He de sc ribed the proj ect of co ndominiu ms , wh i c h i , to be in com pli anc e with all City ordinances, and would be s ubj ec t to th e Plann ed Deve l opment pro cess a s previou s ly exp l ained by Ms. Roman ~. A set of dra wing s wa s s ubmitted and entered into the reco rd of t hi s hearin g . Mr . Bob Marrs , Marrs Deve lopm ent Corporation, confirmed s tatement s made by Ms . Romaos and Mr. Delaney. He further s lated tha l his firm had been very thoroughly inv e stigated by Swedi sh Foundation as to the qual lty of the proposed development . Mr. Marrs s tat ed th e ne ed for the de velopment based on the 1,400 employees of Swed i sh, that the hou s in g would be affordable for tho se emp loyees and would al so 'fi ll a ne ed for hou s ing for the elderly. He co nfirmed that the plan s were ba se d on the r e quireme nts of the Planning De partment. Mr. Marr s an d Mr. De l ane y re s ponded to ques ti ons of Council. The fol lowin g individuals expressed th e ir opi ni ons co ncerning the prop os ed rezoning: Marjori e 11 . Nickum , 3470 South Br oadway, Presid ent of Tota l Busin ess Sy s tem s and co-owner of prope.rty al 3470 Sout h Broadway. Ms. Nickum stressed that she wa s s peaki ng on behalf of he rself, not the Chamber of Commerce. She spoke in favo r of co ndominium -li ving, sta ling co ndominium owners were res pon si ble, bu sy , usually emp l oyed individual s or retired persons wh o pref0rred the protected 1 i fe styl e condo ownership provides . She felt the project would be an welcom e addition to th e Ci ty. Paul Doud en, 3244 South Grant , oppo sed th e rezoning stating t he rede ve l opm ent would crea te high den s ity gh e tt os. fi e wa s con cerned with problems with parking , security, and that the re zoning would de f eat th e rea sons a lot of peo pl e moved to Engl ewood . He felt high dens i t y zoning should be lim ited. Arl e tte Gosieski, 3290 South Hu mboldt , a ten -ye ar r es id ent, oppo s ed the re zoni ng . She felt it could poss ible des troy an area that contain s property with po s sible hi s toric value. Bobbi e E. Andr ews, 3294 South Cl ark se0 , s tated her family had chose n Engl ewood fo r its quiet, peaceful life -style ''"-J that she thought the condominiu ms which wou ld be permit led if the rezon i ng wer e approved would affect the surrounding areas. She oppo s ed High Den s ity zonin g and s tated Council s hou l d co ns id er wh at is be s t for Engl ewood in th e futur e . J im Andr ews , 3294 South Cl ark son , felt his ne ighb orhood would be adv er s,l y aff ec t ed by t he rezoning even though it wa s not within the ar ea . He doesn 't want Englewood to become 1 ike Aurora. Randa 11 Magnuson, 3330 South Corona, a member of th e Planning and Zani ng Co mmi s sion, but s pe aking as a citi ze n at thi s hearing, stated that he f elt it shou ld be pointed out that thi s hea ring con ce rn s rezoning, not red evel opm ent . Counci l Memb er Van Dy ke stated that t he particular are a being r eq ues t ed for rezo ning i s , i n her determi na ion, a problem area in t ha t a number o f the home s do seem t o ~" •·undown or suffer fr om a 1 ac k o f maintenance, a 1 so tha t some o f th e homes in t he area go back a number of years and are an exam ple of some o f the old es t homes in Englew ood. She felt that r e building or rem odeling some of those homes wa s a po ss ibility wh ic h s hould be looked in to. She wanted to know what happ e ns, since its not assessed into th e taxe s un t il six months after the work is done.
