In 2003, th e annual Food fo r Fin es p rogram was ex pand ed to twi ce a year at the reques t o f the Library Board, and subse~uently approve d by City Council, for two weeks during the summe r as we ll as two weeks at th e end of th e ca lendar ye ar as a way to mitigate the increase in O ve rdue Library Fin es and as a way to encoura ge th e tim ely return of Englewood Publi c Library (EP L) mat eria ls so th at th ey can be used by more people. The two week Summer Food for Fi nes program cove rs the last week of the public sc hool yea r ar>d the first week of vacati ons, a tim e when studen ts an d tea chers are cl eaning out th eir desks and '••t l·ers in preparation fo, the summer break, and many find ove rdu e Library materials. The two weeks of the Winter Food for Fines program traditionally covers th e p eri od in b etween th e Th anksgiving and Christmas holi da ys. Historically, eac h ofthes~ two biannual events ave rag es $1,000 to $1 ,500 in dona ted food items for the Interfaith Community Services food bank. R COMMENDED ACTION The Library D epartm ent recomm ends City Council approval of a Resoluti o n authorizing th e Library Depar tment to implemen t its 2005 Winter Food for Fin es prog ram fr om Monday, November 28 th rough Sunday, D ecember 11, 2005. BACKGROUND, ANALYSIS, AN D ALTERNATIVES IDENTIFIED For th e past 15 yea rs, the Engl ewood Publi c Lib rary has pr•)\ ided its "Foo d fo r Fin •;s" program as a way fo r th ose patrons wi th fin es on th eir overdue EPL materi als to "pa y" th em off through th e donati o n of no n-peri shable food it ems th at, in turn , b enefit local area fami lies. Fo ll owing 20 03 's increase in m axim um O ve rdu e Fin es fr o m $2 to $5, the Library Board reques ted that th e number of food it ems required to pay off a sin gle O ve rdu e charge also be in creased b eginning with th e '004 Win ter Fo od fo r Fin es prog ram, e.g. it now takes two food it ems to ca nce l out th e lat e charges (n ot lost o r damage d charges) o n one ove rdu e item. Thes e food items must be prese nted to th e Library Staff .ll th e Circulati o n D es k in ord er for th e fin es to be clea red from th e patron's co mputer record. The coll ec ted food items are th en forwa rded to Interfaith Community Services for th eir "food bank " di stribution to finan cia ll y disadva ntaged families in th e Engl ewood area . This program has been warml y receive d b y the publi c sin ce its in ce ption, and Library pa trons now look forwa rd to it as a way of helping oth ers w hil e relievi ng th eir own financia l obli ga ti ons . Thus , th e program pres ents a posi ti ve image of th e Library and the City and is a "win-wi n" si tu ation for everyo ne involved. FINANCIAL IMP ACT • Si nce its inception, thi s program has raised an es tima ted $23,690 in donat ed non-peris hable food items to assis t nee rJy fami li es in th e Eng lewoo d area . • Th i, ruoney th at the Library co ll ec ts each mont h In "late charges" (i.e. charg es on Ii oks and oth er EPL item s return ed post ti-:;, origi nal "du e dat a" and pt st th e 3 day "g race period") goes to the City's General Fund .
