Call to Order ENCLEVOOD CITY COUNCIL ENGLEWOOD, ARAPAHOE COUNTY, COLORADO Regular Session Nay 1, 199!1 The regular meeting of the Englewood City Council was called to order by Mayor Van Dyke at 7:35 p.m . 2. Invocation The invocation was given by Council Member Kolt1y. 3. Pledge of Allegiance The Pledge of Al l egiance was led by Mayor Van Dyke . 4. Non-scheduled Visitors Englewood City Council Ninut1s Nay 1, 1989 • Page 2 (a) William Haldon, 4685 South Logan, expressed dissatisfaction that no resolution had been made concerning his Fonner co~plaint to Council about the denial of his roofing contractor's license. He also brought to Council 's at- tention his objections to specific wording contained t n the City's Notice to Mr. Lynnwood Sperling regarding property located at 4720 South Pear l. He felt the word i ng was i nappropr i ate to the situation and was harassment on the part of the City. Both matters were fully discussed; it was suggested that Mr. Ha i don provide Council with a written 11st of his specific needs concerning his appeal of the den t al of the roofing contractor's license. The City Man - ager will review and attempt to resolve the matter. Regarding the Sperl i ng matter, Mr . Haldon was advised that Counci l i s concerned about the situation but that it would be Inappropriate to discuss the matter with anyone other than Mr. Sperl i ng and/or his legal representative . 8 . Public Hearing No public hear i ng was scheduled. 11 . Ordinances, Resolutions and Notions (a) Director Freeman presented a recommendation from the Finan ci al Ser - vices Department to adopt a Resolution authorizing the City to participate i n t he Colorado Local Government Liqu i d Asset Trust (COLOTRUST) Agreement . Ms. Freeman explained that COLOTRUST i s a group of local government ent i ties formed for the purpose of providing a bigger pool of money to i ncrease invest • ment yields. She further i nformed Counci l that COLOTRUST was formed in 19BS, and there are currently 330 local governments part i cipating i n the fund . She explained which City funds would be invested and how those investments would be made . She fu r ther explained there would be no actual costs to the City; this would prov i de us with short term investment opportun i ties which would put us in a pos it i on to earn more interest. Ms. Freeman responded to various questions. General Discussion (a) Mayor 's Choice (i) A Resol ution concerning the 1998 Winter Olympic Games was con-sidered. Counc i l Member Clayton request~d the privilege of co-sponsoring Resolution No . 28, and that privilege was granted . Hr . Clayton expressed hi s high regard for Sam Love . Mayor Van Dyke expressed thanks to the Englewood Lions Club for introducing this idea to Council. On March 20, 1989 , the Bi ll, for various reasons was tabled . Cl ayton , Van Dyke None No ne None Coun ci l Me mber Koltay expla i ned that at the Marc h 20 , 1989, meeting , when this ordinance was con s idered on second reading , he was of the op i ni on there were several questions wh i ch had not been addressed; therefore, he felt it he~t to table It at that time. He now wished to have it recons i dered . Council Member Hab enic ht raised questions concer ning the defin it ion of res i dent , specifi cally a college student . It was conf i rmed, based on an opinion from the Ci ty Attor - ne y, that college s tudents would be considered res i dents for the purpose of th is ordinance. Ms. Habenicht also raised a quest i on concerning liabi lity and was assured the 1 i abil ity would not be changed as a result of charging for transport . Hs . Habenicht stated she wished to amend the ordinance to include city employees along with residents , stat i ng this would avoid paying the cost of bill i ng (by a private firm) since the city Insurance would pay the trans- port fee . Before an amendment could be proposed It was necessary for the Council Bil l to be reread . THE FEE ESTABLISHED SHALL BE THE USUAL AHO CUSTOMARY CHARGE FOR SUCH SERVICE IN THIS COMMUNITY. B. A PERSON WHO IS NOT A RESIDENT OR AN EMPLOYEE Of THE CITY OF ENGLE- WOOD WHO RECEIVES EMERGENCY MEDICAL TRANSPORT BY THE ENGLEWOOD FIRE DEPARTMENT SHALL BE CHARGED AN EMERGENCY MEDICAL TRANSPORT FEE IN AN AMOUNT SET FOR EACH SUCH SERVICE, Before voting Mayor Van Dyke and several Council Members stated they would not be supporting the amendment.
