to keep the Federal Fire Station open. She noted she had been approached by several citizens In support of her stand. One solution, brought to her attention, wa.s to explore the possibility of relocating the Jefferson Fire Station near the Swedish complex east of Broadway and north of 285 and working out some type of public/private ownership. Council Member Hathaway stated she would support a resolution or motion to direct staff to find a way to keep the Federal Fire Station open until April. At which ti• they would be armed with the findings of the Fire Services Delivery C0t1111ittee and additional statistics to assist Council In ■&king their final decision . Ms. Hathaway noted that she understood the Greater Englewood Chamber of Conrnerce, Governmental Aff airs Connlttee, had drafted a Jetter staling they would like to see the Federal Fire Stat i on closed. City Manager Fraser stated in order t? keep the Federal Fire Statton and both of the rescue units open a daily work force of 21 is needed. The current dally manning level Is 18. Two to three additional personnel would be required. If Council chose to authorize overtime, the cost would be between SlZ -$14,0O0 a day, assuming there are just three positi ons to make up. Discussion ensued regarding manning levels . Council Member Kcltay questioned If they would be able to provide the same level of service, without the transport funct i on, if men were moved from rescue and placed on trucks. Council Member Clayton stated he was opposed to the or1g1nal ootion, but If it did pass he would want to allow the Fire Depart.nent to detennlne which vehicle should be tlosed down as the department tries to fi nd ways to continue to provide the best service with !h!ir available resource s. Council Member Habenicht stated that her intent was to change a policy decision Council had made, noth i ng 110re . Mayor Van Dyke questioned the cost impllcat1ons of the 1110tlon. City Manager Fraser stated he would have to review the changes with staff prior to advising Council of the cost. He suggested they delete the designated rescue n1.1111bers assigned in the amendment as he did not know the current nUlllber configuration of the newly acquired vehicle. City Manager Fraser advised that g1ven these par111eters, the cost per day for overtime woL•ld be from $300 to Sl,000 depending on staffing. Discussion ensued regarding cost estimates. Council Netlber Clayton urged defeat of the original aotion as he felt the motion was based on fear, ignorance ~nd t Ptccurate perceptions instead of reality and fact. Council Melllber Habenicht responded to Hr. Clayton's corrments, disagreeing with his 1ssess111nts and stating she was attempting to keep the service level the same for everyone until rec-ndatlons ,re eade by the Fire Service Delivery c-1ttee. Council Metllber Koltay stated he would be voting against the motion. He was opposed to shuffl In',! manpower, truck niabers, etc. Mr. Koltal· noted that the City Manager had stated we could give good fire response froe every station If rescues weren't eanned. Mr. Waechter infonaed Council that he did not feel adequate notice was given to residents and bus i nesses of Centennial Acres for either of the two recently held town meetings. He asked that Council reconsider its policies and to In - clude not i ce to !l! citizens prior to future 111eetlngs. Mr . Waechter brought to council's attention statistics which indicate that Englewood's per uplta costs for the salary of the City Manager far exceed those of other cit i es in the metropolitan area, specifically citing Arvada, Thornton, Littleton, and Aurora . Ordinances, Resolutions and Notions (1} City Attorney DeWitt provided h i .~rmatlon concem1ng the bill for 1n ordinance amending the Englewood Munlc , 1 Code by Imposing a fine of SJ ,000 for violations of sanitary sewer pretreatnient regulations. He ex- plained that the Clean Water Act requires that the City sewage treat•nt plant ■aintain a penilt, further that one of the require111ents of the penait is that the City has a sufficient fine to force violators Into c011p11anca. He reco11- niended that the S1,000 fine apply to violations of the pre-treatment regula- tions as previously adopted by the City Council. Specific wording of the or- dinance was questioned and discussed. Mr. DeWitt suggested the bill for an ordinance could be amended after it was introduced . Mayor Van Dyke explained that Council is charged by Charter to set these ularies. She further explained that the salary proposed for the City Manager Includes a 2.5S Increase, as does the salary proposed fer the City Attorney; the salary proposed -or the Municipal Judge Includes a lOS Increase. Mr. Waggoner stated the only bidder aeetlng the bid spectftcattons was Faris Machinery Company with a bid of S140,950 for the two sweepers. Mr. Waggoner also stated he was not recoanendlng that current equlpaent be turned In for trade, explaining that he felt the City would real- ize more revenue through an outright sale or through the City auction.
