pave d lo Ci ty s ta nda rd s, and approx im ately 90% o f the s tre e t s hav e been
improved. He ex pl a in ed th e Ten Year Pro gram, s ta ting t hi s di s trict is t he
third year of the t e n year pl an . Afl e r lhe len yea r program is compl e ted , all
s lre e l s in th e City o f Engl ewood wi ll have bee n pa ve d t o Cily standard , and
f rom lhat li me fo rw ard, th e citizen s will nol have l o parli c ipale in any

s idewa lk s d id not require maintenan ce , t he street i s a min im um use street,
excep t for church attendance one or twice a week. He felt the s treet me t th e

to her. Ms. ~ag 1 and exp 1 a i ned that th ere wer e two core s amp 1 es ta ke n, one
s howing 3" and 3" and t here 3" and 4'' on a s ub-grad e of clay. Mr . Ragl and
f ur ther s tated t here is evidence of the asphalt separating . Mr. Ragland
ag re ed that additional core samp le s will be taken. Up on qu es tioning, Ms.
Rag land di s covered there were t wo mor e core s amp ies, one showing 4 1/2 " with O
ba se, and one 4" ,iith O base . Sh e further s tated in th e 2800 block of South
Lin coln , the re wa s a cor~ s ampl e of 5" of asp halt and 2" of ba se . Als o 3" and
2". Info rmation on the ass essme nts wa s confirmed. Re s ult s of addition al
t e~ting wi11 be availabl e at the April 6, :987 publi c hearing.
HELrn HUSSA NDER , 2989 South Lincoln , agree d with hav ing the s idewalks
rep a i red , but she doe s n't agree with an ass e ss ment for a public street,
s tal i ng il would be a ha r dship on her to have t o pay for a public st r eet. She
in qu ir ed lhe length of t i me ov er whi ch thi s as se s sment co u1d be paid for and
she wa s informed 10 years. She protested th e reconstruction of her street.
She furt her as ked concer ning curb s and gutter s, if the paving contractor
damages the curb and gutter work s he has had in s tall ed by a private
co ntrac tor, what would happen then . She was ass ured that if th e paving
co ntrac tor damaged any work don e by th e private contractor, 1t would be
repai red by th e paving contractor. Sh e was al so adv ised if the curb and
gut t ers ne eded repairing , it would be necess ary to hav e it done. She was

neces sary to put i n sidewalk s. It wa s exp l ai ned by the Engin eer that as
Denver has no sidewalk on th e north, therefore in the 600/700 blocks of Ea s t
Ya l e Avenue the City propo sed to ins ta 11 a sidewalk i n the se bl ocks to
accommoda te pedes trian s . An agreement was reached with City Council to redu ce
th e sidewalk to 2' in stead of th e propo sed 4' width . Mr. Helm s tad felt that
the propose d schedule for private concrete co ns truction provid ed loo short a
not i ce . He wa s ass ured tha t if weather co nditions or other circumstances
cau se a pr cbl em, th e engineering s t aff will as s i s t any ow ners and adju st th e
sc hedule. A li s t of li ce ns ed co ncrete contrac tor s i s avai labl e at the
Eng in eeri ng Departme nt. Mr . Helm s tad staled he wondered if we weren' l bei ng
