The Traio in g Station, 28 41 So uth Broadway, was pre se nt and inq uired
a s to why they were to be charg ed to use City Park s , wh ich are con -
si dered pu bli c properly. Ms. Gibso n wanted lo know lhe ra t ionale
behind the recently approved re so lutio n . Coun c il Member Bradshaw
ex plained that the matter had been brought lo lhe Parks and Recr e -
ation Commissio n a s being a probl em for oth er citizens who wi shed
t o use the parks , but f e l t th ey cou ld not due to the l arge numb e r
of day care center s , e tc., overloading the park s. Ms. Gib son
r es pond ed to questions of Cou ncil, stating th e ir day c are ce nter
brings 32 child re n lo th e parks three lime s a mo nth ; 75'.Y. of their
c hildren are Englewood re s id ences; t he age rang e whi ch utili zes the
park s is 3 years to 12 years, and the chi ldren arc c lo se l y
s up ervised.

th at th is ac ti on i s a di sc rimination again s t working parents , and
further that it i s unf air t o puni sh the child ren of parents wh o
have l o work .

that when t hey ,1s ed the park s th ey enforced a very s tri c t cl ea n-up
policy, that th e children were always c l ose l y superv i sed.

the real problem s were the s umm er day camp operation s , not t he 1 i -
ce ns ed day care ce nt··r s; that this type of legis lati on woul d hurt
the smaller day care centers who don 't ab use t he priv il ege of using
the park s . Their organiza t ion makes an e f for t t o teach the chi l -
dren lo re s pe c t the parks.

again s t sma ll child ren, that chil dren are not re sponsible for ir -
r espo nsi bl e teacher s. She fu rther stated that she wa s aware of
whi ch gr ou ps were cau s ing the pr ob l ems, and wh en asked, she s ta te d
that she woul d be willi ng l o share that information.
Counc i l Memb ers Hi gday an d Cradshaw r espo nded to Ms . Wh alton, both
bas i c ally stating t hat it wa sn't fair to Eng l ewood cit i zen s for
"for profit" organi zation s lo use the Eng l ewood park s to subsidize
t he i r program s , th ere by making a profit o f t hat use . It was fur -
t he r s tat ed that 60% of the pl.1y eq uipm ent had lo be r ep laced l as t
ye ar al an appro ximat e cost of $40 ,00 0 .
Director Kuhn, Parks and Recreat ion, confi rmed t he cost of th e re -
placea equipment , and menti oned the "permit without charge" wh ic h
could be applied for by day care ce nters . The majority of th ose i n
th e audien ce we re not aware of a permit without charge being
available.

sc hool, a neighborhood non-profit pre sc hoo l , s tated it wa s alm ost
impossible for he r group of cl,ildren t o use th e pa r ks due to the
Summer Fun Day Car e Ce nt ers and th e disrega rd sho wn th e sma ller
c hildren by th e olde r childre n who are left in th e park s un super-
vised by tho se centers. She d id not feel the park s were des i gned
for that purpo se . At th e request of Co un c il Member Silo , Ms. John -
son defi ned t he variou s t ypes of child care center s .
