PERTAINING TO A GRANT FOR THE PURCHASE OF CPR TRAINING
EQT.TIPM"ENT , BETWEEN THE STATE OF COLORA DO DEPARTMENT OF
PUBLIC HEALTH AND ENVIRONMENT AND THE CITY OF ENGLEWOOD ,
COLORADO .
WHEREAS, the City of Englewood applied to the Colorado Department of Public
Health and Environment and was approved for a matching grant to purchas e CPR
equipment; and
WHEREAS, the CPR equipment will be utilized to train and educate citizens and
employees in cardio-pulmonary resuscitation ; and
WHEREAS , the grant provides matching funds in the amount of $2,490 ;
NOW , THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF ENGLEWOOD, COLORADO, AS FOLLOWS :
Section 1. The Inter governmental Contract between the State of Colorado
Department of Public Health and Environment and the City of Englewood , attached
h ereto as "Exhibit A," is h ereby accepted and approved by the Englewood City
Council.
S ection 2 . The Director of Safety Services is authorized to execute and the City
Clerk to attest and seal the Agre ement for and on behalf of the City of Englewood ,
Colorado .

THIS CONTRACT, made this 15th day of July 1997, by and between the State of
Colorado for the use and benefit of the Department of PUBLIC HEALTH AND
ENVIRONMENT , 4300 Che;-rv Creek Dri ve South. Denver. CO 80222, hereinafter
referred to as the State, and City of Englewood. (Fire & Rescue ). 3615 s . Elat i
Street . Englewood . CO 80110. hereinafter referred to as the Contractor.
WHEREAS , authority exists in the Law and Funds have been budgeted,
appropriated and otherwise made avai lable and a sufficient unencumbered balance
thereof remains available for payment i n Fund Number 409 . APPR code 94c;
Contract Encumbrance Number FLA , EMS 980 72 5 1 ; and
WHEREAS , _ required approv a l , clearance and coordination has been accomplished
from and with appropr i ate agencies; and
WHEREAS, the Emergency Medical Services and Prevention Di v ision ( "EMSP
Div ision") was created to administer t h e Local Emergency Medical Services program
created b y Title 25 , Article 3 .5, Part 6 , C.R.S. ("Part 6"); and
WHEREAS, the Emergency Medical Servi ces Account within the Highway Users Tax
Fund was created b y T itle Sec. 25-3 .5-6 03,C .R.S. to fund grants for the
enhancement of emergency medical services ("EMS ") statewide ; and
WHEREAS , the State wishes to fund the Contractor as a provider of EMS for
this purpose ; and
WHEREAS , the Contractor has been licensed, to the extent required b y law,
to provide services in the State of Colorado; and
WHEREAS , as of the date of execution of this contract, the Contractor meets
all other qualifications for funding under the EMS grants program and for
provision of EMS; and
WHEREAS, the EMSP Division deems the Contractor's application or request for
use of the grant funding justified under EMSP Division Rules Section 3.4.
NOW THEREFORE, it is hereby agreed that for and in consideration of their
mutual promises to each other, hereinafter stated, the parties hereto agree as
follows:

l. The Contractor will use the funding provided herein by the State to provide
the EMS program described in Attachment A, EMS Grant Application, attached and
incorporated herein by reference. These EMS projects shall be used to upgrade the
level of EMS care offered in the State of Colorado.
2. If this contract involves training or education, the Contractor shall submit
evidence of certification or other appropriate evidence of satisfactory completion
along with the invoice requesting reimbursement .
3 . If this contract involves acquisition of equipment , the Contractor shall
provide the State with documentation of purchase of the equipment specified and
comply with the following State requirements :
a ) a l l cormnunications equipment must be purchased from the State bid
award for cormnuni cati ons equipment or from another vendor for a comparable price
and quality. Any communications equipment not listed on the State bid award will
be required to go through an informal competitive bid process. The Contractor
wi ll be required to purchase the equipment from the lowest responsible bidder ;
b ) emergency vehicles , with the exception of ambulances , will be required
to go through an informal competitive bidding process. The specifications for
these emergency v ehicles must be approved b y the EMSP Div ision in advance . The
Contractor wi ll purchase the vehicle from the low responsible bidder ;
c ) any medica l equipment will be required to go through an informal
competitiv e b i dding process . The Contractor will be required to purchase from the
lowest respon sible bidder ;
d ) t he Contract or must maintain equipment in good working order and
prov ide maintenance i n accordance with manufacturer's specifications and any
manufacturer 's warranty requirements, and keep detailed records of maintenance;
e ) the Contractor wil l prov ide insurance for the replacement value of the
equipment for its use f ul life ;

The Contractor shall repair or replace equipment, as necessary, due
or l oss from the f t or casualty ;
the Cont ractor will k eep inventory control records on the equipment and
must receive approval from the EMSP Div ision for any relocation of this equipment
or reallocation o f i t s use;
h ) t he Contractor wi l l provide the EMSP Div ision with a picture of the
equipment p u rchased. This picture must be submitted with the final program
report ; and should the Contractor cease to provide EMS in the State of Colorado ,
the equipment mus t , with the prior approval of the State , either be placed with
another operating EMS provider in the state or sold at public auction for fair
market value and 50 % of the proceeds from that sale returned to the State . The
percent returned to the State reflects the State 's contribution to the original
price .
4. Any training or education speci fied in Attachment A , will be subject to the
following:
a ) a l l travel expenses associated with the training or education program
will be in accordance with the current State of Colorado reimbursement rates for
travel as specified in the State Fiscal Rules ;
b ) a Contractor providing a training

announcements , program announcements, and all other printed material used for the
purpose of promoting or advertising the training program or course ; and
c ) a Contractor providing a training or education program will develop
and utilize a course evaluation tool to measure the effectiveness of the program.
A copy of the evaluation reports must be submitted to the EMSP Division.
5. The Contractor assures and guarantees that it possesses the legal authority
to enter into the Contrac~. The person or persons signing and executing this
contract on behalf of the Contractor do hereby warrant and guarantee that they
have full authorization to execute this Contract .
6 . The Contractor ma y not assign its rights or duties under this Contract
without the prior written consent of the State.
7 . The Contractor will provide the EMSP Division wi th quarterly progress
reports in the format required by the State.
8. Anything herein to the contrary notwithstanding , the parties understand and
agree that all terms and conditions of this contract and the exhibits and
attachments hereto which ma y require continued performance or compliance beyond
the termination date of the contract shall survive such termination date and shall
be enforceable .b y the State as provided herein in the event of such failure to
perform or comply by the Contractor .
9. The Contractor will comply with the Americans with Disabilities Act at all
times during the performance · of this contract. The Contractor certifies that no
qualified indiv idual with a disability shal l, by reason of such disability , be
excluded from participation in, or be denied the benefits of the services,
programs, or activities pe:::-formed by the Contractor , or be subjected to any
discrimination by the Contractor upon which assurance the State relies.
10. For and in consideration of the Contractor 's performance described herein
the State shall pay an amount not to exceed $2,490, Two Thousand Four Hundred
Ninety dollars, as follows :
a. For equipment the Contractor shall receive 50% of the total cost not
to exceed $2,490 . The Contractor will provide matching funds in the
amount of $2 ,490 . Any costs in excess of $2,490 (State Share ) shall
be the responsibility of the Contractor; and.
b. For training the Contractor shall receive N/A% of the total cost not
to exceed $N /A . The Contractor will provide matching funds in the
amount of $N /A. Any costs in exces£ of $N /A (State Share ) shall be
the responsibility of the Contractor; and.
c . For all other EMS projects the contractor shall receive an amount not
to exceed $N /A . The Contractor will provide matching funds in the
amount of $N /A amount Other Match . Any costs in excess of $N/A (State
Share shall be the responsibility of the Contractor.

Payment will be made upon the receipt of a signed request for reimbursement
along with a copy of an paid invoice, submitted in duplicate . The State will
issue a warrant made payable to the Contractor . Payment will be contingent upon
affirmation by the EMSP Division of full and satisfactory compliance with the
terms of this contract.
11. a . Except as to public entities described below , during the term of this
contract and any renewal hereof , the Contractor agrees that it will keep in force
a policy or polici es of comprehensive general liability insurance, issued by a
company authorized to do business in Colorado in an amount not less than $500,000
combined single limit for total injuries or damages arising from any one incident
(for bodily injuries or damages ). The Contractor shall provide the State ~i th a
Certificate of Insurance as evidence that such insurance is in effect at the
inception of this contract.
b. If the Contractor is a "public entity" within the meaning of the Colorado
Governmental Immunity Act , C.R.S. 24-10-101 , et seg ., as amended ("Act"), the
Contractor shall at all times during the term of this Contract maintain such
liability insurance , b y commercial policy or self-insurance , as is necessary to
meet its liabilities under the Act. The Contractor must provide the State with
proof of such insurance.
12. It is agreed that additional funds ma y be awarded to expand, or increase the
activ ities. Should such funds become available , they shall be made with approval
of the EMSP Divis i on , the Contractor, the State , and the State Controller (or
authorized designee ) , as evidenced b y a mu t ually signed Change Order Letter in the
form attached hereto as Attachment B, which shall include the following :
a . Identi fication of -contract by contract number and number of affected
paragraph.
b. Types of services or programs increased or decreased and the new l evel
of each service or program .
c . Amount o f increase in funding and new total for current year ;
d . Effective date of the funding change.
e . Author i zed signatures of the State, the EMSP Division, the Contractor,
and the State Controller (or authorized designee ) . I t is understood that no
change except ut i l i zation of funds shall be made through the Change Order Letter.

GENERAL CONTRACT PROVISIONS -page I of2 pages
1. THE CONTRACTOR SHALL PERFORM ITS DUTIES HEREUNDERAS AN INDEPENDENT CONTRACTORAND
NOT AS AN EMPLOYEE. NEITIIER THE CONTRACTOR NOR ANY AGENT OR EMPLOYEE OF THE CONTRACTOR
SHALL BE OR SHALL BE DEEMED TO BE AN AGENT OR EMPLOYEE OF THE STATE. CONTRACTOR SHALL PAY
WHEN DUE ALL REQUIRED EMPLOYMENT TAXES AND INCO:ME TAX AND LOCAL HEAD TAX ON ANY MONIES
PAID PURSUANT TO TIIIS CONTRACT. CONTRACTOR ACKNOWLEDGES IBAT THE CONTRACTOR AND ITS
EMPLOYEES ARE NOT ENTITLED TO UNEMPLOYMENT INSURANCE BENEFITS UNLESS 1HE CONTRACTOR OR
A THIRD PARTY PROVIDES SUCH COVERAGE AND THAT 1HE STATE DOES NOT PAY FOR OR OTIIERWISE
PROVIDE SUCH COVERAGE. CONTRACTOR SHALL HA. VE NO AUTHORIZATION, EXPRESS OR IMPLIED, TO BIND
THE STATE TO A.NY AGREEMENTS, LL\BILITY, OR UNDERSTANDING EXCEPT AS EXPRESSLY SET FORIB
HEREIN. CONTRACTOR SHALL PROVIDE AND KEEP IN FORCE WORKERS' COMPENSATION (A.ND SHOW PROOF
OF SUCH INSURANCE) AND UNEMPLOY:MENT COMPENSATION INSURANCE IN AMOUNTS REQUIRED BYLAW,
A.ND SHALL BE SOLELY RESPONSIBLE FOR THE ACTS OF THE CONTRACTOR, ITS EMPLOYEES A.ND AGENTS.
2. Contractor authorizes CDPHE, or its agents , to perform audits and to make inspections for the purpose of evaluating
performance under this contract
3. Either party shall have the right to terminate th.is agreement by giving the other party thirty days notice by registered mail,
return receipt requested., If notice is so given, this agreement shall terminate on the expiration of the thirty days, and the liability
of the parties hereunder for the further performance of the terms of this agreement shall thereupon cease, but the parties shall
not be relieved of the duty to perform their obligations up to the date of termination.
4. Thi s agreement is intended as the complete integration of all understandings between the parties. No prior or
contemporaneous addition, deletion, or other amendment hereto shall have any force or effect whatsoever, unless embodied
herein in writing. No subsequent novation, renewal, addition, deletion, or other amendment hereto shall have any force or effect
unless embodied in a written contract executed and approved pursuant to the State Fiscal Rules .
5 . If th.is contract involves the expenditure of federal funds , this contract is contingent upon continued availability of federal
funds for payment pursuant to the terms of this agreement. Contractor also agrees to fulfill the requirements of:
a) Office of Management and Budget Circulars A-87, A-21 or A-122, and A-102 or A-110, whichever is applicable;
b ) the Hatch Act (5 U.S .C . 150 1-1508) and Public Law 95-454 Section 4728 . These statutes state that federal funds
cannot be used for partisan political purposes of any kind by any person or organization involved in the administration of
federally-assisted programs;
c) the Davis-Bacon Act (40 StaL 1494, Mar. 3 , 1921 , Chap. 411 , 40 U.S.C. 276A-276A-5). This act requires that all
laborers and mechanics employed by contractors or sub-contractors to work on construction projects financed by federal
assistance must be paid wages not less than those established for the locality of the project by the Secretary of Labor;
d ) 42 U.S.C . 6101 et seq, 42 U.S .C. 2000d, 29 U.S.C . 794 . These acts require that no person shall, on the grounds of
race, color, national origin, age, or handicap , be excluded from participation in or be subjected to discrimination in any program
or activity funded, in whole or in part, by federal funds ;

e) the Americans with Disabilities Act (Public Law 101-336 ; 42 U.S .C . 1210 1, 12102, 12111 -1211 7, 12131 -12134 ,
12141 -12150, 12161 -12165, 12181 -12189, 12201 -12213 and 47 U.S.C . 225 and 47 U.S.C. 611 ;
f) ifthe contractor is acquiring real property and displacing households or businesses in the performance of this contract,
the contractor is in compliance with the Uniform Relocation Assistance and Real Property Acquisition Policies Act, as amended
(Public Law 91-646 , as amended and Public Law 100-1 7, 101Stat.246 -256); and
g) when applicable, the contractor is in compliance with the provisions of the "Uniform Administrative Requirements
for Grants and Cooperative Agreements to State and Local Governments" (Common Rule).
6 . By signing and submitting this contract the contractor states that:
a) the contractor is in compliance with the requirements of the Drug-Free Workplace Act (Public Law 100-690 Title V ,
Subtitle D , 41 U.S.C. 701 et seq.);
b) the contractor is not presently debarred, suspended, proposed for debarment, declared ineligible, or voluntarily
excluded from covered transactions by any federal depamnent or agency.
7 . To be considered for payment, billings for payment pursuant to this contract must be received within 60 days after the
period for which payment is being requested and final billings on the contract must be received by CDPHE within 60 day s after
the end of the contract term.
8 . If applicable, Local Match is to be submitted on the monthly payment statements, in the column provided, as required
by the funding source .
9 . If contractor receives federal funds in an aggregate amount per year from CDPHE which exceeds the applicable threshold
dollar amount specified in the Office of Management and Budget Circulars A-128 or A-133 , contractor agrees to have an annual
audit, by an independent certified public accountant, which meets the requirements of Office of Management and Budget Circular
A-128 or A-133 , whichever applies. If contractor is required to submit an annual indirect cost proposal to CDPHE for review
and approval, contractor's auditor will audit the proposal in accordance with the requirements ofOMB Circular A-8 7, A-21 or
A-1 22. Contractor agrees to furnish one copy of the audit reports to the CDPHE Department Accounting Office within 30 day s
of their issuance, but not later than nine months after the end of contractor's fiscal year. Contractor agrees to take appropriate
corrective action within six months of the report's issuance in instances of noncompliance with federal laws and regulations.
Contractor agrees to permit CDPHE or its agents to have access to its records and financial statements as necessary, and further
agrees to retain such records and financial statements for a period of three years after the date of issuance of the audit report This
contract DOES NOT contain federal funds as of the date it is signed. This requirement is in addition to any other audit
requirements contained in other paragraphs within this contract
10. Contractor agrees to not use federal funds to satisfy federal cost sharing and matching requirements tmless approved in
writing by the appropriate federal agency .

SPEClAL PROVISIONS
CONTROLLER'S APPROVAL
1 . This contract shall not be deemed valid until it shall have been approved by the Controller of the State of Colorado or such assistant as he may designate.
This provision is applicable to any contract involving the payment o f money by the State.

2. Fmancial obligations of the State of Colorado payable after the current fiscal year an: contingent upon fimds for that purpose being appropriated, budgeted,
and otherwise made available .
BOND REQUIREMENT
3. lfthis contract involves the payment of more than fifty thousand dollars for the construction, erection, repair, maintenance, or improvement of any building,
road. bridge, viaduct, nmnel, excavation or other public work for this State, the contractor shall, before entering upon the performance of any such work included
in this contract, duly execute and deliver to the State official who will sign the contract, a good and sufficient bond or other acceptable surety to be approved
by said official in a penal sum not less than one-half of the total amount payable by the terms of this contract. Such bond shall be duly executed by a qualified
corporate surety conditioned upon the faithful performance of the contract and in addition, shall provicie that if the .contractor or his subcontractor:s fail to duly
pay for any labor, materials, team hire, sustenance, provisions, provender or other supplies used or consumed by such contractor or hiS subamtraaor in
performance of the work contracted to be done or fails to pay any person who supplies rental machinery, tools, or equipment in the prosecution of the work the
surety will pay the same in an amount not exceeding the sum specified in the 0ond, together with intereSt at the rate of eight per cent per annum. Unless such
bond is executed, delivered and filed, no claim in favor of the contractor arising under such contract shall be audited, allowed or paid. A certified or cashier's
check or a bank money order payable to the Treasurer of the State of Colorado may be accepted in lieu of a bond. This provision is in compliance with CR.S
38-26-106 .
INDEMNIFICATION
4 . To the extent authorized by law, the contractor shall indemni fy, save, and hold harmless the State, its employees and agents, against any and all claims,
damages, liability and court aW<!!tis including costs, expenses, and anomey fees incurred as a result of any act or omission by the contractor, or its employees,
agents, subcontractors, or assignees pursuant to the tenns of this contract
DISCRIMINATION AND AFFIR.MA TIVE ACTION
5. The contractor agrees to comply with the letter and spirit o f the Colorado Antidiscrimination Act of 1957, as amended, and other applicable law respecting
discrimination and unfair employment practices (CRS 24-34-402 ), and as required by Executive Order, Equal Opportunity and Affirmative Action, dated April
-975. P=nt thereto , the following provisions shaUbe ccmained in all Szate contracts or sub-contracts .
During the performance of this contract, the contractor agrees as follows :
(a) The contractor will not discriminate against any employee or applicant for employment because of race, creed, color, national origin, sex, marital status,
re ligion, ancesny, mental or physical handicap, or age. The contractor will take affirmative action to insure that applicants are employed, and that employees
are treated during employment, without regard to the above mentioned charaaeristics. Such action shall include, but not be limited to the following: employment
upgrading, demotion, or transfer, recruitment or recruitment advertisings ; lay-offs or terminations: rates of pay or other forms of compensation; and selection
for training, including apprenticeship. The contractor agrees to post in conspicuous places, available to employees and applicants for employment, notices to
be provided by the contracting officer setting forth provisions of this non-discrimination clause.
(b) The contractor will, in all solicitations or advertisements for employees placed by or on behalf of the contractor, state that all qualified applicants will receive
consideration for employment without regard to race, creed, color, national origin, sex, marital status, religion, ancestry, mental or physical handicap, or age.
(c ) The contractor will send to each labor union or representative of workers with which he has a collective bargaining agreement or other contrac:t or
understanding, notice to be provided b y the contracting officer, advising the labor union or worla:rs ' repn::sentative of the contractor's commitment under the
Executive Order, Equal Opportunity and Affirmative Action, dated April 16, 1975 , and of the rules, regulations, and relevant Orders of the Governor.
(d ) The contractor and labor unions will furnish all information and reports required by Executive Order, Equal Opportunity and Affumarive Action of April
16 , 1975 , and by the rules, regulations and Orders of the Governor, or pursuant thereto , and wil l permit access to his books, records, and acxounts by the
contracting agency and the office of the Governor or his designee fo r purposes o f investigation to ascertain compliance with such rules, regulations and orders.
( e ) A labor organization will not exclude any individual otherwise qualified from full membership rights in such labor organization, or expel any such individual
from membaship in such labor organization or discrimina1e against any of its members in the full enjoyment of work opportunity beause of race, creed, color,
sex, national origin, or ancesuy .
(f) A labor organization, or the employees or members thereo f will not aid, abet. incite, compel or coerce the doing of any act defined in this contraet to be
discriminaiory or obstruct or prevent any person from complying with the provisions of this contract or any order issued thereunder; or attempt, either directly
or indirectly, to commit any act defined in this contract to be discrimina1ory.
A In the event of the contractor's non-compliance with the non-discrimination clauses of this contract or with any of such rules, regulations, or orders, this
Waact may be canceled, termi.naled or suspended in whole or in pan and the contractor may be declared ineligible for further State contracts in accordance
with procedures, authorized in Executive Order, Equal Oppornmity and Affirmative Action of April 16 , 1975 and the rules, regulations, or orders promulgated

in accordance therewith, and such other sanaions as may be imposed and remedies as may be invoked as provided in Executive Order, Equal Opportunity an'd
Affirmative Action of April 16 , 19 75 , or by rules, regulations, or orders promulgated in accordance ~ercwith, or as otherwise provided by law.
(h) The contractor will include the provisions of paragraphs (a) through (h) in every sub-contract and subcontrador purchase order unless exempted by rules,
·regulations, or orders issued pursuant to Executive Order, Equal Opportunity and Affmnative Action of April 16, 1975, so that such provisions will be binding
upon each subcomraaor or vendor. The contractor will take such action with respect to any sub-contracting or purchase order as the contracting agency may A
direct, as a means of enforcing such provisions, including sanctions for non-compliance; provided, ho~. that in the event the contractor becomes involved W'
in, or is threaiened with, litigation, with the subcontractor or vendor as a result of such direction by the contraeting agency, the contractor may request the State
of Colorado to enter into such litigation to protect the interest of the State of Colorado.
COLORADO LABOR PREFERENCE
6a. Provisions of CRS 8-17-101 & 102 for pref=ce of Colorado labor are applicable to this contract if public works within the State are undertaken hereunder
and are financed in whole or in part by State funds .
b. When a construction c.ontraa for a public project is to be awarded to a bidder, a resident bidder shall be allowed a preference against a non-resident bidder
from a state or foreign country equal to the preference given or required by the state or foreign c.ountry in which the non-resident bidder is a rcsidenL If it is
det=incd by the officer respo11sible for awarding the bid that compliance with the subsection .06 may cause denial of federal funds which would otherwise

GENERAL
7. The laws of the State of Colorado and rules and regulations issued pursuant thereto shall be applied in the interpretation, execution, and enforcement of this
c.ontraet. ADy provision of this contract whether or not incorpol'llled herein by reference which provides for arbitration by any extra-judicial body or person
or which is otherwise in conflict with said laws, rules, and regulations shall be considered null and void. Nothing contained in any provision incorporated herein
by reference which purpons to negate this or any other special provision in whole or in part shall be valid or enforceable or available in any action at law whether
by way of complaint, defense, or otherwise. Any provision rendered null and void by the operation of this provision will not invalidate the remainder of this
contract to the extent that the contract is capable of execution.
8 . At all times during the performance of this c.ontract, the Contractor shall strictly adhere to all applicable federal and state laws, rules, and regulations that
have been or may hereafter be established.
9. Pursuant to CRS 24-30-202.4 .(as amended), the state c.ontroller may withhold debts owed to state agencies under the vendor offset intercept system for:
(a) unpaid child suppon debt or child support arrearages; (b) unpaid balance of tax, accrued interest, or other charges specified in Anicle 22, Title 39, CRS ;
( c) unpaid loans due to the student loan division of the department of higher education; ( d) owed amounts required to be paid to the unemployment compensation
fund; and (e) other unpaid debts owing to the state or any agency thereof, the amount of which is found to be owing as a result of final agency determination e
or reduced to judgment as certified by the c.ontroller. ·

The training equipment being requested includes an aduit recording CPR mannequin. 2 -
adult CPR mannequin torso· s with SJal lguides. 2 -adult CPR mannequins. and 1 -child CPR
mannequin.
January of 1995. the Deparnnem began a CPR program to try and facilitate the increasing
number of requests for CPR classes. Before that time , many people were directed to other groups
who would perform that function . To commit ourselves to the citizens and the community, the
deparnnent developed a CPR program.
The Englewood Fire Division is in the process of taking a more active I proactive role in
public education: not only in fire prevention and fire safety, but in health, first a.id. awareness and ·
CPR. In the last 2 years. the number of CPR classes taught by the department has increased
nearly 260%. The number of certified CPR instructors has grown from 2 in 1994 to 8 in 1996,
and 2 more instructor classes are scheduled for 199 7, with intentions of certifying at least 5 more
instructors . The increasing number of instructors will allow for more CPR classes to be taught as
well as the instructor srudent ratio of 1 :5 to be achieved with better learning by the students.
Tne acquisition of a recording CPR mannequin wil l assist •vith Certification in Healthcare
Provider courses. Individuals certified ar the E:VIT-Basic level and up are required to maintain the
Healthc3re Provider certification. The Colorado CPR .-\ssociation has also changed their criteria
for who is required to have this level of certification. \iow, persons who are required to know
CPR for their job .are required to be certified at the Healthcare Provider level. This increases class
time and requires more hands-on skills .
In 1995 the Englewood Fire Division acquired an EMS training status for E.:VIT-Basics .
Tnis position lets the depamnem teach and test E:VIT-Basic s. throughout the community. in all
levels of :C :V fS skills ·
The Oeparnnem is now a location for regional E:VfS C cntinuing Education rraining for all
levels of field providers from E:VIT-Basic to Paramedic. The use of mannequins for all levels of
_ CPR insrruction as well as ainvay management techniques is essential for proper le:mllng.
In 1995 the Fire Division certified and recertified more than 5 0 members of the
Englewood Police Division. as well as communications personnel. in CPR. This allowed for the
Depamnem to cur back on spending for outside education of these indi viduals and maintains
better re:::ord-keeping and constant update .

The purpose of this project is to establish and maintain quality education and training to the
community, the deparnnent, and E:tv!S . The specific goal is the education of as many individuals
a.s possible in CPR. The citizens call the Fire department and EMS when they need help. and it is
our obligation to help them. Howev er, our obligation does not stop when the call has ended. We
continue our services 24 hours a day . If the citizens feel confident in our abilities and ask us to
teach them CPR, safety, fire prevention etc . then it is our duty to help them.
After teaching many CPR classes to all levels of individuals, we have developed specific training
criteria that will enable us to give more hands-on training with a better student I instructor ratio .
This will lead to more personalized instruction and better learning. We have already begun the
teaching process, with the present equipment. Our goal is to begin implementing more
equipment as soon as possible .
Future plans include going into the high school and / or middle schools and t o develop a program
in whic h the students can become certified in CPR. The concept has been presented to some of
the scho ols. and we are awaiting their feedback.

How will the project provide for a long term solution to the current problem?
The acquisition of mannequins will serve two purposes. The main PUI1'0Se is the continuing
education needs of the community and ENIS. Tne second pwpose for the equipment it that it will
reduce the amount of srress placed on the already abused equipment . With the use o f the
equipment shared between several pieces as opposed to jus;: 2. they will last longer and repair time
and costs should be reduced.
lf this project is funded, how will the project be sustained in subsequent years?
With the esrablishment of a CPR program there was also established a cost per person criteria that
is to be set aside for materials and equipment purchases . Cp to this point in the program many
classes were taught -with onl y minimal coStS to the srudenrs and the deparnnem would put fonvard
the cost involved with equipment and repairs . The cost snucrure of the program will allow for
income to be utilized on new equipment, repairs. and materials . These cosr crirena will still
follow our belief that people who C:l!l not afford the higher charge for CPR classes will be charged
a nominal. if any, fee to heip cover book costs .
What other remedies to this have you e~piored to meet your need, and e~plain why this is
the most cost effective. Provide the dollar amounts of other options you have explored.
\Vhen we developed a fee srrucrure for teaching citizens. the thought of charging in line with other
CPR insnuction organizations (S3 0 and higher ) was considered. However. we looked at the
demographics o f our citizenry and felt that this cost was too high. Our opinion is that it is more
important to teach CPR because people wanted to learn iL nor to make a large profit, We have
waived the fee for individuals to who it would cause a financial burdeIL and we have charged as
linle as $5 .00 for groups of people who want to learn CPR bur can not afford the larger costs.
Tne department has absorbed the cosr of these fees. and will continue to do so .

Current loan payments consist of approximately $1.000 dollars a per month into the city Capital Equipment

Tne se::-vice area covered by the Englewood Fire Division inciude approximately 7.5 square miles
within the city of Englewood. We also have mutual and automatic aid agreements -with
Castiewood Fire Department, Littleton Fire Department and Sheridan Fire deparnnent.
Tne population of Englewood is approximately 30,000 people. mainly low-to middle-income
blue-collar workers . The city is primarily residential with several multi-srnry retirement centers
and nursing homes, and an extensive amount of apamnent dwellings.
Throughout the city is a mixture of industrial and commercial businesses ranging from small auto-
body shops, to heavy steel manufactures. to nationally exponed merchandise . We have been
contacred by several of these organizations to conduct CPR classes to all their employees.
Swedish Medical Center. one of the areas leading rrauma centers. is situated near the center of the
city Cp witil late 1996 the city derived very linle ta'< base from Swedish due to its ta"X exempt
starus at that time.
Within the last 7 years. one of the. ciry·s primary ta'< suppom has dedined to a large empty
co mpiex. Cinderella City. one of the nations largest indoor malls ar one time. has gone from a
thriving business establishment ro a nearly condemned building . Ar this time. the income from
Cinderella City is less than 3%. The city has had ro look at othe:-income solutions to maintain the
service s within the city due to this decline . Redevelopment of this area is tentative ly scheduled for
the next 1 years.

through the city as well . Light rail is scheduled ro run through the city within the next 2 years.

The Fire Division runs 2 full-time paramedic ambulances as well as 2 BLS engines and a BLS

average response time being 3.5 minutes . with average rranspon nrnes of 7-10 minutes . We

RECOMMENDED ACTION
Request Council approval for acceptance of Colorado State Emergency Medical Services Grant for the
purchase of Cardio-Pulmonary Resuscitation (CPR) training equipment.
BACKGROUND, ANALYSIS, AND ALTERNATIVES IDENTIFIED
e The Colorado State EMS Division offers matching grants for the purchase of Emergency. Medical
Services equipment and training. The Englewood Fire Division has been approved for a matching
grant to purchase CPR equipment. The equipment will be used to train and educate citizens and
employees in Cardio-Pulmonary Resuscitation

FINANCIAL IMPACT
The EMS Division of the Fire Division of Safety Services will spend $2,490.00 on equipment. The State
EMS Division will match this amount with a $2,490.00 grant. This amount is budgeted in the 1997 EMS
budget.
