Ordinance 39, Series of 1994, app roved an Intergove rnmental Agree ment to parti ci pate in the Arapahoe Co unty CDBG Entitlemen t Program for Federa l Fisca l Yea rs 1995 through 199 7. Participa ti on in the entitlement program is in thr ee-y ear increments and, for funding years 2004 through 2006, was exten ded by approval by th e City Manage r w ith th e exec uti on o f Amendment N umber Thr ee dated Jun e 26, 2003 . RECOMMENDED ACTION Staff reco mm ends that Co un cil app rove a reso lution auth orizing staff to apply to Arapa hoe County for th e City of Eng lewood's po rtion of Federa l Fisca l Yea r 2006 Community Deve lopmen t Block G rant (CDBG) funds. BACKGROUND , ANA LYSIS, AND ALTERNATIVES IDENTIFIED Th e U . S. Department of H ousing and Urban Developmen t (HUD) CDBG Ent itl emen t Pro gram pro vid es gra nts to units of loca l governm ent and ur ba n counti es to mee t ho using and community develo pment nee ds. Th e objec ti ve of th e program is to enha nce urban communities by provi ding: • dece nt, sa fe, affordable housing; • imp rove d infr as tructure; • public fa cilities and services; • eco nomic op portunit ies . The Federal Program obj ec tives are ac hieved th ro ugh proj ects deve lope d by local governm ents that primarily benefit low and modera te in come fami lies and oth er federal objec ti ves. The requ es t fo r funds may also include ac ti viti es th at mee t oth er urge nt deve lopm ent needs in co mmuniti es such as dama3e fr om fi oo din g, torn ad c.c s, fir e, etc. Loca l gove rn men ts de termin e whi ch ac ti vi ties bes t se rve th e objec tives of th e prog ram. Funds are app1 opria1ed annu all y by th e Co ngress for th e CDBG prog ram and are all oca ted by statut ory form ul a to eac h ent itl ement ar a. Arapa hoe Co unt y is an ap proved entitl ement area. Th e granl fun ds are currently di sl ribuled 10 participa ting citi es wi th i n Arap ahoe Co unty base d on ea ch jurisdic ti o n's pove rty populati on as id entifi ed fr o m th e lal es l ce nsus info rm ati on. The cur re nt pa rti ci patin g jurisd icti ons are th e Citi es of Englewood, Littl eton, Sheri da n, Gl enda le, Deer Trail, and Gree nwood \'ill age plus unin corp o rated Arapa hoe County. Th e fundin g l eve l for th e Cily of Englewood for FY2006 is a111i cipa1ed to be $150,000, th e sa me as ii has bee n fo r lhe pas l three years. An additi onal non-jurisdic ti onal pool of fund s of ap proximately $400,000 is also ava il abl e direc tl y fr om A rapahoe Co unty for p ro jec ts th al benefi t pe rso ns livin g in any parl of th e co unty. Th e City of En glewood must subm it an ap pli ca ti on in ord er l o rece ive its portion of lhe 2006 CDBG fun din g fr om Arapahc e Co unly. Th e appli ca ti on w ill be for a 101al o f $1 60,000 . This includ es th e anticipated $1 50,000 plus an addi ti onal $10,000 fr o m the non- jurisdicti onal pool of funds. Engl ewood's FY2 006 program consists of three possible proj ec ts th at mec l current hou sin g and neighborh ood nee ds . All proj ec ts are subj ec t 10 additional rev ie w by C ity staff, Arapahoe County CDBG administrators and th e Co unty Commiss ioners. Th e li sted proj ec ts and fu,,ding leve ls may chan ge ba sed on th ose rev iews. FY 2006 CDBG funds w ill be requ es ted for the fo ll owin g proj ec ts : 1) S75,000 for th e H o usin g Reha bili1 a1i on Pr ojec t l o provi de loa ns to low-in come homeow ners to finan ce th e cos ts of major hous ehold repair s and impro ve m1:..,1ts. Thi s Proj ect als o includes a handyman/small rehab proj ec t program l o as sist seni ors and di sa bl ed p erso ns w ilh minor househ o ld repairs; 2) $2S,OOO for a sixth -yea r requ es t to ass ist w ith staffin g nee ds fo r lhe H o use of H ope homeles s shelter; 3) $60,000 fo r a neighbo rh oo d re,i l ali z.:.l ion "paint-up/fi x-up" proj ec t des igned l o impr rJV e th e visual app ea rance of m, ner-occ upi ed pro perti es in a targe ted reside nti al area within th e Cit y.
