RESOLUTION NO . '1)
SERIES OF 2005
A RESOLUTION APPROVING COMPENSAT ION PLANS FOR MANAGERJAL ,
SUPERVISORY, CONFIDENTIAL AND PART-TIME EMPLOYEES OF TH E CITY OF
ENG LEWOOD FOR THE YEA R 2006 .
WHEREAS, by Charter amendment effective April 13, 1981, City Co uncil provid ed fo r the
es tabli shm en t of manageri al and supervisory employees within the serv ice of th e City of Eng lew ood;
and
WHEREAS , by virtue of managerial and supervi sory duties ass ign ed to the se pos iti ons by the Ci ty
Manage r, it has been determin ed that they arc excluded from membership , participati on or
representation in any co ll ective!/ bargained emplo yee sys tem of th e City of En gle wood ; and
WHEREAS , by Charter ame ndment effective April 13, 1981 , City Cou ncil provi ded for the
estab li shm ent of confidential employees within the serv ice of th e City of Englewood; and
WHEREAS , by vinue of the du ties assigne d to these posi tions by the City Manager or the City
Attorney , it has been determined th at they are confidentia l and therefore the City makes no promi se of
continuous employm ent, pennancnt emp loyment or any spec ific length of employment and the se
emplo yees are therefore excl uded from membership , panicipation or represent ation in any
collectively bargained employee system of the City of Engle wood and are exempt from the Career
Service Sy ste m; and
WHEREAS , part-time employees are defin ed to be those working less th an 40 hours per we ek;
and
WHERE AS, the City makes no promi se of co ntinuous employment , permanent employment or
any specific length of employment and th ese employees arc therefore excluded from membership ,
parti cipati on or representati on in any collectively bargained empl oyee system of the City of
Englewood and are exempt from the Career Serv ice System; and
WHEREAS , this Reso luti on will not appl y to Directors whose compensation is set by th e City
Manager; and
WHEREAS , thi s Reso luti on will not app ly to th e City Manager, the City Attorney and the
Municipal Coun Jud ge who are compensa ted by th e City Co un cil und er se parate re so luti ons ; and
WH EREA S, this Resolution will not appl y to employees represented by a recogni zed co ll ec ti ve
bargaining agent in the Ci ty of Engl ewood be cause th ey are compe nsa ted by contract under se para te
reso lut ion s; and
WHEREAS , under th e Co mpen ~ation Pl ans for managerial , supe rvi sory , confidential, and pa rt ~
time employees, City Council de sire s 10 estab li sh th e wage s and benefits for the year 2006 ;
NOW , THEREFORE , BE IT RESOLVED BY TH E CITY COUNCIL OF THE CITY OF
ENGLEWOOP . COLORADO, THAT :
Section I. Th e City Co un ci l of th e Ci ly of Eng le wood , Co lorado hereby ap proves th e wage and •
benefi ts fo r managerial, su pervi sory, confide nti al and part-time empl oyees of th e City of Englewood.
The fo ll owing signi fi cant chan ges to previo us practice fo r wages and benefits fo r January I, 2006-
December 3 1, 2006, are as fo ll ows :
I . The percen lage of hea lth and denial insurance premiums paid by th e Ci1y fo r benefit
eligible employees will be changed . Previous ly lhe City paid 1he sa me percentage (85 %)
of premium s for all coverage leve ls. The City contribut ion beginnin g in 2006 will vary
acco rding 10 coverage level (90%, 85% or 80%).
2. The melhod by which lhe City calcu lales 1he maximum poin ts of 1he pay grades will be
change d.
3. The practice of adj usti ng wages when a position is recl ass ified will be eliminated except
for employees' wages that are lower th an th e minimum point of the hi gher grade .
4. All wage in creases, other than those mentioned above, will be based upon employee
perfonnancc os indi cated by th e performance evalu ation score.
5. No base wage in creases will be granied empl oyees whose wages meet or exceed the
max imum point of their jobs' grades. They will be granted a one-time , lump sum Merit
Pay award based upon performance as ind ic ated by the perfonnance eva luati on score.
6. An addilional paid holid ay will be gra nl ed on New Years Eve Day, increa sing the
number of holid ay hours from 88 10 96.

Council p revious ly approved a resol ution in 2004 gran ting a 1.12% 2005 wage increase fo r
ma nage ria l, supervisory, co nfiden tia l (MSC) and pa rt-li me em pl oyees of th e City of En glewood.
This in crease was the same as th e increase granted th e Eng lewood Emp l oyees Associa t ion
employees.

This adjus tm en t will affec t approximately 155 employee s.

FINANCIAL IMPACT
Th e impact of the wage increases and Merit Pay award s wil l be approximate ly $176,430 for 2006 .
The impact o f the wage increa ses and Merit Pay awards fo r 2007 w ill be approximately $182,600.
Additiona l costs associated w ith the wage c hanges (F.1.C.A., Medicare and 401 (a) match) w ill be
approximate ly $21,660 for 2006, for a to tal of $198,090. Additiona l costs associated wit h 2007
wage c ha ng es will be approximately $22,420 for a total of $205,020.
