micro surfacing util iz ing a speci fic lo ca l aggregate and a qu ic k-se t Asphalt Produ cts, Inc .

Arkansas, has laboratory-te sted and fi eld-t ested this product, and City staff has evalua ted th e
abilitie s of thi s co mpany in pl ac ing micro surfa cin g, and has di sc ussed th eir work quality an d
9ro du ct qu ality with othe r governmental age nci es which have had yea rs of exp erience with this
com pan y; and

132 1 bl oc ks, or 15 2 mile s of roadway) in the Cit y of Engl ewood ove r a period of 14 years ; and

l ocal serv ice stree ts in our 199 1, 1992, 1993, 1994, 1995, 1996, 1997, 1998, 1999, 2000, 200 1,
2002, 2003 and 2004 mi cro-s urfacin g programs. Thr ough o ut our 14 -yea r ex perience w ith
"E nglewood" micro surfa cin g, and BASS , In c., ci ti ze n res pons e continu es to be positi ve. The
workmanship of BASS , In c. remai ns supe ri or.
Staff co ntinu es to monit or slurry sea l and mi cro-s urfaci ng ac ti viti es in th e metr o area. Thi s ye ar,
ci ti es ex pl orin g use of thi s product include Littl eton, Sherida n, Gree ley, A:va da , Gree nwood Village,
Cherry Hills Vi llage, and Parker.
Most of th e cities in th e D enve r metr o area apply eith er slurry sea ls o r c hi p sea ls to h elp prolong th e
life of th eir roads. Slurry sea l is a very thin ap plicati on produ ct. Beca u se of th e thin ap plica ti on (1/8
inch thi ck o r les s), th e p rotect ion and b enefit s of thi s tr ea tm ent are not significant. Chi p sea ls rely
on th e rock or agg rega te to pr ov id e tra cti on and prot ec ti on benefi ts. H oweve r, c11i p sea ls are
dus ti er; w hen cars drive too fast imm ediately aft er th e chip is ap pli ed, c rac ked w indshi elds ca n
occu r; th e stree ts are nos ier; and , w hen kids fa ll off th eir bikes, th eir sc rapes are wors e. Ci ti ze n
co mpl aint s are typica l with chi p sea lin g.

BASS is wil ling lo return to Engl ewoo d in 2005 to co nstruct our mi cro-s ur faci ng proj ec t. W e are

pric e of pe troleum based pro du cts , tra nsporta tio n an d shipping costs , from last yea r's contract.

MICRO-SURFACING CONTRACT 2005
At the City Council meeting on March 2 1. 2005, Public Works Director Rick Kahm will pre se nt a
Re so lution for City Council's approval to negotiate a contract for the 2005 Micro -s urfacing Program .
The City has partn ered wi th Bituminous Asphalt Sealing Specialists (BASS ) for annual m;cro-surfacing
programs since I 991.
As shown on the map and list of streets submitted with the Council Communication, Public Works is
recommending including South Broadway from Yale to Tufts. Staff con1inues to monitor the condition of
this major anerial, and a re surfacing treatment is required to ex tend the life of the roadway and prevent
pavement failure. We estimate that an asphalt overlay of South Broad way through th e Englewood City
Limits would cost in the neighborhood of $3,000,000, and it appears that Federal funding assistance is not
likely 10 be ava ilablo for some time . Micro-surfacing on Broadway can be accomplished for
approximately 20% of the cost of an ove rlay . or approximately $600,000. $460.000 is available in the
2005 Public lmprovemen1 Fund (Roa d and Bridge Account) for micro-s urfacing. Staff proposes to spend
approximately S280.000 on Broadway thi s year and the remaining 2005 budget ($180,000) will be used to
micro-surface approximately thiny (30) re sid ential bl ocks. Comp le tin g all of the micro-surfacing of
Broad way. so uth 10 th e City Limit Line , is anticipated to be pan of th e 2006 program .
The high vo lumes of traffic on Broadwa y require that the micro-surfacing trea tment be applied at a
heavier application rate . Additionally , a leve ling pass of micro-surfacing tJ fill whe el ruts is required
before the final topcoat is applied (see attached typical sections). The newer pa ve ment between Yale and
Hw y. 285 wi ll be treated full width and require s less rut filling than the southern sec ti on of Bro.«lway.
Between Hwy . 285 and Tuft s. we pro pose fillin g wheel ruts and pulling 10 foot pa sses in the through
travel lane s. The depth of ruts in 1hi f · · ..:tion requires application rates that arc approximately 1wo time s
the rate typically applied to re side nt ml streets . Pulling the 10 foot passes w I iotect the pavement fr om
funher deterioration . In 2006. we .1ati cipa te ap plyin g a full wi~th to p coat fr om Hwy . 285 to Tuft s. and,
additionally , treatin g the section fr c rn Tufts south to our Cit y L,mit s lin e.
Public Works has inve sti ga ted new t:'!ch nology to eval uate 1oa dway c0 .1dit ions and has contracted with a
compan y specializing in this area . The proce s! in vo lves a van mo unted device that inventorie s 1hc
roadwa y co nd ition while driving . The data collec1 ed includ es depth and cross-sec 1ion of 1he ruts. vi de o of
1hc roadway surface, cracking invento ry, and a profile of th e entire lan e. We expect the conlrac tor to
deliver the data by mid-April . and we will eva luat e th e infonna1ion as it relate s to our propo sed mi cro-
surfacing treatment.
