Council Member Higday expre ssed appreciation to the Director of Public Works
and his staff for their ef f orts during the re cent snow storm. He also ex -

Counci I Member Vobejd a staled his appreciation to the members of Council for
lhe i r as s is lance during his tenure , to lh e C ily Manager and s t aff , to the De -
partmen l Heads . He sta l ed I.hat he had enjoyed being a Council Member and lhat
se rving lh e City has been an educ a ti on and real priv il ege.
Co un c il Member Brad s haw expres sed her thank s and farewe ; l by remembering
various eve nts which had been sha re d by lh e ol he r members of Council during
her e i gh l year s as May or Pro Tem.
Mayor utis explained that he inte nded to spend mor e time wil ~ his family, in -
cluding his newe s t granddaughter, now thal he will no longe,· be a member of
Ccuncil . He stat ed he was honored to have been selected by the citizens to
serve the past eight ;·ears, and further lhal he wa s horored by the Council lo
se rve as Mayor during those year s. His only agenda whe , el ec led was to do the
very best he could for the whole City of Englewood. .le expressed thank s to
former Council Members Keena and Fitzpatrick, to the people of En glewood for
their advice, and lo the City Manager and hi s staff of fine employees . He
wished the new City Council the besl of luck .
7. City Clerk Crow read the list of eligible newly elected Council Member s:

The newly elected Council Members were sworn in by the Honorable Louis Parkin-
so n, Muni c i pa 1 Courl Judge .
8. Members of Cily Council were temporarily seated and Chairperson Van Dyke
requested roll call.

Members . City "Mark " plaques wer e presented to James L. Higday, Jr . for serv-
i ng as a Council Member from January 1980 through December 1987; Ni 11 i am F.
Vobejda for serving as a Council He,nber from January 1984 through December
1987; Beverly J. Bradshaw for serv i ng as Mayor Pro Tern from January 1980
through December 1987; and Eugene L. Otis for serving as Mayor from January
1980 through December 1987 . In add it ion each was presented with a framed
document which enumerated the various programs and ach i evements which had been
completed during their term s of office .
13 . Recognition was given to the fa'mil ies , friend s and guest s of the new mem -
bers of City Coun cil . Mayor Van Dyke also introduced her parents and other
family memb ers wh o had been able to join her this even i ng. She also expre s sed
thanks to ot her s who were present for t heir pa s t and con ti nu ed s upport .

Mr. Mccown explained that Mayor Va n Dyk e presently serve s as Council's rep -
re se ntative to the Englewood Urban Re newal Authority and that her appointment
exp i res Februa ry 5, 1989 . No action wa s recommended at thi s t ime.
( f) Water and Sewer Bo ard
Mr . Mccown explained that by Charter the Mayor and two Counci I Memb~rs mus t
serve as members of the Water and Sewer Board .

(a) City Manager Mccown presented the recomendation of the Engineering Ser-
vices Department to adopt an ordinance authorizing an amendment to an agree -
ment with Urban Drainage and Flood Control District for financial participa-
tion in construction of Lit t1 e Dry Cr eek Improve ments -Cl arks on to Broadway .
He explained that the City would be rec~iving an additional $100,000 under
this agre ement and the amendment was necessary to allow the City to accept the additional funds .

( i) Counc 11 Member Kozacek we 1 corned the new Counc i 1 Member s, stating the
new members had spent many hour s prior to tak i ng of fic e be coming acquainted
with the many issues with which they will be fa ced . He co ngratulated l~s. Van
Dyke and Mr . Clayton on having been el ected to th e po s i t ions of Ma J•or and
Mayor Pro Tem, respectively . He thanked those in the audience for th1 ?i r at -
tendance at this meeting .
(ii) Counc i 1 Member Clayton thanked the Council Memb e rs for e 1 ect i ng him
to serve as Mayor Pro Tem , stating he looks forward to an exciting four years .
He also thanked the previou s Council for th eir hel p in gett ing this Council
off to a good start. He stated t hi s Council will . do their be s t to kee p Engle-
wood the great place it is to 1 ive.
(ii i ) Coun c il Member Clayton re ite r ated the Counc il 's de cis ion to send a
letter of a pp rec i at ion to the Servi ce nter personne 1 fo r their handling of the
r ecent catastrophic snow s t orm. lie infor med thos e pre se nt that Cou11cil is

grid system of snow removal .
