Mr . Ralph Gie s , 4725 So ut h Clarkson, expressed concern over the new as -
sessments for the real es tate evaluations. M~. Gies asked Council if the
mi 11 l ev y for the 1986 t axes wou l d be the same or would they be reduced
by 1/2 to around 4 .095? He sta ted he real ized t hat the Budget ha s not
been presented to Council, but f elt the citizens should start asking
the se ques t i ons now . City Manag e r Mccown r es ponded that the re -
eva lua ti on i s s ubject to State law and is don e through the County Asses -
so r's offi ce. He noted that th ere i s an app ea l period . Mr . Mccown ex -
pl ai ned t hat the ta xes actually established by the Council would take
pl ac e in October l9B7 for 19B8. Th ere was a ,State Law approved by the
State Leg is lature this ye ar because of the reasses sment that limited all
gover nm ental bodies except school di stri ct s to a maxi mum of 5 1/2% in -
crease . That exc lude s new co ns truction, r ec onstructions, e tc. Mr .
Mcc own stat ed that most likely th ere would be a reduct i on In the mi ll
l e vy in accordan ce with the State Law. Discu ss ion ensued.

(a) City Manager Mc cown pr esented a r P.commendatt on t.o adopt a resolu -
t Ion am ending the Publi c Improveme nt Fund Six -Quarter Bud get. He
st at ed that they have balan ced the Six -Quarter Budg et for 1987
t hrough the f irst two quarter s of 1987 in accor dan ce with the
re venu es tha l hav e been receiv ed to date . Mr . Mccow n no led t hat if
r evenu es co ntinue to de cre as e as they have so far this year that
additional ac tion will have to l e taken in th e l ast t wo quarters of
1987 t o account for appro xima t el y anot her Sl44 ,000 In red uctions i n
order to tota ll y bal.nce th e Oud g ,t.

for th e South Navajo Road project he would vote in favor of the
ame nded Budg e t, bu t hope s to see th e proj ec t rein s tated at a 1,'.er
date .

(b) Director of Parks and Recreat ion Kuh n presented a recommendation
from t he Park s and Recr eation Commission to approve a resolution
approving a fee policy for use of City Parks by Comme rc ia l Day Care
Ce nt ers . Council Mem ber Kozacek reques led that we amend the
r es olution i n two p,aces, references to "season" shoul d be changed
to "year." Council Member Bradshaw asked Mr . Kuhn if the Kid's
Stop , a 1 ic ensed daycare center in Engl ewood, would fal 1 und er thi s
reso lu tion. Mr . Kuhn stated they would, that the only exemptio ns
wou 1 d be the Englewood Pub 1 i c Sch ool s. Coun c il Member Bradshaw
stated that thi s problem came to a peak when some of our Englewood
School kids couldn 't use th e Park s bec ause they we r e reserved by

Litt 1 eton , Jefferson County, Denver, etc. She noted that the Parks
and Recreation Commission instituted a reservation for Englewood
Schoo l s to use the parks fr om January 1st to Mar ch 1st , after that
time it is open reservations . Council Members expressed concern
about enforcement of this resolution. Council Member Bila sta ted
he would vote again s t thi s resolution because it lacked definition
as far as what i s commercia l and what is not, inadequate statisti
ca l data to cons!.ructively s upport this, and because of the r ":sen t
inability to enforce the resolution. Council Member Van Dy ke s·!ote~
that s he felt the Parks and Recr ~ation Commission sho •J ld re
eva luat e the situation .
Cou ncil Member Bradshaw stated that the Commercial Da}ca :, '•·n,,,r s
are dropping off kids by the bu s -load to use the parks as ,;: , of
their program and yet the citizens of Englewood are paying for the
maintenance of the f aci lities.
Counc il Member Bradshaw agreed to convey their concerns to the
Parks and Recreation Commissio n . After co nsid erab le discussion,
