Mayor Van Dyke presented to Messrs. Mares and Mauro signed copies of Resolution No. 54. Mr . Mauro expressed thanks to the paramedics who responded to this e111ergency, and he urged every- one to take CPR training, stating his father probably would not be alive today if he and Mr. Hares had not been able to administer cardio-pul110nary resus- citation. Ordinances, Resolutions and hlltlons (a) City Manag~r Fraser presented a reco11111endation to adopt a bill for an ordinance fixing t:he 1989 property tax levy (for property tax col lectlons in 1990) and establ i sning a mill levy for the Englewood Downtown Development Author i ty (EDDA). Mr. Fraser rec0ffll1ended the following : General Fund - 5.419; Debt Service 2.109; EDDA -4 .661 (as approved by EDDA). Mr . Fraser explained that the General Fund Mill levy is not being Increased, which will result In a decrease In the aoney to be collected In 1990, except for Debt Service which 1s slightly raised to assure payment for the Recreation Center bond debt . I I I I En1lllllOOCI City COuncil Minutes Nov-.r I, 1111 -Pa1• 5 After coMending Mr. Fraser and staff for their efforts to present a balanced budget which effectively cuts expenditures fr011 the preceding year by over 11, Council Member Habenicht explained that she felt it was ti• to reconsider Council's directtva requiring the City Manager to not only hold the line but to cut costs, as she was of the opinion the d1ractive was affecting levels of service. Therefore, she offered an ainendlnent to increase the 11111 levy which would provide additional funds to be utilized fur hiring police officers, firefighters, and I dispatcher. She explained that based 01, the infon,ation she had received regarding the lowered assessaents, the 11111 levy Increase would result 1n I general decrease in property tues for s0111e property owners, no increase for 110st property owners, and a slight increase for s0111 property owners, generating an additional $150,000 1n revenue. Hr. Fraser explained that the goals which had been established by City Council had served to provide the general direction for the 1990 budget . He fe lt it would be possible to continue to provide services for the citizens of Englewood and to maintain the service levels which will match or exceed what the co11111unlty has come to expect. Mr. Fraser suggested that Council needs to give his staff and the City's employees the opportunity to prove this can be done. Council Member Habenicht offered examples of the three directives . Discussion ensued. The options of amending the budget before adoption versus amending i t after adoption by Resolution were discussed. Council Member Habenicht agreed that the mot i on to 111end the 1990 Budget would include that Safety Services Expenditures under Sect ton 2 -General Fund would be increased by S335 ,000; further that the Fund Balance, December 31 would be reduced by S335 ,000 . City Manager's Report Mr . Fraser co-nted regarding the 1990 budget, pledging to ~•ke the most of what Englewood can be during 1990. He assured Council that he would take into consideration the concerns which were e~pressed under the budget discussion. 13. City Attorney's Report Mr. DeWitt did not have any matters to bring before Council. 14. General Discussion (a) Mayor's Choice Mayor Van Dyke did not have any matters to bring before Council .
