Ms. Rom an s explained that t he Lands cape Ordinan c: was ad opted i n 1984 . About t wo years ago the Commission began reviewing t he land sc ap in g provisi on s and had su bmit l ed the propos ed amend me nt s t o City Counc i 1 in April 1987 . Up on the requ es t of the Greater [ glewo 0d Ch amber of Commerce, Coun ci l had delayed ap- pr ovi ng the changes and referred the amendment s back to t he Planning Commis - si on who then worked clo se l y with the Chambe 1 's Gov er nm enta l Affairs Liai son Committ ee . The am endment s wh ich are being pr ese nted have been approv ed by t he Cham ber 's committee, were conside red by the Plannin g Commissio n at a public hear i ng on February 17 , 1988, and are l ess r es trictive than th~se s ubmitted to t he Cou nci l in April of 1987 . She presented the background information relative to th e ini tial request to va cate 60 f ee t of right-of -way, 43 feet to the wes t for Pennant Properties, Inc . (Buye r's Club location) and 17 feet to the east for the owne rs of Silo and Rocky Rococo prop erties. She ex pl ai ned that there was some concern that the rig ht -of -way on the we st side of t he street sho uld be retained be c ause of the utilities whi ch are located there as well as th e roadw ay would hav e to be kept open for acce ss to th e area. ( b) Counc i 1 Mem ber Habenicht presented a comprehensive report on the Co ngre ss ional Cit iPs Co nference of Na ti onal League of Cities held in Wa shing- ton, D. C., which was attended by Mayor Van Dyke and Council Member s Hathaway and Hab enic ht. She detailed the scope of issues which were s tudied by those in attendance and stated she came away from the conference with a sense of prioe for the Ci ty of Englewood. 15 .
